Improvement Plan of Seismic Retrofitting Support System for Establishing Earthquake Disaster Prevention Policy (지진 방재정책 수립을 위한 건축물 내진보강 지원제도 개선방안)

  • In recent decades, unpredictable earthquakes around the world have caused massive damage. The incidence of earthquakes in Korea that are larger than M5.0 has increased the social demand for earthquake policies. As the seismic performance of buildings has been proven to be the most effective damage mitigation responsibility from past earthquake damage cases, the US and Japan are implementing a seismic retrofitting support system. In Korea, this is being implemented through tax benefits, but it is being neglected by the owners of private buildings. As a solution to this problem, this paper reviews, compares, and analyzes the domestic and overseas seismic retrofitting support systems, and suggests ways to improve the policy and support system for revitalizing the seismic retrofitting of private buildings based on the results.

Development of a Numerical Model Considering Active Tsunami Generation (능동적 지진해일 생성을 고려한 지진해일 수치모형 개발)

  • Seabed deformation due to the fault failure have both a spatial variation and temporal history. When the faulting process initiates at a certain point beneath seabed, the failure spreads out to neighboring points, resulting in temporal changes of deformation. In particular, such a process induces tsunami waves from the vertical motion of seabed. The uprising speed of seabed affects the formation of initial surface profile, eventually altering the arrival time and runup of tsunamis at the coast. In this work, we developed a numerical model that can simulate the generation and propagation of tsunami waves by considering the horizontal and vertical changes of seabed in an active and dynamic manner. For the verification of the model, it was applied to the 2011 Tohoku-oki earthquake in Japan and the results confirmed that the accuracy was improved compared to the existing passive and static model.

  • 2011년3월에 발생한 동일본대지진에서는 일부지역에서 대규모 쓰나미 경보 사이렌의 고장 및 긴급시 사용하는 방조제 개폐장치의 고장 등, 상상외의 여러가지 일들이 발생하면서 그 피해가 더 커졌다. 이러한 사태를 바탕으로 대규모 지역에서의 피난 계획 및 시뮬레이션의 필요성이 최근에 대두되고 있다. 본 연구에서는 이러한 광역 피난계획을 풀기 위한 동적 네트워크 흐름 문제(dynamic network flow problem)를 적용한 방법론을 소개하고, 동적 네트워크 흐름 문제를 풀기 위한 일반적인 방법론 중 시간 확대 네트워크 문제 및 시간 확대 네트워크의 문제점인 계산시간을 해결하기 위한 고속연산 휴리스틱 알고리즘을 제시하고자 한다.

  • 3월11일 오후 2시46분경 일본 동북지역을 중심으로 M. 9.0 규모의 동일본대지진이 발생해 수많은 희생자가 나왔다. 지진발생 후 쓰나미가 일어나 방사선이 대량으로 유출되는 등 일본사상 최대의 국가적인 복합재난이 일어났다. 그럼에도 불구하고, 일본인들이 침착함을 잃지 않은 시민의식에 대해 세계 시민들은 극찬을 아끼지 않았다. 우리나라도 국가적으로는 대형 재난발생 시를 대비하여 행정안전부, 방송통신위원회, 소방방재청, 기상청, KBS, 재난전문가 등으로 구성된 가칭 "긴급재난방송협의회" 같은 것을 구성하여 긴밀하게 재난정보를 교환하는 유기적인 협력체제구성이 필요하다. 또, 나아가서는 이들 관련 부서에서는 재난방송 전담관을 두어 재난방송에 적극적으로 대처하여야 할 것으로 본다. 정부도 KBS에 대해 대폭적인 지원을 아끼지 않아야 하겠지만, KBS 또한 지금까지의 대응 자세에서 벗어나 "재난방송의 선진화"를 위해 재난방송시스템을 새로 구축해야 할 것이다. 마지막으로 KBS는 NHK의 지상파방송과 같이 KBS 위상에 걸 맞는 재난방송시스템을 구축하는 한편, 디지털시대에 있어서의 뉴 미디어를 이용하여 DMB나 스마트 폰, SNS 등을 이용한 각종 재난경보체제를 선도해야 할 재난주관방송사로서의 의무가 있다. 그것이 곧 공영방송의 본연의 임무이자 국민의 생명과 재산을 지키는데 최선을 다하는 길이다.

Discussions on the September 2016 Gyeongju Earthquakes (2016년 9월 경주지진 소고(小考))

  • A sequence of earthquakes with the main shock $M_L$ 5.8 occurred on September 12 2016 in the Gyeongju area. The main shock was the largest earthquakes in the southern part of the Korean peninsula since the instrumental seismic observation began in the peninsula in 1905 and clearly demonstrated that the Yangsan fault is seismically active. The mean focal depth of the foreshock, main shock, and aftershock of the Gyeongju earthquakes estimated by the crustal model of single layer of the Korean peninsula without the Conrad discontinuity turns out to be 12.9 km, which is 2.8 km lower than that estimated based on the IASP91 reference model with the Conrad discontinuity. The distribution of the historical and instrumental earthquakes in the Gyeongju area indicates that the Yangsan fault system comprising the main Yangsan fault and its subsidiary faults is a large fracture zone. The epicenters of the Gyeongju earthquakes show that a few faults of the Yangsan fault system are involved in the release of the strain energy accumulated in the area. That the major earthquakes of Gyeongju earthquakes occurred not on the surface but below 10 km depth suggests the necessity of the study of the distribution of deep active faults of the Yangsan fault system. The magnitude of maximum earthquake of the Gyeongju area estimated based on the earthquake data of the area turns out to be 7.3. The recurrence intervals of the earthquakes over magnitudes 5.0, 6.0 and 7.0 based on the earthquake data since 1978, which is the most complete data in the peninsula, are estimated as 80, 670, and 5,900 years, respectively. The September 2016 Gyeongju earthquakes are basically intraplate earthquakes not related to the Great East Japan earthquake of March 11 2011 which is interplate earthquake.

