In this paper, we present a new model of web-based reading education system. The existing web-based reading education system was effective to reinforce interactions of the learners and elevate their reading interests, but the usability of web-based system was extremely unsatisfied during the process of reading required for a long time because it placed importance on the guidance as a result of reading. This paper has divided reading education activities depending upon the times: before reading, during reading and after reading, etc. Web-based reading strategies, which can be actively used at each stage, have been developed to do interaction actively among teachers, students and their parents. Furthermore, application methods of the strategies have been presented depending upon teaching-learning type of Korean language subject, such as professional's cooperative learning and problem solving learning, etc to revitalize reading guidance of regular Korean language class time.

The reading culture promotion for the disabled is a key task of library which minimizes the level of information poverty, and improves the living standards of the people. In order to address the promotional methods, this study adopts a frame from a reading culture promotion policy, and analyzes national and international library services for the disabled. In results, the current library services for the disabled are mainly based on 'building appropriate reading environments' and guaranteeing 'equal reading opportunities'. However, campaigns or tasks targeting the disabled which makes reading a way of life are insufficient. This study, therefore, suggests 'reading education', 'reading therapy', 'user-oriented program development' to make reading a way of life. Library promoting strategies can also be useful in campaign of reading activities for the disabled.

The purpose of this study is to examine the effect of reading program for the 'low-reading achiever' on reading ability. In this regard, this study investigated the effectiveness of bibliotherapy in improving reading attitude, and self-concept in fifth and sixth grade student. In this study it is illustrated how to form questions and leads a discussion for a bibliotherapy session and suggested reading list and annotated bibliography.

The purpose of this paper is to study the instructional contents and strategies for school library media specialist education in Korean Library and Information Science. The writer insist several aspects of instructional contents should be emphasized for relevant school library media specialist education. Instructional contents for philosophical and conceptual aspect of school library and media specialist, knowledge and experience for literature for children and young adult, and knowledge and technique for teaching and instruction at field are those. And the writer suggests LIS education for media specialist should be able to let the students stand on the strong professional sprit, help adapt themselves to school practice, and make them a professor of literature.

The purpose of this paper is to suggest advanced methods for the promotion of a reading culture for children and young adults. For this purpose, the study investigated and analyzed domestic and overseas reading policies and activities, and collected extensive opinions from public officials, teachers, librarians, activists of reading campaign, parents, children, and young adults. Based on the results, this study proposes the following: to establish the basic policy direction, to build the infrastructure of reading culture environment, to set up the dedicated organization, and to suggest the vision, goal, strategies, and tasks on the promotion of a reading culture for children and young adults.

The goal of this study is to propose the contribution strategies of public library as cultural infrastructure to local cultural development in Korea. For this goal, researcher evaluated how public libraries contribute to the local cultural development in terms of interdependence of public library and local culture. Then, the researcher divided into the local culture to knowledge culture, reading culture, learning culture, living culture, and leisure culture, and suggested six contribution strategies(improving core competencies including the collection development and user service, strengthening education and support for digital information literacy, reading promotion and base expansion for everyday life, optimization of lifelong learning & culture program services, increasing openness and friendliness of the facilities and space, expansion of cooperation with relevant agencies) of public library for their development and promotion.

The research is intended to establish the importance of background knowledge in reading process and suggest a revitalization plan for the schema for reading education. The reading process as fundamental research and the schema conception have been studied and the present situation of reading education in the school libraries has been inspected. This research reviewed the reading strategies which school libraries require for the revitalization of the schema and based on this data, a method of SQ3R reading has been applied and a class model developed. As an outcome, a guidance plan for instruction was proposed and learning-activity materials applying graphic organizer have been produced. Subsequently, a class in school library was conducted. Following the outcome of the class and an expert's review of the class model, this research has developed a class model for the revitalization of the schema for reading education in school libraries.

The purpose of this study is to analyze the items related to digital reading and information literacy which were measured by PIAAC and PISA, to examine the measurement contents and methods of these literacy items, and to derive the implications for providing reading and information services for librarians at public libraries and teacher librarians. In order to solve the questions measuring digital reading literacy and digital information literacy, respondents commonly needed ICT skills as well as cognitive strategies. However, in digital reading literacy measurement items, the ability to comprehend and critically think about texts was emphasized. And in digital information literacy measurement items, the ability to use ICT skills, navigate, and evaluate whether or not to read the retrieved text was emphasized. Librarians and teacher librarians need to encourage readers to read and provide a customized competencies improvement program to reflect the performance results and characteristics of a particular group. And It is also necessary to improve and develop the library environment so that library user can understand and use library search system and the Korean decimal classification.

The purpose of the study is to prove the effectiveness of the bibliotherapy in decreasing the stress among the elderly. A 4-week program was developed and provided in 2 types, group meeting and individual telephone contact, for the old over 60 years. A total of 121 participants completed the program offered at 16 institutions. Participants' stress perception and stress response were measured prior to the bibliotherapy and post-tests were followed. 17 hypotheses were tested statistically by t-test and ANOVA. The followings are the main results. Both types of the bibliotherapy are effective in decreasing the stress of the old. Group meeting program is more effective than individual contact program. There were no significant effectiveness difference among the groups divided by sex, age, and education level. Bibliotherapy effectiveness is differ among groups divided by the initial stress perception level. Obviously, bibliotherapy was more effective for the old in high stress level than those in low stress level. Based on the results, recommendations are suggested to promote the bibliotherapy program.

The ideas of user oriented service wasn't a major issue in libraries in the past decade. However, from now on, our library visitors have choices in the book selection processes, and the library may not be the first choice for their information demands. Competitors such as museum, culture center, and even private reading academy are those who anticipate user demands and satisfy them before the librarians do. What may have been perceived as excellent service a few years ago is not acceptable today anymore in the library. This study reveals current situation of English library collection and their practice as a sound English learning tool for Korean students. The researcher introduces library Marketing Concept and Reading Programs as an effective management tool.
