EU 가입 동유럽 물류시장의 특징과 시사점' -생산시설 재배치로 EU 물류지도 변화된다-

  • 지난 5월 1일부로 동유럽 10개국이 유럽연합(EU)에 가입했다. 동유럽 10개국이 EU에 가입했다는 것은 두 가지 측면에서 역사적 장애물을 제거하는 계기가 될 것이다. 하나는 사회주의체제를 벗어나 자본주의 체제로 편입되는 체제전환을 추구해왔으니 구소련이 주도하던 바르샤바동맹국으로서 몸에 베었던 의식과 체제의 잔재를 씻어내기 어려웠으며 이러한 잔재들은 동유럽 국가들의 경제$\cdot$사회 발전을 가로막는 역사적 장애요인으로 작용해 왔다. 따라서 EU가입은 이러한 역사적 장애요인을 극복하는 중요한 계기가 될 것으로 예상된다. 동유럽 10개국은 모든 사회$\cdot$경제 거래를 EU기준에 맞춰야 하며, 도로$\cdot$철도$\cdot$해운$\cdot$항공 등 물류부문에서도 EU의 기준을 충족시켜야 하는 ‘EU 공동체 확적영역’을 수용해야 한다. 따라서 동유럽 물류시장은 EU가입 이후 경제 및 교역발전에 따른 양적 팽창이외에 물류관련 기준과 거래관행이 개선되는 질적 발전도 가능하게 될 것이다. 우선 역내 통관절차가 단순해지는 등 사람, 자본, 화물의 이동이 자유화됨으로써 물동량이 크게 늘어날 것으로 예상되고 또한 동유럽 국가들은 EU로부터 운송 인프라 개발 및 현대화에 필요한 경제적 지원도 받게 된다. 한국해양수산개발원(KMI)은 ‘EU 가입 동유럽 물류시장의 특징과 시사점’이라는 현안분석을 통해 이같이 밝히고 우리나라 물류기업이 동유럽 시장에 진출하는 경우 제조업과 동반진출하고 현지업체와의 제휴관계를 모색하는 것이 바람직하다는 대응방향을 제시했다. 동 현안분석 내용을 요약$\cdot$정리한다.

The Empirical Analysis on the Trade Creation Effect from the Joining EU of Central·Eastern European Countries (중·동유럽국들의 유럽연합(EU) 가입에 따른 무역창출효과 분석)

  • EU and NAFTA which are huge regional economic blocs came out the world economy at the end of the twentieth century. It is the first that Europe has been trying to establish regional economic integration which is a revolutionary change to world economy. So that regional economic integration of Europe(European Union) has been improving to make a complete economic political integration. This paper analyzes trade creation effect for joining European Union(EU) of Central Eastern European countries with random effect estimation and fixed effect estimation. 12 Central Eastern European countries have become membership states of EU since 2004 is able to get 27.4% of trade increase effect on average between old and new membership countries one another as well as between new membership countries one another respectively. It is very important for some countries have a plan to affiliate to EU in the future to realize such a big effect if they are in.

  • Slovenia is the most model among the Eastern European countries which is achieving economic and political development. Slovenia succeeded to participate in EU in May 2004, and then was firstly a member of Eurozone among the Eastern Europe in January 2007. Although Slovenia is a small state with the population of about 2 million, carried out his duty as chairman of EU very completely since 1. January 2008. And anticipate that personal GDP will be over 28,000 dollars in 2008. Also, as is seen the last process of participation in EU and EMU, Slovenia is now establishing very well stable economic development and political democracy among the Eastern Europe. In this paper, I introduce about present situation of Slovenia after the entrance in EU and Eurozone. Especially, I analysis the process of joining in EU and EMU of Slovenia. and based on this, I study the positive and negative effects of joining in EU and Eurozone.

