  • Austenitic stainless steel is widely used in various industries due to its excellent corrosion resistance. However, Cr carbides precipitation along the grain boundaries after heat treatment or welding may develop Cr depleted zone, which acts as a preferential site for intergranular corrosion attack. To resolve this, carbon stabilizing element such as Ti or Nb are added to suppress formation of Cr carbides. However, there are few reports on corrosion characteristics under seawater environment of the stabilized stainless steel. This study investigated the effects of alloying contents on the electrochemical characteristics in seawater of stainless steel containing stabilizing element(Ti and Nb). To achieve this, the changes on the microstructure due to alloying were observed with microscope, and the electrochemical characteristics were determined by measurement of natural potential and potentiodynamic polarization experiments. The microscopic observation revealed that all specimens had inclusions other than the austenite matrix phase due to the addition of alloying elements. Such inclusions are considered to have different electrochemical characteristics from those of the matrix, and thus a clear distinction was found according to the type of stabilizers and the contents. The results of this study suggest that it is important to consider the effects of alloying contents on the electrochemical characteristics in seawater with the addition of Ti or Nb into austenitic stainless steel.

  • Unlike the era of manufacturing-oriented industrial economy in the past, the era of service economy has characteristics intangible goods center, knowledge universalization, and expansion of needs, and many things that are of the economy are changing. In the past, the change in the environment was not fast, so even after analyzing the changed environment and deriving the talent needed for the company, it was possible to maintain a talent for the organization for a long time, so it is not proactive to build and apply talent. It became difficult to manage effectively. Therefore, in this paper, we conducted a normative study for deriving a desirable talent model rather than a descriptive human resource model. Human resources image suitable for the modern service economy era, the modern economic society and modern spirit were analyzed and reflected. The model in which the two opposing members of the organization, managers and employees, interact intensely and balance dialectically. A desirable talent in a modern organization must play the role of a manager, and the management and talent models in a modern organization can be said to be connected to each other like the front and back sides of a coin. The philosophy of human resources was presented in five dimensions: human, historical, social, economic, and management. The human resource model from eight factors: mastery, rationality, wisdom, customer orientation, innovation, flexibility, autonomy, collaboration. This study suggested that general talent model may vary depending on the company's type, empirical follow-up studies are needed the talents in each company in the future.

  • Into the telecommunications industry, which had been monopolistic, a few advanced countries introduced competition through 70's and 80's. And this trend is going on worldwide. The introduction of competition into the industry is made mainly in the long distance, international and enhanced market. This liberalisation results from the fundamental change of the cost function. Suggesting that the cost comprises of that of the facility sector and that of the operation sector there exists the economies of scale in the facility sector in general. The major ground for the monopolistic industrial structure in the past was the natural monopoly depending on the economies of scale. But the rapid advance of the technology by a large margin. This decrease has resulted in the change of the cost function. That is while there exists the economies of scale in the smaller production scale, the average cost increases beyond a certain scale. This means that the natural monopoly collapsed, and that the competitive structure is more efficient than the monopolistic structure. But, because there exists economies of scale in the smaller scale, the desirable number of players, which could result in efficient industry structure depends on the market size. Such correlation between technological level market size and the degree of regulation is found in the case of U.S.A., Japan and U.K., where deregulation policy of the telecommunications market has already been carried out. In U.S.A., which has the largest market and the highest technological level the degree of regulation is lowest. Also in the order of Japan and U.K. the regulation is severer. Japan and U.K. are likely to liberalize still more, as the technology advances and the market grows. This article is just the beginning of the research, and this hypothesis requires more detailed research.
