도시철도 공사, 지하철 공사, 철도청 등 각각의 운영기관이 독자적으로 정보화를 추진함으로서 국가적으로 중복투자 및 예산이 낭비되고 각 시스템간 호환성이 부족하여 정보를 공유할 수 없어 비효율적인 시스템 구축이 이루어지고 있는 실정이며 표준화된 정보의 부재 및 부정확한 표준에 의한 업무의 비효율성이 가중되고 사고예방 및 신속한 복구지원을 통한 대국민 안전서비스 제공 및 열차운행의 안전성 확보에 미흡한 실정이다. 본 논문은 국내 도시철도분야를 세계적인 경쟁력을 가진 분야로 육성하고 수명주기비용(Life Cycle Cost)을 최소화 및 최적화하여 경제성을 극대화시킨 도시철도 정비유지체계 정보화 시스템의 개발 및 시범적용을 위해 정보전략계획 (ISP)을 수립하기 이전에 수행한 선행연구 결과이다.

서울특별시 도시개발공사에서는 서울의 도시주거환경을 개선하고 저소득 서민에게 저렴하고 양질의 주택보급을 위하여 화곡지구 아파트 기본설계경기를 시행한 바, 지난 6월 21일 그 결과를 발표했다. 본지에서는 이번 설계경기의 심사내용과 입상작 중 최우수작(빛건축안)과 우수작(행림건축안)을 소개한다.

격심한 세계적 사회환경의 변화는 모든 산업분야에서 기존의 패턴을 탈피해 새로운 패러다임으로의 전환을 요구하고 있다. 이제는 이를 어느 정도 충실히 반영해 혁신을 이룰 수 있는가가 국가의 흥망을 좌우하는 중요한 요체가 되었다. 건설 기술의 R&D 분야는 최근의 화두인 친환경녹색성장에 관한 기술경쟁력 강화를 위해 혁신적인 연구 성과물을 내놓고 있다. 본지는 한국토지공사와 주택공사가 합쳐진 LH공사의 토지주택연구원 녹색성장연구실의 연구원들을 만나 기계 설비분야에서 새로운 재료 및 기술 등의 연구 개발과 실용화현황을 들어보았다.

u-city의 구축에는 정보통신관련 전문가가 주도적으로 참여하고 있으며, u-city는 정보통신 인프라 설치, 도시정보관제센터 건립 및 시스템 구축 운영, 디지털 컨텐츠서비스 제공으로 구성된다. 디지털 컨텐츠의 주요구성요소는 서비스생활환경컨텐츠, 도시관리컨텐츠, 상거래컨텐츠로서 공공포탈서비스를 통해 지역 사회에 제공된다. 본고는 디지털 컨텐츠에 추가될 수 있는 컨텐츠로서 건설교통부와 한국토지공사에서 추진하고 있는 국토정보화사업의 개요와 장점을 소개하고 u-city와 연계하며, 향후 u-city의 구축에서 도시계획가 참여의 필요성을 제시한다.

Colombia experiences a population growth in their metropolitan areas through an accelerated urbanization process, a housing deficit and a shortage of urban developable land. To solve these problems, the central government developed a national policy for a large-scale housing city development including supra-municipalities planning instruments such as Macroprojects. However, the amount of housing land supplied by this policy is insufficient and additional policies for shortage housing and qualitative deficit are required, particularly in regions with a high concentration of population. The purpose of the study is to compare urban development systems of Colombia and Korea and explore the possibility of applying guidelines to Colombia through i) comparing the capital region cities of the two countries with an asymmetry context method, ii) comparing both urban planning system founding similarities and differences, and iii) suggesting new urban development challenges in the Bogotá metropolitan area based on Korea's new town experience.

저영향개발 기법은 유역개발에 따른 수문 및 환경적 영향을 최소화하기 위해 자연상태를 가급적 보존하고 불투수 면적을 최대한 줄이며, 우수발생 지점에서부터 소규모로 우수를 관리하는 분산식 우수배제 방식을 지향한다. 본 연구의 목적은 이러한 저영향개발 기법을 이용한 도시유역의 우수관리에 관한 효과를 기술적, 경제적 관점에서 정량적으로 평가하는 것이다. 이를 위해 기존 개발 방식으로 계획된 송산 그린시티 동측지구에 저영향개발 기법을 적용하였고, 결과를 기존 개발 방식과 비교하여 저영향개발 기법의 효과를 분석하였다. 대상유역에 대하여 저영향개발 기법을 적용하기 위해 분산식 우수배제 방식을 도입하였고(그림 1), 식생수로와 인공습지 등의 저영향개발 요소기술을 적용하였다(그림 2). 연구에서는 SWMM을 이용하여 저영향개발 기법과 기존 개발 방식에 의한 우수관리를 각각 모의하였고, 모의 결과를 홍수, 물순환, 비점오염 저감의 관점에서 비교 검토하였다(그림 3과 4). 또한, 개략 공사비 산정을 통해 기존 개발 방식 대비 저영향개발 기술의 경제적 효과를 분석하였다. 그 결과, 저영향개발 기법을 적용할 경우, 상대적으로 저 비용으로도 기존 개발 방식에 의한 우수관리보다 더 높은 효과를 달성할 수 있는 것으로 분석되었다.

In urban planning, road facility is used not only for the transportation purpose but also for the utility line space purpose such as electrical, gas, tele communication, heating, water, sewer, and so on. However, since these utilities are built by many different groups, it becomes very difficult to communicate each other. Delay in one party can cause another party's schedule delay but they don't commuicate often. Also, some delay in utility work can cause frequent pavement cut. And, this will impact on construction cost, schedule delay, low quality, user complain and cost. This study developed spatiotemporal decision model to prevent prequent utility cut for mega project such as new urban development project. In addition, this study developed utility cut management system to manage utility cut schedule under pavement. Finally, developed system was applied to new urban development project and verified there effectiveness.
