Color Inverse Halftoning for Color Prints Halftoned by Clustered-dot Method (Clustered-dot 방법으로 해프톤된 앤쇄물에 대한 칼라 역 해프토닝 방법)

  • In this paper we propose a new color inverse halftoning for color prints halftoned by clustered-dot. The proposed method divide channel image into blocks and then extract moire region according to its strength. To get more natural continuous tone image in human vision, the proposed method smooths the extracted moire region in proportion to moire strength. It can also preserve the significant edges well by considering edge information of color halftone image in the process of inverse halftoning. Experimental results show that the proposed method can make more improved inverse halftoning. Experimental results show that the proposed method can make more improved inverse halftoning image than the results of previous works. It could be applied to field of multimedia application, such as digital library construction, color print image compression and multimedia authoring.

  • In digital environment the hallmark of the national libraries is its responsibility or function of acquiring and preserving the county´s off-line and on-line publications in term of legal deposit. But the legal deposit system based on print materials in Korea predates the digital age and requires a new legal framework. It would be a tragedy if national library was not to archive the nation´s intellectual and cultural heritage because of limitation of legal deposit system. The purpose of this paper is to analyze form of the current deposit system and to suggest a reform model for legal deposit legislation with priority given to legal scheme and elements(terms, the depositor, the depository, object of deposit, number of copies, time of deposit, compensation and fine, right of migration and free access, etc.).

  • Today, As the internet and electronic publishing technology was powerful and there are many benefits to using various academic information which has an electronic document of high quality. Many researchers had much required to see a full-text of electronic document. There was an requirement of digital achieving activities between countries for each other electronic document in order to safely preserve and services. In this paper, we have implemented an electronic document local-hosting system to provide free service to KESLI member institutions and provide pay-per-view service to individual users and small/medium size companies who are not member of KESLI and builded national long-term preservation system of electronic information resources.

Binary Image Watermarking Based on Grouping Feature Regions (특수런을 이용한 특징영역 분리에 의한 이진영상 워터마킹)

  • In this paper, an effective digital watermarking method for copyright protection of binary image data is proposed. First, a binary image is grouped into feature regions which have geometrical features and general one. The watermark for authentication is embedded in general regions in order to preserve geometrical features regions. We have used run-length code and special runs for grouping feature regions and general one. For invisibility of watermark, we have embedded the watermark considering transition sensitivity of each pixel in general regions. The proposed method is applied to some binary image such as character, signature, seal, and fingerprint image to evaluate performance. By the experimental results, the proposed method preserve feature regions of original image and have higher invisibility of watermarks.

  • Image treatment is becoming mainstream as the demand for image restoration has drastically increased in the digital era. But in the process of acquiring, transmitting and treating video data, the salt and pepper noise damages the image. One of the major methods used for restoring images are SMF(standard median filter), CWMF(center weighted median filter) and SWMF(switching weighted median filter), but these filters all leave a bit to be desired in terms of removing noise and preserving edge. Therefore, a transformed median filter is suggested through the algorithm presented for the restoration of damaged images.

Appraisal or Re-Appraisal of the Japanese Colonial Archives and the Colonial City Planing Archives in Korea: Theoretical Issues and Practice (일제시기 총독부 기록과 도시계획 기록의 평가 혹은 재평가 - 이론적 쟁점과 평가의 실제 -)

  • In this paper, I applied known theories of appraisal and re-appraisal to the Japanese Colonial Archives and the Colonial City Planing Archives in Korea. The purpose of this application to some of sample archives was to develop a useful and effective approach to appraise the archives which were not appraised before they were determined to be "permanent" archives by the Japanese colonial officials. The colonial archives have lost their context and "chain of custody." A large portion of their volume also disappeared. Only thirty thousands volumes survived. The appraisal theories and related issues applied to and tested on these archives are; "original natures" of archives defined by Sir. Hillary Jenkinson, Schellenburg's information value appraisal theory, the re-appraisal theory based on economy of preservation and prospect for use of the archives, function-based appraisal theory and documentation theory, the special nature of the archives as unique, old and rare colonial archives, the intrinsic value of the archives, especially the city planing maps and drawings, and finally, the determination of the city planing archives as permanent archives according to the contemporary and modern disposal authority. The colonial archives tested were not naturally self-proven authentic and trustworthy records as many other archives are. They lost their chain of custody and they do not guarantee the authenticity and sincerity of the producers. They need to be examined and reviewed critically before they are used as historical evidence or any material which documented the contemporary society. Rapport's re-appraisal theory simply does not fit into these rare historical archives. The colonial archives have intrinsic values. Though these archives represent some aspects of the colonial society, they can not document the colonial society since they are just survived remains or a little part of the whole archives created. The functions and the structure of the Government General of Korea(朝鮮總督府) were not fully studied yet and hardly can be used to determine the archival values of the archives created in some parts of the colonial apparatus. The actual appraisal methods proved to be effective in the case of colonial archives was Schellenburg's information value appraisal theory. The contextual and content information of the colonial archives were analysed and reconstructed. The appraisal works also resulted in full descriptions of the colonial archives which were never described before in terms of archival principles.

