소련 체르노빌원전에서 사고가 발생한지 2년이 넘었다. 우리나라에서는 방사성물질 강하 등의 영향이 거의 없었으나, 지리적으로 가까운 유럽에서는 사고 당시 심각한 영향을 받은 국가가 있었다고 한다. 경제협력개발기구/원자력기관(OECD/NEA)이 금년 1월 사고영향에 관한 보고서를 발표하였다. 다음은 방사선에 의한 영향을 중심으로 한 동 보고서의 개요이다.

EIRENE(The European Information Researchers Network)는 EU, EFTA, 동유럽국가 70여개 이상의 정보브로커를 대표하는 전문단체이다. 이 단체의 근본적인 목적은 유럽지역 정보브로커들의 정보공유를 위한 네트웍을 형성하는 것이다. 이 네트웍은 정보접근의 효율을 향상시키고 상업적인 활동을 하는 정보브로커를 개발하고 이용자에게 고품질의 서비스를 제공하기 위한 것이다.

Bosnia has a unique political and social structure of 'One State-Two Systems' according to the 'Dayton Peace Agreement'. It is true that since the end of the 1995 civil war, the problem of nation and peace in Bosnia has been attracted by the broad concept of Europe as a whole, beyond the local dimension of the Balkans. Bosnia is a typical 'Mosaic of Religion and Culture' region in Europe. And Sarajevo, the capital of Bosnia, where various religious and cultural features of Europe are gathered, is called 'Jerusalem in Europe'. For this reason Bosnia has repeated a history of cultural and religious conflict since the Middle Ages. However, before the civil war in the late 20th century, the nations in Bosnia also had experience of 'harmony among various nations, religions and cultures of East and West'. The international community, including the EU, has paid attention to this point as it promotes Bosnia's reconstruction and peace settlement. And these are working to restore the history of harmony among nations in Bosnia today. In the past, research on Bosnia has focused primarily on national conflicts between religions and cultures. However, in this study, I will try to analyze the practical cases of peace settlement and harmony among nations in Bosnia as follows: First, 'Bosnia's accession to the EU' which means active intervention and continued interest of the international community. Second, 'the resolution of war crimes and liquidation of past history' through the end of ICTY mission in December 2017. And third, 'reflection of international society and historical reconciliation of Serbia' through the reinterpretation of the Srebrenica massacre.

Warranty contracting is contracting methods that European Countries have applied to asphalt pavement projects from long ago, and in America as the expected effects of the warranty contracting are being verified to introduce it, the number of projects with warranty is being increased rapidly. In Japan, the warranty contracting suitable for Japanese style was established and is being applied. This study investigated and analyzed the present state of the warranty contracting being applied to European countries, America and Japan, and suggested advantages and disadvantages in introducing the warranty contracting into Korea and directions to introduce it. The principal result of this study is that performance bond contract system, performance surety bond system and performance bidding system should be established to introduce the warranty contracting into Korea.

This paper has two aims (1) to address the common European past by way of considering the development of the official archives of the European Union; and (2) to give specific attention to the activities of archivists in Germany. The EU archives contain the all the documents officially recording the common history of European integration from the establishment of the European Coal and Steel Community in 1951. It was at the beginning of the 1980s, thirty years after the production of these documents, however, that the Archives of the European Community (EC) began to be systematized for public use when the European University Institute in Florence in Italy was chosen as the deposit location for the archive. After the coming into effect of the Maastricht Treaty in 1993, the EC Archives were renamed as the EU Archives. Through the cooperation of the national archives of the each Member State of the EU with this EC Archives common norms regarding deposit were developed. This archives is a veritable gold mine for serious research into all and any official aspect of the institutional and policy history of today's EU, so for the formation of common European identity. The denazification process using the evidence of the archives contributed to the orientation of the New Germany towards Europe. The German archives then have been contributing to the redressing the past to a significant degree since after the Second World War. More recently, the establishment of the "Memory, Responsibility, and Future" Foundation in 2000 in Germany made possible cooperations with the archives of the East European countries and especially for the purpose of the providing evidence about former enforced workers under the Nazi regime. There has thus been developed European-wide networks among archives. These developments have furthered the common redressing of the European past and this process in turn has been contributing the enhancing the European spirit and identity. The thesis of this paper then is that historical research based on the EU archives and individual Member States can not only illuminate in great detail the stages of the history of European integration to date. The dissemination of such research can itself contribute to the process of the spreading of supranational ideas beyond Europe to other regions of the world.

Car-sharing은 차량소유(Car ownership)의 대안으로서 개인이나 법인에게 차량을 한 시간의 짧은 단위로 이용하도록 하는 회원제 프로그램이다. 이는 차량을 보유하는 편리함 대신에 차량을 공동 이용함으로써 운영비용을 절감할 수 있다. 15년여 전 스위스에서 시작되어 현재는 유럽, 북미, 일본, 싱가포르 등에서 활성화되어 있고, 유럽에서는 대중교통과의 연계서비스까지도 실시하여 그 효과를 증대시키고 있다. 국내에서는 아직 기업의 수익성 사업으로 시도된 사례는 없으나 최근 서울 성산동 주민의 자발적인 참여로 6개 팀이 한 차량을 이용하는 형식으로 시도되어 이제 그 첫걸음을 떼고 있다. 본 논문에서는 Car-sharing에 대한 개념, 정의 및 택시나 렌터카 등 유사수단과의 비교, 그리고 해외에서 현재 운영 중인 Car-sharing 프로그램의 사례를 소개하고, Car-sharing 도입 시 발생하는 개인의 운영비용 절감뿐만이 아닌 차량통행 감소, 주차 수요 감소, 대중교통 이용률 증가, 오염물질 배출 저감, 교통 혼잡 감소 등 많은 종류의 사회적 편익을 국내 도입 시를 가정해 비용과 함께 개략적으로 추정, 편익-비용 분석을 통해 그 경제적인 효과를 검토하였다.
