The Development Policy of Major Port City considering Port-Port City Relationship - The Case of Gwangyang Port, Korea - (항만과 배후도시 관계를 고려한 항만중심도시의 발전방향 - 광양항을 중심으로 -)

  • This paper focuses upon the relationship between port and port city. The purpose of this study is to theoretically review the relationship between port and its city, and to identify crucial policy directions for mutual development of port and the backward city in the case of Gwangyang Port (GP), Korea. The contents of this paper consist of five main sections: introduction; a concept of port-port city relationship; an analysis of the relationship between GP and its city; policy directions for GP city; conclusion. This study was mainly conducted by a literature review of the papers/reports and the analysis of secondary data. Significant policy strategies are associated with development of value-added logistics, expansion of additional port business, vitalization of port hinterlands, and establishment of port logistics clusters in terms of port economic function. Green port operation, improvements of coastal environment, establishment of port waterfronts, and conceptual port redevelopment master plan are included in the major port city development strategies in terms of sustainable development. Another major port city development strategies contain major port city master plan, institutional arrangements for port city development, specialized port city development policy, and formation of free trade port city in relation to integrated port-port city planning and management.

  • Yeosu Gwangyang Port, along with Busan Port, Incheon Port, Ulsan Port, and Pyeongtaek Dangjin Port, serves as Korea's top five ports for trade on the southern coast. It is the second largest port in Korea after Busan Port, and the largest port in terms of import and export volume. Yeosu Chemical Industrial Complex, the world's largest chemical industrial complex, has continued to grow rapidly, but recently, the increase in volume has been decreasing. Therefore, this study sought to find major development strategies for the development of Yeosu Gwangyang Port and to derive the priorities of the strategies. To this end, the development strategy of Yeosu Gwangyang Port was divided into three major categories: operation revitalization, infrastructure construction, and policy support using the AHP analysis technique and analyzed again in two aspects: short, medium, and long term. As a result of the analysis, 'integrated operation of container docks and strengthening competitiveness' were considered the most important in short- and medium-term policies. It is believed that it will be necessary to integrate container operators, establish routes in preparation for entry of super-large ships, and install large cranes. In the long-term policy, the most important thing was to foster high value-added industries based on local industries. It is believed that strategies are needed to attract companies from outside regions through the settlement support system. The results of this study are expected to be used to establish development strategies for Yeosu Gwangyang Port and to establish investment priorities.

  • The purpose of this paper is to find some implications for Korean seaports in terms of operation and development of ports, in particular for attracting more transshipment container cargoes into major Korean seaports. This was accomplished by the O-D analysis between major Korean seaports and top 20 Chinese ports.

Model of Korean Value-added Logistics Cluster (한국형 부가가치물류클러스터 모형에 관한 연구)

  • The "logistics industry" is recommended as an economic growth power in the future in Korea. In the past, Korea has handled China's freight volume overflow as a transfer hub. However, recently China has been constructing its own port facilities and many mega fleets have been moving to China's ports. As a result, the position of Korea's hub-ports facing a crisis. Now, new strategies are necessary for renovating Korea's logistics industry and international competitiveness. This study proposes a "value-added logistics cluster" as a new strategy. In particular, this study proposes a Korean value-added logistics cluster that maximizes Korea's locational and industrial advantages. Additionally, a model for a value-added logistics cluster is proposed for the rehabilitation of Korea's ports as logistics hubs in Northeast Asia. Many analyses are executed step-by-step to develop a Korean value-added logistics cluster model, such as an analysis of the relationship between the logistics industry and other industries for the definition of cluster components. Lastly, the Korean value-added logistics cluster model is applied to Kwangyang port, which is currently confronted with a crisis because of the decrease of freight volume.

  • This paper deals with the waterfront development in Gwangyang Port (GP), Korea. This study aims to identify the waterfront development type and suggest its policy direction of international GP, Korea. It consists of three main sections: basic theory of port waterfront development, analysis of the experiences in port waterfront development, and the type and its policy directions of waterfront development in GP. This research is mainly based on a review of current reports / papers, an analysis of secondary data and a consultation with related experts. Port waterfront is an important area for increasing Gwangyang's attractiveness and strengthening its competitiveness. Considering port function in urban area, Gwangyang should thus implement the comprehensive plan for the port waterfront.

