한국데이터베이스 진흥센터는 국내외 지식정보 관련 정책과 유관 산업의 트렌드를 살펴보고, 지식의 생산∙유통∙활용의 단계별 이슈를 진단해 보고자 지식정보 이슈 보고서를 게재한다. 그 첫번째 보고서인 ‘ CoP(Communities of Practice: 학습조직, 학습동아리, 또는지식실행공동체) 활동을 통한 대기업과 중소기업간 지식격차 해소’에서는 국내외 대기업들이 활발히 진행하고 있는 CoP 사례를 분석하고 이를 통해 중소기업이 벤치마킹 할 수있는 실천적 대안을 제시하고자 한다.

This study confirms Busan area medium and small enterprises' position and analyzed present condition and actual conditions of swing Korea measure and consumer's attitude about measure in general circumstance that our country medium and small enterprises is placed in information. According to result that analyze Busan area medium and small enterprises' information level, Busan was expose by whole country average low including the electron commercial transaction rate. When consider weight that Busan economy occupies in gross domestic product, information differential of medium and small enterprises of Busan area is subject that must improve urgently and seriousness point is true that information differential of manufacturing industry is main factor more. Therefore, urgent agenda should be the activation of manufacturing industry information assistance measure and extension of current manufacturing technique information assistance business for Busan economy. Also, at problem solution progress, Busan is thought that must come looking for seat role actively.

The purpose of this research is to empirically examine the effects of motivation and skill for digital devices and the Internet on the use of online services in the severely disabled people. In addition to the general effect of digital divide, particularly for the case of severely disabled people, the effects of physical and mental inconvenience of individuals were taken into account and the moderating effect was confirmed by classifying the groups that need help with online activities and those that do not. The 2018 Digital Divide Survey data of the National Information Society Agency was used for the study. As a research method, path analysis and multi-group analysis using a sequence access model to Internet use were performed. As a result, it was confirmed that even in the case of the disabled, the motivational factor affects the skill for digital device operation and Internet use, and this access skill sequentially affects the use of online services. In particular, it was found that the effect of strategic and technical skill for internet use is the most important for the use of online services for the disabled rather than the motivation or a simple operational skill for digital devices. In addition, it was found that even in the disabled group, those requiring help in using the Internet was more passive in using the online service than the rest in the group. The results of this study suggest the need for stronger capacity for physical access as well as support in building strategic and technical skills that enhance responsibilities and protect from risks in using the Internet among the people with disabilities.

In the digital society where ICT technology is highly developed, digital literacy is an essential competence for working and living. Developed countries around the world have been working hard to solve the digital divide and improve digital literacy. In this paper, we investigated and analyzed the case of US public libraries for improvement of digital literacy of adults including the older people. To do this, we analyzed the educational program type of digital literacy, education method, and the contents of the program, focusing on the best practices libraries of the program. Many of the educational programs still related to basic computer and Internet technologies, and training programs on Micro Office, e-mail, social media, and smartphone and tablet computing were also high. The most frequent and daily training method was informal point of use, and the content and level of education appeared to be very diverse. For digital literacy training, the librarians of the public library considered librarians' digital competence and retraining to be the most important, and the library facility and the latest equipment to be suitable for the operation of the digital literacy education program.

본 연구의 목적은 결혼이주여성의 디지털 정보 활용 역량과 삶의 만족도 관계에서 디지털 정보화 자기효능감의 매개효과를 검증하는 데 있다. 이러한 연구 목적 달성을 위해서 "2022년 디지털정보격차 실태조사" 자료에서 결혼이민자 중 여성의 응답을 SPSS 25.0, AMOS 24.0 통계패키지를 이용하여 디지털 정보 활용 역량을 독립변수로 하고 삶의 만족도를 종속변수로 설정하였다. 그 결과, 첫째, 결혼이주여성의 디지털 정보 활용 역량이 삶의 만족도에 미치는 영향은 통계적으로 유의하지 않았다. 둘째, 결혼이주여성의 디지털 정보 활용 역량은 디지털 정보화 자기효능감에 정(+)적인 영향을 미쳤다. 셋째, 결혼이주여성의 디지털 정보화 자기효능감은 삶의 만족도에 정(+)적인 영향을 미치는 것으로 나타났다. 넷째, 디지털 정보 활용 역량이 디지털 정보화 자기효능감을 매개로 삶의 만족도에 미치는 영향의 부트스트랩핑을 통해 통계적 유의성을 확인한 결과, 신뢰구간에 0이 포함되지 않았고, 통계적으로도 유의하였다.

