Research and Development projects sponsored by the government are one of the main production sectors of academic and research information in domestic area. The access control and information service of R&D outcomes should be considered as a critical factor of nation-wide knowledge-based IS management. This study focused on the practical utilities of three IPR legislations of the government projects and analyzed if they are good enough to support the information service in recent digital network environment. Some suggestions in different perspectives were provided for the improvement of the existed IPR legislation.

Knowledge resources are classified with two groups, the records produced by internal parts of company and general information materials from external organizations. Production, acquisition, storage, retrieval and utilization patterns of two groups became similar due to digitization of knowledge resources. And separated RM and IM should be changed integrated management concept. This paper compares RM and IM based on KM governance strategy and several methods to integrate RM and IM. Especially the selection and identification of knowledge resources, information systems to be integrated and the methods of integration and integrators of public enterprises are presented.

This study aims to answer whether social tagging through user collaboration could be utilized for the creation of digital knowledge of the web, and whether we could verify the quality and efficacy of social tagging to obtain benefits from it. In particular, this paper examines the inter-indexer consistency of social tagging in comparison to professional indexing. It employs two different similarity measures, both of which are based on the Vector Space Model to deal with numerous indexers. It contributes to the utilization of social tagging in the organization of the web, and encourages to adopt social knowledge in developing suitable vocabularies for resources newly generated in the digital library environment. Furthermore, the comparative analysis with two different measures produced more credible results by illustrating a similar pattern of indexing tendency in both measures.

지식기반경제사회에서 지식을 습득하고 행동할 수 있는 능력을 갖춘 인적자원이야 말로 기업의 핵심경쟁력 이라는 것은 자명한 것이다. 디지털시대로 특징지어지는 21세기에는 지식이야말로 기업의 경쟁우위에 중요한 영향을 미칠 것이다. 기업은 디지털시대에 있어서 경쟁우위를 확보하기 위하여 학습조직의 활성화는 기업의 경쟁에 있어서 중요한 핵심요소가 된다. 그러나 대부분 기업들이 학습활동을 하면서도 학습조직의 활성화가 기업에 어떠한 영향을 미치는지에 대한 분석은 미흡한 실정이다. 따라서 본 연구는 학습조직의 활성화가 기업조직의 유효성에 미치는 영향에 관한 분석을 실시하였다. 연구의 결과 기업학습조직 활성화에 지속적 학습, 시스템적 사고, 조직몰입 등이 기업조직의 유효성에 유의하게 판단되었다.

In most countries, public libraries have played a role as a hub of knowledge and information, complex culture of local communities, and a third place for meeting and communication. And recent public libraries are focusing on enhancing their core competencies and expanding services using digital technologies to meet the era of digital transformation and the 4th industrial revolution. However, after the COVID-19 pandemic occurred, all public libraries are repeatedly closed, reopened, and partially closed, and all resources are devoted to providing non-contact, digital and online alternative services, and are expected to continue in the future. As a result, future public libraries are bound to face a trilemma in which digital expandability, complex cultural space, and importance as a place of knowledge and information service are conflicting. This study discoursed on the public library trilemma in the post-COVID-19 era and suggested ways to overcome it. The orientation of the future public library is the fusion and harmony of multiplicity and multipurpose, place and space, knowledge & information and complex culture, face-to-face service and remote service. The main body of a public library is not the finger (digital and non-contact), but the moon (knowledge information center).

학습자가 원하는 학습자원을 컴퓨터가 스스로 찾아내서 학습자에게 전달해주고, 더 나아가 새로운 지식까지 추론해서 제공해 줄 수는 없을까? 살아 있는 e러닝이 되기 위해서는 컴퓨터가 학습자가 원하는 학습자원의 의미를 이해하고, 적시적(Just-in-time)으로 학습자에게 맞는 형태(Just-for-me)로 학습자원을 제공해 주어 학습이 단편적이 아닌 연속적, 통합적으로 이뤄질 수 있는 적응적 학습 환경이 필요하다.의미의 웹이라 불리 우고 있는 시멘틱 웹(Semantic Web)은 의미적으로 연결돼 있는 학습 정보를 컴퓨터가 의미를 이해해서 학습자가 원하는, 학습자 수준에 맞는 정보를 제공해주고, 더 나아가 지식까지도 추론해서 학습자에게 가장 적합한 형태로 전달해 줄 수 있는 강력한 매카니즘으로 부각되고 있다. 이에 필자는 살이 있는 e러닝이 되기 위해서는 시멘틱 웹과의 통합이 필요하다고 생각해 2회에 걸쳐 시멘틱 웹과, 시멘틱 웹을 e러닝에 어떻게 적용할 것인지에 대해 애기해 보고자 한다.

This article described relations between knowledge contents for culture contents. Knowledge contents include academic article, research report, digital replica for old books and digital cultural heritages with a high level of abstraction and complexity. The process of digitalization sets up the clearinghouse for information and knowledge of humanities which can be a critical resource for cultural contents development. Knowledge contents are deliverable of knowledge-information hierarchies. The knowledgeinformation resource management plan doing by Korean Studies Advancement Center shows the most of the hierarchies. As a result, this paper shows that the process of knowledge-information development and the process of cultural contents development are in a series of continuous process.With the help of information technology.

기업에 있어서 가장 기본이 되는 HRM은 다른 업무에 비해 사각 지대에 있다. HRM 부문도 기업에 미칠 정보기술에 대해서 많은 관심이 필요하며, 정보화 사회의 미래를 보며 남보다 앞서갈 수 있는 조직, 기업을 만들 기회를 선점해야 한다. 즉 생산방식의 변화, 정보화, 지식사회, 서비스산업 팽창, 경쟁의 심화, 세계화, 국제화 등 많은 수식어로 묘사되는 최근의 환경변화는 기업의 생존과 성패가 물적 자원보다는 인적자원에 더욱 의존하게 된다. 본 고에서 디지털시대에 있어서 기업의 인적자원 경쟁력의 결정적 기반이 될 수 있는 e-HRM의 기본 개념 변화, 모형 그리고 도입절차 및 성공요인에 대해 살펴보고자 한다.
