The purpose of this study is to present the detailed national strategy, from the financial point of view, for global logistics center in the Northeast Asia using the Balance Scorecard Model(BSC) as well as SWOT analysis. It is a core national challenge for Korea to emerge as a logistics hub of the Northeast Asian region, which is directly related to its very existence in the 21st century. In the process of formulating such a vital strategy, various aspects must be considered In conclusion, this study has successfully deduced the preemptive strategy for exceeding other competitors from the financial (budgetary) perspective and the logistics strategy from inner process standpoint of maximizing logistics outcome by carrying out efficient logistics policy.

동북아물류 중심 실현을 위해서는 종합물류기업 육성과 중국을 중심으로 하는 물류정책이 필요하다. (사)한국물류협회(회장 서병륜)와 한국로지스틱스학회, 매일경제신문, 물류신문사가 공동으로 주최하고 대신정보통신(주), (주)진양로지스틱스, 로지스올 그룹이 후원한 제10차 물류정책토론회에서 이와 같은 주장이 제기됐다. 지난 3월 23일 전국경제인연합회 회관 대회의실에서 200여명이 참석한 가운데 개최된 토론회에서 서병륜 (사)한국물류협회 회장은 개회사를 통해 ''정부는 중국경제의 역동적 성장으로 인한 위기를 우리의 국부창출을 위한 기회로 전환하고자 동북아 물류중심 로드맵을 발표하고 국가물류체계 개선대책을 내놓는 등 물류산업의 발전을 위해 다각적인 노력을 해오고 있다''며 ''이는 정부뿐만 아니라 물류관계자 모두의 노력 위에서 실현될 것이므로 우리도 이를 위해 매진해야 한다 ''고 말했다. 진형인 한국로지스틱스학회 회장은 인사말을 통해 ''동북아 물류중심화 실현을 위해서는 여러 가지 해야할 과제가 많다''며 ''이와 같은 과제해결을 위한 토론회와 많은 연구가 필요하다''고 말했다. 이번 토론회에서는 ‘동북아 물류중심 실현을 위한 선결과제 및 제도적 지원방안’이라는 주제로 제1테마 ‘중국의 물류 환경 변화와 동북아 물류중심화 전략의 보완방안’, 제2테마 ‘국제경쟁력을 가진 종합물류기업의 효율적 육성방안’으로 나뉘어 해양수산개발원원 임종관 박사와 SJ-GLS의 이병욱 박사가 각각 주제발표를 진행했다.

동북아 중심국가 정립에 필수적인 요인으로 반드시 인천국제공항을 동북아의 물류기지화 해야 하는 사명을 안고 있기에 물류중심지를 위한 개발 중 현재 진행 중인 공항의 물류배후단지 개발과 물류허브화 전략에 대한 고찰이 본 연구의 주요내용이다. 항공물류 허브화를 위한 공항배후단지 개발 계획 및 전략을 평가하기 위해서 국내외 항공물류 현황과 전망을 분석하였고, 동북아 경쟁국들의 항공물류현황을 조사하였다. 또한 이미 배후단지 개발을 통해 허브공항으로 성공하고 있는 선진공항의 사례를 분석함으로써 현재 추진 중인 항공물류 허브화를 위한 공항 배후단지 개발 전략을 평가하였다. 이러한 국가적 차원의 중차대한 항공 물 물류 허브화 계획을 기업, 또는 관련 이익단체의 측면에서 다각도로 논의의 초점을 맞추고 인천국제공항의 물류허브화 계획을 점검해보고자 한다. 따라서 인천공항에서 계획하고 수행되고 있는 허브화 계획과 이미 물류허브화를 성공적으로 이루어낸 국가의 공항들을 모델을 통해 분석하고 우리나라와 경쟁적 관계에 있는 동아시아의 물류허브기지들을 고찰해 봄으로서 우리의 계획이 보다 적절하게 준비되는가와 실제적인 효과를 거둘 수 있는 지원차원에 초점을 맞추고자 한다.

Northeast Asia is changing rapidly, including becoming an increasingly important part of the world economy. Various logistical systems and networks are being established in this area, including South and North Korea, China, Japan, Russia, and Mongolia. Thus, a new systematic logistical network and development strategy is required. The division of the Korean peninsula has for a long time made the region ineffective in terms of land logistics. South Korea's connection to Eurasia is blocked by North Korea, which means it is essentially treated as an island. Furthermore, South Korea does not have an efficient logistics system or effective vision and strategy. Northeast Asia has the potential to be one of the largest economic communities in the world, similar to the EU and North America. Thus, a united Korea can play an important role as the land bridge of Northeast Asia and the logistical hub of the region. This study reviews the logistical position, tasks, and problems of the Korean peninsula and suggests a desirable development strategy and vision. Specifically, after examining the conditions for a land logistical system, focusing on railways, this study proposes several future-oriented development strategies and tactics that will position the peninsula as a logistical hub in Northeast Asia. We anticipate that this study will serve as the basis for future research that will investigate the topics presented here in more detail.

급변하는 동북아 항만물류환경 속에서 부산항이 동북아 물류중심지로 발전할 수 있는 방안을 모색하기 위해서 SWOT/AHP 분석을 이용하여 부산지역 항만물류클러스터를 둘러싸고 있는 대내외적인 환경 중 중요한 요인들을 파악하여 각 요인들에 대해 쌍대비교 평가를 수행한 후 우선순위를 도출하여 부산지역 항만물류클러스터를 발전시킬 수 있는 전략적 방안을 제시하고자 하였다. 도출된 우선순위를 바탕으로 전략수립의 단계는 제시하였지만, 전략별 세부추진방안은 구체적으로 제시하지 못하여 차후 연구가 수행되어야 할 것이다.
