Micro and small enterprises are businesses that absorb the most labor in Korea. The position of micro and small enterprises in the national economy has an important and strategic role because micro and small enterprises are quite dominant in the Korea economy. The purpose of this study is to look at the effect of the CEO' business experience, competency(job competency, money competency, digital competency), government support service(government support satisfaction, education support) on the performance. For this study, data was collected from 220 CEO by using questionnaires. The statistics analysis SPSS 24.0 was used, it is a factor analysis, reliability test and multiple regression analysis for hypothesis verification. The research results are as follows. First, as a result of examining the effect of the CEO competency on the performance, it was found that among the competency factors, money competency and digital competency had a significantly positive (+) effect on the performance. Second, as a result of examining the effect of government support service on the performance, government support satisfaction, education support had a positive (+) effect on the performance. Thirdly, in the relationship between CEO' business experience, competency, government support service and performance, the mediating effect of self efficiency was significant money competency→self efficiency→performance, digital competency→self efficiency→performance.

우리나라는 정부의 정보화 촉진정책에 힘입어 전국에 초고속정보통신 기간망이 구축되었고, 산업 및 공공영역에서의 정보인프라를 통한 정보화 확산은 가정으로 확산되어 가고 있는 추세이다. 이를 대표하는 정보화 서비스 중의 하나가 디지털 홈 서비스이다. 그러나 디지털 홈 서비스에 대한 선행연구들은 기술적인 연구에 치중하고 있는 반면, 소비자의 향후 디지털 홈 서비스 수응 등 전략적 관점에서의 체계적인 연구는 미흡한 실정이다. 따라서 본 연구는 디지털 홈 서비스 수용의도에 대한 선행요인들을 고찰하고 디지털 홈 서비스의 잠재 사용자 수용모델을 제시하고자 한다. 또한 이 수용모델의 적합성을 평가하기 위하여 실증분석을 하였다. 본 연구의 기대효과로는 디지털 홈 서비스 시장의 활성화를 위한 전략적 측면, 예컨대 효과적인 상품개발과 마케팅을 위한 적절한 전략을 세울 수 있는 기반을 마련해줄 것으로 기대된다.

국내 뿐 아니라 세계적으로 디지털 기반의 공유경제 서비스와 관리에 대하여 많은 관심을 두고 있다. 공유경제로 인하여 새로운 경제패러다임으로 높은 가능성이 있고 정부와 시민이 편익차원에서 많은 예산 절감이 가능하기 때문이다. 우버, 에어 비엔비 등의 사업이 활성화 되고 있는 상황에서 디지털 콘텐츠 역시 활용 공유 가능한 재화로써 공유경제에 참여하고 신뢰기반의 효과적 거래가 가능하다. 이 논문에서는 디지털 콘텐츠를 공유경제로 활용함에 있어 위 변조 및 해킹 가능성을 줄이고 투명한 거래가 가능하여 디지털 콘텐츠의 유통이 활성화 될 수 있는 방법으로 블록체인 활용기법을 제안하였다. 스마트 유통과정에서 이더리움의 스마트 컨트랙트 방법을 적용하고 디지털 콘텐츠 저작권을 보호하기 위한 머클트리 해싱방법과 암호화방법을 수정함으로써 디지털 콘텐츠가 공유경제로써 발돋움하고 활성화될 수 있을 것이다.

2002년은 다음의 '온라인 우표제'와 프리챌의 '커뮤니티 유료화' 그리고 소리바다 '불법 판결', 엔씨소프트의 '영등위 심의'등으로 정부와 업계, 업체와 업체간, 그리고 업체와 네티즌 간 이해관계에 따라 의견이 엇갈린 한 해였다. 다음 '온라인 우표제'는 업체들의 반발에도 불구하고 자리를 잡았고, 프리챌은 아직도 네티즌 끌어안기에 부심하고 있다. 2002년 마지막 화두였던 엔씨소프트의 리니지 18세 이상가 판정은 엔씨소프트의 영등위 설득 노력으로 15세 이상가 판정을 받으며 마무리되었다. 2003년은 업체와 네티즌 모드 윈-윈 할 수 있는 '수익모델'과 '새로운 서비스'가 선보이길 기대하며, 디지털콘텐츠 산업 분야에서 '온라인게임', '온라인교육', '인터넷음악', 'e-Book' 분야의 이슈를 정리해 보았다.