A Structural Analysis of Developing Strategies for Activation in Gunsan Free Trade Zone (군산자유무역지대 활성화를 위한 개발방향 구조분석에 관한 연구)

  • Although the Free Trade Zone(FTZ) are actually competing with various strategies, the definition and structural understanding of activation strategies are not known very much Therefore this study has launched from this fact, and has the objective of obtaining the structural model for activation strategies in Gunsan FTZ, and understanding the components of activation in these region The process began by abstracting the components that composed the success factors in FTZ through recent research, and grouping it by the most core components. Also, by using the FSM(Fuzzy Structural Modeling) method to understand the structure of the grouped components, and the structural model for activation of FTZ was able to obtain as the result. When analyzing the obtained structural model, expansion of tax reduction, flexibility of law systems and good business environment came out to be the most important component groups, and especially flexibility of law systems and good business environment were the most effective component that effected all the other components overall.

  • This primary purpose of this study is to suggest strategy a green-logistics strategy of Gwanyang bay area. The Green growth is the new growth concept based on the low carbon and environment-friendly industry. The new paradigm on the global economy growth requests a established logistics industry to be shifted into establishing the environment-friendly green logistics system. Some findings derided from this study are follows: Frist, in order to establish a environment-friendly green growth foundation, it is necessary to attract a green industry such as solar cell, wind force, hybrid car etc. Second, a green logistics system has to be established, including a green port strategy and reducing emission of carbon.

A Study on the Promoting Policies for Cruise Industry in Yeosu Port (여수항 크루즈산업 육성 방안에 관한 연구)

  • As the transfer of cargo functions to Gwangyang Port is completed, Yeosu Port has established a vision to become a hub for maritime tourism in Korea. Revitalization of the marine tourism industry through cruise development is recognized as a major strategy. Major domestic cruise tourism ports (Busan Port, Jeju Port, Incheon Port) have established a basic plan for fostering port cruises in response to the "Basic Plan for the Promotion of the Cruise Industry" established in 2016. However, the plan for Yeosu Port is insufficient. The cruise tourism industry, which is in recession due to Corona 19, is expected to recover due to with-Corona and Post-Corona. Therefore, Yeosu Port needs to take the lead in promoting the cruise industry to prepare for this. Accordingly, this study intends to derive evaluation items for the fostering of the Yeosu Port cruise industry through prior research and the gathering of expert opinions. An IPA (Importance Performance Analysis) analysis is conducted to identify problems and suggest promoting policies for the Yeosu Port cruise industry. According to the IPA analysis results, in the major categories, the creation of cruise infrastructure, and the establishment of a support system were evaluated as weak items (high importance but low satisfaction), and sub-categories corresponding to the two major categories were identified as weak points. Based on the results of this analysis, measures to promote the cruise industry in Yeosu Port were presented as cruise infrastructure, route expansion, tourism product development, and support system. This study is expected to be utilized when establishing policies for constructing Yeosu Port as the hub port of maritime tourism in Korea.

  • Kunsan port based on the selection of Kunsan Free Trade Area is expected to develop into a regional beach-head port and foreign investment area, and as the result it will play a great role in accelerating the coming age of the west sea. To promote the foreign competitiveness of Kunsan port as a central container port it can be pointed out that 1) to raise up the utilization ratio of Kunsan port as the front base of export and import by multinational corporations, 2) to hustle up the development of Kunsan container port toplay the central role as the composite container linkage central port, 3) to strengthen the attraction activities of foreign investment into the Kunsan Free Trade Area for the balanced development between regions in nation, 4) the support of both central and local governments to accelerate the comingage of the west sea are necessary.

A Study on the Development plan of Logistics Competitiveness of Hunchun Region (훈춘지역 물류경쟁력 발전방안 연구)

  • The Hunchun area is the only development and opening line in Jilin Province and the Changchun-Jilin-Tumen Developmental Plan area, and as a hub area for regional logistics, promoting the logistics competitiveness of the Hunchun area is an important factor in promoting economic development in the Northeast region. The purpose of this study is to derive the factors for activating logistics competitiveness in Hunchun area by applying SWOT analysis and to present them to policy-makers by drawing priority of factors for promoting logistics competitiveness in Hunchun area through AHP survey of Chinese and Korean logistics experts. According to the analysis, the weighting was high in order of opportunity factors and strength factors, and the priority was high in order of factors such as promotion and expansion of One Belt, One Road policies, active support through national policies, construction of international logistics center cities, construction of logistics centers, and supply of bulk cargo. Finally, from a comprehensive perspective, this study presented policy implications such as SO Strategy (Strength-Occupancy Strategy) and ST Strategy (Strength-War Strategy) focusing on the strengths of the Hunchun Region for the strategy of strengthening the logistics competitiveness of the Hunchun area.