Approaches to Creating a Digital Encyclopedia of Korean Archaeology (한국고고학 디지털 사전 구축 방안 연구)

  • Although we have entered the era of digital transformation, there is currently no system that efficiently collects, manages, integrates, and services a large number of archaeological digital source materials produced as a result of cultural relics research, i.e., an intelligent integrated management and service platform for archaeological academic information. In this regard, the need to build a digital dictionary of Korean archaeology was confirmed by examining the problem of the Digital Encyclopedia of Korean Archaeology, which is currently available in PDF format on the web, the current status of the publication and use of the Dictionary of Korean Archaeology, and the cases of building digital platforms at home and abroad. Therefore, this paper aims to suggest a general direction for creating a digital encyclopedia of Korean archaeology based on the Dictionary of Korean Archaeology, which includes quality knowledge information, to reconsider the accessibility of archaeological data in conformity with data access limitations. The application of the series Dictionary of Korean Archaeology, published since 2001, and the necessity for digital transformation were examined, as well as the application of data from the archaeological data archiving platforms of Europe, the USA, Japan, and cases of establishing platforms corresponding to specialized encyclopedias from Korea. Based on these, a three-step implementation plan and detailed projects were suggested to create the Digital Encyclopedia of Korean Archaeology. Through this, we proposed the design of metadata for computerized records and the expansion to semantic (meaning-based) data that gives and shows the relationship information between the produced metadata as the implementation tasks to build the Digital Dictionary of Korean Archaeology. It is hoped that such research will help create an integrated intelligent management and service platform for archaeology, raise awareness, and provide a better understanding of Korean archaeology to the general public.

  • Korean public organizations create electronic documents through electronic document management systems under the e-Government scheme. A majority of these public documents are saved in vendor-dependent file formats, mainly HWP. Vendor-dependent formats can be opened only with specific software, which requires purchase. As the license does not guarantee compatibility between past and future versions, interoperability problems occur in long-term preservation, which need to be solved. Any error from the elimination of styles or no matching elements in document definition during conversion from vendor-dependent formats to the XML-based standard exchange format leads to file open failure or the modification of original documents. This study introduces the Open Document Format (ODF) and investigates the effects of adopting ODF in the creation, exchange, management, and preservation of public records.

Collecting and using maul records (마을기록물의 수집과 활용)

  • This paper examines the importance, types, and locations of maul records, and the methods for collecting, preserving, and using them. Maul records reveal the nature of the residents' ordinary lives, help to closely examine the history and culture of the maul, and serve as cultural resources that supplement oral records. Collecting materials from maul records requires understanding the types, locations, and states of the records. Maul records should include records created by the local organizations, personal records by individuals, and records that evidence the history of the maul. The collection methods of maul records are categorized into regular collection, irregular collection, passive collection, and active collection. These records need to be locally conserved in the maul. They can enhance the residents' lives, and can be used to help produce books, posters, calendars, commercial advertisements, symbols, academic education, exhibitions, digital contents, and historical records. They are also useful in helping to market the history.

  • Discovery's collection was originally paper documents, but with the advent of the digital age, its collection expanded. Resolving the issue of ESI has now become important in litigation. Therefore, this study analyzes the requirements of each domain for electronic records to be recognized as evidence. It also explained the factors that should be considered in record management. In addition, eDiscovery in the United States was selected as an advanced case to utilize records as evidence. This study investigated the Commentary on Legal Holdings: The Trigger & The Process and analyzed which functions must be considered in order for electronic records to be preserved as evidence. To this end, we analyze the functional requirements of the eDiscovery solution. Through this, necessary functional requirements are derived to help implement the system in preparation for eDiscovery.
