한국 방송은 새로운 역사를 거듭 쓰고 있다. '거듭'이라는 단어의 의미가 주는 무게는 남다르다. 남북화해 무드에 편승해 백두산과 한라산에서 남북동시 3원 생방송을 위시해 방송의 날(매년 9월 3일)을 기념해 KBS와 MBC가 디지털 방송을 시작한 것이 그것이다. 이들 양사보다 한발 앞선 SBS는 2000년 8월 31일부터 디지털 시험 방송을 시작함에 따라 지상파 3사는 모두 디지털 방송시대에 돌입하게 되었다. 이들 지상파 방송 3사는 디지털 방송을 위해 1999년 1월부터 장비도입 등 준비작업에 박차를 가한 결과라 시청자는 물론 방송 업계와 콘텐츠 관련 업계는 모두 새로운 디지털 콘텐츠 시대를 실감하고 그 준비에 하루 24시간이 늦가을 하루해 만큼 짧게 느끼고 있다.

한미 PTA 타결로 미디어 자본의 시장 침투와 전면적인 콘텐츠 경쟁 상황에서 국내방송과 통신융합이 미치는 영향과, 이러한 변화에 따른 지상파 방송의 디지털전환이 방송콘텐츠 산업의 향후 방향을 짚어보았다. 나아가 지역방송의 지상파 디지털 콘텐츠 활성화를 위한 프로그램 경쟁력 제고 방안, 지역방송의 역할로써 지역사회의 정치, 경제, 문화의 계승발전과 지역민의 통합과 화합을 위한 소통의 장의 수행, 그리고 새롭게 발족하는 방송통신위원회와 지역방송발전위원회에 정책적 대안을 제안하였다.

미디어는 콘텐츠를 유통시키는 경로이면서 콘텐츠를 담는 그릇이다. 디지털 경제의 진행에 따라 기존 미디어 산업에 큰 변화가 일어나고 있다. 방송, 통신, IT의 융합이 일어나고 디지털미디어의 출현으로 콘텐츠 제작에서 유통, 이용에 이르는 전 과정이 디지털화된다. 디지털화의 급진전으로 방송사업자, 통신사업자, IT사업자의 구분이 어려워지고 있다. 디지털 미디어의 확산과 정착에 의한 콘텐츠 시장의 증대는 콘텐츠 수용자의 기호 변화에 좌우된다.

Broadcasting environment of present our country is greeting period of transition that undergo a change to digital broadcasting system in analog broadcasting system continued for last several decades. With change of these broadcasting environment interest about various digital broadcasting contents industry that fill to digital broadcasting infra and unlawfulness reproduction prevention technology far digital broadcasting contents of high added value is rising. According as is converted to digital broadcasting environment interest about reproduction prevention is well-founded to be risen sensitively. First analog broadcasting environment can not remove perfectly error at transmission in receiver, but can reconstruct contents such as original by error correction function in receiver in the case of digital broadcasting environment. Secondarily, although quality of copy is dwindled than original repeat reproduction in case of analog, many copies are available innumerably regardless of number of times of copy keeping quality such as original in the case of digital And third element is possible easily to anyone to on-line along with development of internet in case of digital contents unlike analog. Under these background, this thesis wish to design and implement digital contents protection system to prevent unlawfulness reproduction and distribution of digital contents using Triple DES algorithm.

