Development Scheme of Transport Infrastructure in Poland as the European Union Member by Public Private Partnership

  • In May 2004, Poland with nine other Eastern European countries joined the European Union(EU). After accession to the EU, Poland will accelerate the realization of investment in road sector, and wants to achieve important development of its road network condition in year 2005. Polish government is not able to afford the whole investment needed for construction of its motorways, so it wants to develop effective techniques of project funding based on the Public Private Partnerships(PPP). Without having high-performance transport networks, one country's economy cannot be competitive. It was the reason for establishing the Trans European Network(TEN) in the European Union. It creates the links, which are still missing between the fifteen countries of Western Europe and the new member countries like Poland. Consequently, Poland will also need to establish a proper transport infrastructure network. This paper will discuss how the PPP scheme can be applied for the transport infrastructure development in Poland as a EU member.

  • This study is about the criminal information system of police cooperation organization between European nations. The criminal information system of police cooperation organization between European nations is the organization created by the sign of the Europol convention in 26 July 1995 and the effectuation in 1 October 1998 for European nations' cooperative confrontation with frequent international terror, international organization crime, drug trafficking, illegal immigrant smuggling, and other critical crimes. From the beginning, this organization established the criminal information system for overcoming the working limits of previous international police organization. This system consists of information system, work file, and index system and enables every national unit or other law enforcement agents to collect, exchange, and utilize the information. Additionally, it try to keep in step with the rapidly change time, such as the integration with CMS, the establishment of correspondence system against cyber crime, and the introduction of biometric database. The criminal information system of the Europol gives important suggestions to the police cooperation organization between nations, besides prevention and suppression against the international crimes in Europe.

EU Enlargement toward Central and Eastern Europe, Location of Foreign Direct Investment and the Changing of Economic Space (EU의 중.동부유럽으로의 확대와 투자입지 및 경제공간의 변화)

  • As EU's enlargement toward Central and Eastern countries, it is expected to change of the economic activity space of EU. This paper aims to examine the changing of economic activity space of EU with a locational analysis of foreign direct investment in Central and Eastern countries. The foreign enterprises, particularly EU's firms are increasing the direct investment in the Central and Eastern countries from the middle 1990's for a raising of the efficiency of production and a prior occupation of the potential market. The foreign direct investment in Central and Eastern Europe has a tendency to concentrate in Poland, Hungary, Czech and Slovakia, which has relatively a large market, a cheap and plentiful labor, a stable political system and a positive inviting policy of foreign direct investment. And, the foreign direct investment shows a tendency to locate generally in a big city, which has a advantageous production factors by a well-developed infrastructure and a regional industrial organization, a skilled labors, a market, etc., and in a border area between East and West Europe because of a cheap and plentiful labor, a similar cultural environment and the low cost of transportation. In conclusion, as an integration of the Central and Eastern countries into EU, the capital territories of Hungary, Czech and Poland, and the border area between East and West Europe is becoming a new economic activity space of EU with a location of foreign direct investment. And. the Baltic zone is also expect to become a new economic activity space according to the augmentation of exchanges and direct investment inter near countries.

  • Since 1995, Korean enterprises have been rapidly expanding their business, especially to Eastern European countries such as Poland, Slovakia, Czech Republic, Hungary and so on. After the establishment of Korea-EU FTA in 2011, close relationship between the two through economic cooperation has been maintained. To efficiently connect the seaport regions to inland factories located in Eastern European countries, researches on mode choice in the intermodal sector are needed to perform. However, there is a scant of research for mode choice factors on intermodal transportation service in Europe. Therefore, the aim of this research is to understand the current situation of intermodal transportation sector in Europe, identify key factors of mode choice, and weigh the importance among factors influencing intermodal selection in the perspective of Korean exporters or forwarders with overseas cargo to Europe. A survey and in-depth interviews to CEOs and executives who have more than 20 to 30 years of career in logistics sector were carried out from April 01 to May 01, 2013. Using the fuzzy theory as the methodology, 'Reliability of arrival time', 'Transit time', and 'Freight Rate' are equally ranked as the most important factor in the selection of intermodal transportation.