올해 정보문화의 달은‘함께하는 디지털 세상’이라는 주제에서 나타나듯이 정보화 격차 해소와 올바른 인터넷 이용에 초점을 맞췄다. 한국정보문화진흥원은 6월 한 달을 인터넷 이용률의 증대에도 불구하고 여전히 정보화에서 소외된 계층과 날로 확산되는 인터넷 유해 정보에 대처하기 위한 대국민 홍보의 장으로 적극 활용했다. 이와 함께 정부 산하기관, 체신청, IT 관련기업, 정보나눔실천운동본부, 정보보호실천협의회 등 관련 단체와 시민단체도 총 출동해 범국민적 건전 정보문화 확산에 앞장섰다. 17회 정보문화의 달을 맞아 6월 한달 동안 펼쳐진 주요 행사를 소개한다.

바보상자로 불리던 TV가 제3의 혁명을 시작했다. 디지털TV(DTV) 전송방식을 둘러싼 정부와 방송업계간 논란이 4년 만에 타결됐기 때문이다. 지난 7월8일 진대제 정보통신부 장관, 노성대 방송위원장, 정연주 KBS 사장, 신학림 전국언론노동조합 위원장 등 4인 대표로 구성된‘DTV 비교시험 추진 4인 위원회’가 서울 마포의 홀리데이인 호텔에서 만나 DTV 전송방식에 관한 최종 합의문을 작성했다.

This paper identifies the determinants of adoption and diffusion of e-government services, and examines the causal relationship among the variables of adoption behavior. The main findings, based upon survey responses from service users, are as follows: first, both the value of service and the socially influencing factor have the positive effect to the intention of utilizing services. Second, the socially influencing factor has the indirect effect to the intention of utilizing services, because it positively affects the value of service. The interaction factors, however, do not directly affect the intention of utilizing services. These interaction factors indirectly affect the intention of utilizing services through the path which increases the value of service, and its effect is larger than the socially influencing factor.

In these days mobile handsets have come to be used at almost every user. The performance improvement of mobile devices and networks have made this trend possible. As a great variety of mobile applications are published, the necessity of running large-scale mobile applications becomes greater than before. To accomplish this, the existing researchers have developed mobile cluster computing libraries like Mobile-JPVM. In this paper, we implement a compute-intensive Animated GIF generating application and its cell phone viewer software using Mobile-JPVM library. We find out by the real execution of our softwares on the KTF handsets that they can sufficiently run on cellular phones. Our Animated GIF generator and its viewer are going to be commercially used for the mobile fashion advertisement systems.

This study explores the possibility of innovative government's administrative services to the public by reflecting the social implications of 'Big Data'. In particular, the idea of OPP (Order Penetration Point) and SOP (Service Offering Point) as a management scheme for the extension of administrative processes into the resident's living space is proposed to overcome the inherent limits of e-government service quality, the root cause of which is believed in the segregation of two spaces - the resident's living space and the government's offices. Furthermore, a discussion is made on how to integrate sensor data from the resident's living space with traditional administrative database, which is a new challenge in the course of synchronizing the two spaces. The implications on the process extension are also provided centering around the shift from reactive to proactive services.

The Hebei Spirit oil pollution accident which occurred in Tae-an in 2007 has brought considerable impacts on the surrounding environment such as struggles among the regions and the residents in the damaged area as well as devastation of local economy and ocean environment. The majority of the impact was related with economic problem. Also, the main factor to cause the regional community conflict was found to be firstly economic problems and secondly the insufficiency of government's management system and policy measures for the community conflicts. Therefore, the government's policy to overcome oil accidents should focus on improvement of the economic support systems and conflict resolution. In this study, the support policies taken by government after the Hebei Spirit accident was examined and responsive policies which can be used by government in future accidents are suggested.