A Study on inhabitants self-help scheme via sociotechnology for disaster safety of the smart city - Mainly on lessons of Kamaisi-city in Japan (스마트시티의 재난안전을 위한 사회기술기반의 주민 자조(自助) 방안 고찰 - 일본 가마이시시(釜石市) 교훈을 중심으로)

  • On July 5, 2016, offshore magnitude 5.0 earthquake, Ulsan, Republic of Korea can anxiety not safe in the earthquake. The gas smell that occurred in Busan on July 20, 2016 did not understand a cause and spread by the ghost story for the earthquake to a citizen. Thus correct information about the disaster is important to the smart city and the quick correspondence for damage inhabitants and the community has an influence on the disaster resilience. This study is targeted for damage inhabitants, and it clarifies the importance of the evocation model of anxiety about the disaster in the smart city with social technology. In the case of the Great East Japan Earthquake, consider the self-help contents of Kamaishi-city inhabitants deeply and find out a proper application method. As a means of disaster response and recovery, suggest that the inhabitants and community will be able to practice self-help measures.

A Study on the Some Considerations of Coverage of Losses caused by Radioactive Contamination in the Marine Insurance (해상보험에 있어서 방사능오염손해에 대한 보상 문제)

  • The accident in the Fukushima nuclear plant caused by the Great East Japan Earthquake on March 11, 2011 is raising voices concerning over radioactive contamination losses. In particular, radioactive contamination losses threaten the safe navigation of vessels, and may impair seafarers' safety and impede the healthy growth of world economy through marine transportation. In case vessels or cargos suffer radioactive contamination losses, it will take a high cost to remove the radioactive contaminants, and in worse cases the contaminated vessels or cargos may have to be abandoned. Furthermore, if seamen are exposed to radioactivity, their treatment can be raised as a crucial issue. Nevertheless, it has not been reviewed clearly by what method and on what ground such losses should be covered in case radioactive contamination losses take place. Thus, this study purposed to review coverage for radioactive contamination losses in marine insurance as an ex post preparation for damages caused by radioactive contamination.

The language world of dystopia : focusing on the "Fuji-no-shima" and "Gentoshi" of Yoko Tawada. (디스토피아의 언어세계 - 다와다 요코의 「불사의 섬」과 「헌등사」를 중심으로 -)

  • Representing the future of language is a very difficult but important issue, because it signifies a world of language different from the present; at the same time it secures the identity of the present language between the future changed language and the present one. This paper examines the linguistic world of dystopia, focusing on the "Fuji-no-shima" and "Gentoshi" of Yoko Tawada. First of all, "Fuji-no-shima" shows that, for Yoko Tawada, who was crossing the border between German and Japanese as a bilingual writer, the accidental Fukushima nuclear power generation in 2011 was accepted as the destruction of verbal order between signifiant and $signifi{\acute{e}}$, due to physical changes caused by radiation leaks. "Gentoshi" tells that human ties can be maintained through language activities that can capture multiple meanings, even in a world where traditional language order is destroyed through a policy of seclusion. From the above discussion, the novel Distopia, can actually be called Utopia as long as humans rely on the power of various languages to sustain it.

Accumulation of Natural and Artificial Radionuclides in Marine Products around the Korean Peninsula: Current Studies and Future Direction (국내산 수산물 내 자연 및 인공방사능 축적 연구 현황 및 향후 연구 방향)

  • The Fukushima nuclear power plant (NPP) accident caused by the East Japan Earthquake in 2011 and the recent increase in the frequency of earthquakes in Korea have caused safety concerns regarding radionuclide exposure. In addition, the Tokyo Electric Power Company (TEPCO) in Japan recently decided to release radionuclide-contaminated water from Fukushima's NPP into the Pacific Ocean, raising public concerns that the possibility of radionuclide contamination through both domestic- and foreign fishery products is increasing. Although many studies have been conducted on the input of artificial radionuclides into the Pacific after the Fukushima NPP accident, studies on the distribution and accumulation of artificial radionuclides in marine products from East Asia are lacking. Therefore, in this study, we attempted to explore recent research on the distribution of artificial radionuclides (e.g., 137Cs, 239+240Pu, 90Sr, and etc.) in marine products from Korean seas after the Fukushima NPP accident. In addition, we also discuss future research directions as it is necessary to prepare for likely radiation accidents in the future around Korea associated with the new nuclear facilities planned by 2030 in China and owing to the discharge of radionuclide-contaminated water from the Fukushima NPP.

Applications of Volunteer Fire Fighters against Great Disasters and its Implications (대규모 재난대비를 위한 의용소방대 활용방안과 시사점)

  • This study examined the role of volunteer fire fighters in coping with great disasters in terms of community-based disaster management to provide some implications from a qualitative comparative case study between Korea and Japan. Kobe, which suffered from the Great Hanshin-Awaji earthquake in 1995, was the study area. The city experienced an inadequate institutional system and lack of disaster management infrastructure at the time before the disaster. The study indicates that Korea volunteer fire fighters are not prepared sufficiently to tackle great disasters in terms of the supporting system, capacity and role by analyzing improvement plans of Japanese Volunteer Fire Fighters after Great East Japan earthquake in 2011. The results of the case study suggests improvements in the disaster management system to provide cooperation between the central government and local government, core task distribution, and community-based disaster management.