최근 인터넷이 발전하면서 교육과 학습의 적용에 관심을 보여 이러닝의 보급과 확산이 화두로 떠오르고 있다. 때에 맞추어 선진국을 비롯한 각국은 플랫폼 독립과 컨텐츠 재사용성 제고를 위한 정보기술 표준활동에 노력을 기울이고 있다. 그러나 교육이라는 특수성과 나라 사이의 정보기술의 격차 때문에 국가 별로 표준에 임하는 입장 차이가 두드러지게 나타나고 있다. 본 논문은 이에 관하여 북미, 유럽, 일본, 중국 및 싱가포르에서 추진중인 E-Learning 관련 단체에 대한 현재까지의 활동과 움직임을 분석하고 조명함으로써, 향후 우리가 준비해야 할 정보기술 측면과 교육설계구조 측면에서 전략적이고 실천적인 대응방안을 제시하고자 한다.

The public library is the local centre of information, the gateway to knowledge. Based on these identities, the public libraries should provide a basic condition for lifelong learning, cultural activities, and. information literacy skills of the individual and social groups. The purpose of this paper is to reflect the lifelong learning activities of public libraries and suggest it's directions in Korea. The lifelong learning of public libraries for the future needs to focus on a closer connection with library core competences, supporting information literacy, reducing and bridging the digital divide for individuals with disabilities and the aged.

국내외적으로 스마트러닝은 자기주도형 학습과 같은 새로운 학습모델을 통해 기존 학습과 비교하여 높은 학습 성과를 있다. 그러나 다문화 가정 학부모는 디지털 기기에 대한 접근성과 자료 활용 능력이 일반국민에 비해 현저하게 떨어지는 정보격차로 인해 기존의 교육 콘텐츠의 효과적 활용은 제약점을 갖고 있다. 이 논문에서는 다문화 가정 학부모의 지능형 맞춤 교수학습 지원체제의 주요한 요구사항인 정보격차 해소를 위한 다문화가정 맞춤형 학습콘텐츠 추천 시스템의 설계를 기술한다.

본 연구의 목적은 결혼 이주 여성의 디지털 정보화 변화 만족도에 미치는 영향을 탐색하는 데 있다. 이를 위해 2022년 실시한 디지털정보격차 실태조사 자료 중 결혼이주여성 응답을 SPSS 25.0 통계프로그램을 활용하여 영향 관계를 분석하였다. 결과, 첫째, 결혼 기간이 정(+)적인 영향을 미쳤다. 둘째, 스마트폰 이용일수가 정(+)적 영향을 미치는 것으로 나타났다. 셋째, 디지털 정보화기기 활용 역량 중 PC 활용 능력은 부(-)적 영향을 미쳤고, 모바일기기 활용 능력은 정(+)적 영향을 미쳤다. 넷째, 디지털 정보활용 역량 중 취미여가에 활용은 결혼 이주 여성의 디지털 정보화 변화 만족도에 정(+)적 영향을 미치는 것으로 나타났다. 다섯째, 디지털 사회자본 중 가교형 사회자본이 정(+)적 영향을 미치는 것으로 나타났다. 여섯째, 디지털 정보화 자기효능감은 결혼 이주 여성의 디지털 정보화 변화 만족도에 정(+)적 영향을 미치는 것으로 나타났다.