전자 통신 및 방송 기술의 눈부신 발전에 힘입어 디지털방송 시대가 도래하였다. 디지털방송은 보다 선명한 HD급의 화면을 수신자에게 제공할 수 있다는 장점뿐 아니라, 영상물들에 대한 보관, 편집, 배포 과정에 있어서도 아날로그 방송과는 비교가 되지 않을 정도의 편리성을 가지고 있다. 그러나, 이러한 디지털방송 기술의 발달과 더불어, 디지털 미디어에 대한 저장 기술의 발달과 컴퓨터 기술의 발달은 그에 따른 부작용을 야기시키고 있다. 암호화되지 않은 상태로 전송되는 디지털방송 콘텐츠는 PVR 또는 셋톱박스나 TV 수신카드가 탑재되어 있는 개인용 컴퓨터를 통해, 원본과 동일한 화질의 콘텐츠를 무제한적으로 복사 또는 배포하는 것이 가능하게 되었다. 본 원고에서는 디지털방송 콘텐츠 저작권 보호와 관련하여, 최근 이슈로 대두되고 있는 Broadcast Flag의 개념 및 관련 저작권 보호기술 요소, 그리고 이를 이용한 콘텐츠 재분배 제어 기술에 대해서 살펴본다. 마지막으로 Broadcast Flag가 실제 법제화 되었을 경우, 여러 이익단체 및 사용자에 미칠 영향과 앞으로의 전망에 대해서 살펴본다.

As the broadcasting service is digitalized, the copyrighters more concern about permitting users to record broadcasting content. However, the recording is very convenient function for the users to enjoy their favorite program without restriction of broadcasting schedule. In this paper, we will suggest an efficient mechanism to protect recorded content. We will also propose a new business model on the recorded broadcasting content using suggested protection mechanism.

According to appearance of digital broadcasting media such as DTV, IPTV, DMB, and so on, the needs about digital contents have been increased. The cases reusing the producted contents happen frequently, in consideration of the production cost of digital contents and the early digital broadcasting market. In this case, the reused contents must adjust the transfer rate of the digital broadcasting system. The time information included in the contents is shifted in the adjusting process. This paper proposes the efficient method correcting the shifted time information.

The transition to digital television is a massive and complex undertaking, affecting virtually every segment of the television industry and all viewers who watch television. In this respect, consequences of digital conversion of broadcasting and its related industries are so tremendous that countermeasure establishment for activation of digital broadcasting and programming industry is required. This paper explores the current situation of digital broadcasting in terms of the channel operation and contents focusing on the cases of the U.S. and U.K. In doing so, this paper presents reasonable directions and policy suggestions that should be resolved to advance Korean digital broadcasting.

인터넷과 스트리밍 기술의 발달로 온라인 방송서비스가 출연하면서 디지털 온라인 콘텐츠 서비스 사업은 기존 오프라인 방송인 지상파 케이블 위성 IPTV 방송에 콘텐츠 제작과 수익면에서 상당한 영향을 미치고 있다. 지금까지 보편적 대중에 전달하던 일반적인 콘텐츠 제작 및 보급이 전통적 방송의 역할이었던 반면, 디지털 온라인 방송은 특정한 분야별 그룹과 연령별 그룹에 맞춤형 콘텐츠를 제작하고 이를 방송하면서 개성있는 ?춤형 방송을 진행하며 레가시 미디어(legacy media)를 위협하고 있는 것이 현실이다. 이제 기존의 방송국들은 더 이상 전통적 방송 제작의 특성을 고수하기 어렵게 되었고 새로운 미디어 세계에서 살아남기 위해 디지털 온라인과 오프라인의 경계를 허물고 융합해야 하는 것이다. 왜냐하면 기존 방송국들은 TV플랫폼만 의존하던 시청자들이 온라인 채널로 이동으로 시청률 하락과 광고 및 부가서비스 수입의 위축으로 경영의 어려움이 현실화 되고 있기 ?문이다. 본 논문은 디지털 온라인 방송환경이 기존의 오프라인 방송국에 미치는 영향을 분석하고 기존 방송국의 위기를 타개하기 위한 대응전략을 연구하였다.

It has able to express digital video/audio data from analog and to broadcast it via improvement of video/audio compression technology and publishing standard of MPEG-2 System. Nowaday many System Operators are provide regular digital broadcasting program to customer with their own access program. To provide access program, two process needs that are creating broadcasting information and remultiplexing it with video/audio data, and this solution is providing with high-cost system only. For this reason, digital access program bas week point to product. In this paper, we designed and implemented Generating PSIP Information System to product digital access program which generate PSIP information via receiving broadcasting information from user, and map PSIP information directly to video/audio data.