  • The two waves of EU enlargement in 2004 and 2007, have been milestones of European integration. While research has been conducted into the impact of these events on both the European and the global economies,1 there have been few attempts to assess the effects of EU enlargement and the introduction of the euro on countries such as Russia, which neighbour the EU but currently have no perspective of accession. This paper aims to provide an assessment of the effects that EU enlargement and the introduction of the euro have had on Russia, the largest country neighbouring the EU. In particular, it focuses on trade and investment links between the EU and Russia, as well as the use of the energy by Russian residents and authorities. Economic links between Russia and the EU are found to have strengthened considerably in the areas of trade, investment and other financial flows in recent years. Strong growth, particularly in Russia, as well as the high price of oil and gas, Russia's major export items, has facilitated this expansion of trade and finance. Moreover, available data do not suggest that EU enlargement has had a negative impact on Russia in terms of trade or investment diversion. Thus, the strategic partnership between Russia and the EU has been increasingly underpinned by an expansion of cross-border economic activities. Thus, the paper contributes to two broad strands of literature on this subject, namely the impact of regional trade and economic arrangements on non-member countries and the international role of currencies.

한국의 우수한 디지털콘텐츠 동유럽시장 개척에 나섰다

  • 한국소프트웨어진흥원은 6월23일부터 25일까지 헝가리 부다페스트에서 개최된 동유럽 전문방송프로그램 전시회인‘DISCOP 2005’에 한국관을 열어 한국의 디지털콘텐츠 홍보와 수출상담을 진행했다. DISCOP 2005는 중부유럽을 포함한 동유럽 지역의 방송 프로그램 · 필름·애니메이션 · 모바일 콘텐츠 및 포맷을 거래하는 유일한 국제 영상 콘텐츠 전시회로 평가된다. 올해 공식 참가자는 989명으로 전년대비 27% 상승했고, 배급사는 238개로 전년대비 42% 증가했다. 참가 바이어의 수도 전년대비 34% 상승한 534명으로 DISCOP가 세계적인 국제 전시회로 정착돼 가고 있다.

  • The purpose of this study is to understand the features of private tutoring and its social and economic implications in Eastern European countries. In recent decades, academic attention to private tutoring increased as the expansion of private tutoring has been noticed globally including Europe, Africa and South America. Firstly, this study will investigate the nature and the scale of private tutoring in Eastern European countries which experienced transition to a democratic and market economy. Secondly, it will analyze the growth of private tutoring in the context of education market. Finally, it will consider some issues relating to intervening private tutoring in order to promote the equal opportunity of education in public education provision.

  • The ever-increasing informal economy in post-socialist Eastern Europe forces one to wonder about what transition to post-socialism is for and about. Informal economy, which refers to unregistered work and services to was rampant in the socialist period across Eastern Europe and the Soviet Union. It was considered as a pathological phenomenon of the socialist system and exposing the rigidity and inefficiency of the command economy amongst the socialist regimes. The ordinary people of the Eastern bloc had to resort to all sorts of informal channels to get hold of goods and services constantly in short supply, especially at the last decade of the really existing socialism. However, it is ironical to observe the same old informal economy, considered pathological, even more thriving in the new era of post-socialism in Eastern Europe. After all, the system has changed into the capitalism, the antipode to socialism. It should be mentioned that the function of informal economy is seen to be even more intensified, from a means to make living better in the socialist time to a means for survival and sustenance in the post-socialist period. It follows from the socialist experience that the deficiency of the ruling system could not be indefinitely borne out. Real remedies should be sought out before it will be too late.

  • 폴드와 타 동유럽국가들이 내년에 유럽연합(EU)에 가입할 예정이다. EU에 가입한 후 폴란드는 도로분야의 투자에 박차를 가한 것이며 2005년까지 도로망을 보수할 것이다. 현재 폴란드 정부가 도로의 모든 건설투자 비용을 충당할 수 없으므로 민${\cdot}$관 협력에 기초하여 프로젝트 자본조달에 관한 새로운 방법을 발전시키고자 한다. 고도로 개발된 도로 교통망 없이는 국가 경제측면에서 경쟁력을 제고할 수 없으므로 EU 전체의 도로 교통망을 도입 하고자 한다. 도로 교통망의 성공적인 확대는 폴란드와 같이 아직 EU에 소속되지 않은 동유럽 국가의 교통 기반시설의 기초가 될 것이며 이것은 전채유럽의 이익을 가져 올 것이다.
