도시 고형폐기물의 열분해용융 특성

  • 현재 우리나라는 1980년대 후반부터 도시폐기물 소각시설을 설치하기 시작하여 전국적으로 20 여곳의 대형 소각장이 가동되고 있으며 대기오염 방지 기술도 발전에 발전을 거듭하여 불과 10 여년 동안에 선진국 수준의 대기오염 배출기준을 만족하는데 아무 문제가 없을 정도로 되었다. 그러나 소각후 발생 하는 소각재의 경우 비산재는 고형화등의 처리 후 매립하고 바닥재는 별도 처리없이 매립하는 실정이어서 매립 후 시간이 흐를수록 매립된 소각재에서 용출되는 다이옥신과 소각재 중에 포함된 중금속 등에 의한 토양오염과 수질오염의 우려가 남아 있는 것이 사실이다. 소각후 남는 소각재는 폐기물량의 약 15 %, 비산재는 약 1.5 % 정도 발생하는 것으로 볼 때 매립은, 특히 다음 세대에 유산으로 남겨진다는 점에서 더 이상 적절하지 않은 해결책으로 생각되며 유럽과 일본 등 선진국에서는 이미 이와 같은 소각재에 대한 무해화 처리기술이 개발되고 속속 상용화되고 있으므로 우리나라도 하루빨리 열분해용융시설등 신기술을 개발하거나 도입하여 세계적 환경 기술경쟁 에서 선진국과 어깨를 나란히 함은 물론 청정한 국토를 후손에게 물려줄 수 있도록 하는 대책이 강구되어 야 할 것이다. 본 고에서는 폐기물 처리기술의 세계 적 동향을 살펴보고 폐기물의 완전 자원화에 성공한 대우 써모셀렉트 열분해용융 기술의 특성에 대해 소개하고자 한다.

고분자 폐기물의 건류가스화와 폐열회수

  • 고분자 폐기물을 처리하는 방법은 크게 재이용, 소각, 매립 등으로 나눌 수 있으나 재이용이나 매립 방법은 폐기물의 급속한 증가를 감당하기에 한계가 있다. 소각은 폐기물의 감량화와 폐열 회수의 이중 효과를 얻을 수 있는 가장 일반적이고 손쉬운 방법이긴 하지만 폐고무나 폐합성 수지와 같은 고분자폐기물을 직접 소각할 때에는 많은 유해가스, 분진과 매연이 발생하는 어려 움이 따른다. 건류소각 방식은 이러한 직접 소각의 단점을 보완해 주는 것으로 최근 각광을 받고 있으나 안전성, 유지관리 및 시설비 등의 면에서 뿐만 아니라 기술적인 면에서도 아직 많은 연 구가 요구되고 있다. 열분해 또는 건류 가스화에 관한 연구는 석탄에 대하여 활발하게 이루어져 왔으며 1960년대에는 심각한 환경오염을 겪으면서 폐기물 처리에 대한 응용이 시작되었다. 1970년대부터 미국에서는 EPA(environmental protection agency)의 주도로 도시쓰레기에서 가스, 기름 등을 회수하는 기술개발을 강력히 추진하였으며 일본에서도 통상산업성 산하 공업기술원의 도시쓰레기 열분해 처리 기술 개발을 시작으로 2차공해 감소를 선결 과제로 한 여러 가지 프로 세스를 개발해 왔다. 국내에서는 최근에들어 연구가 비교적 활발하게 이루어 지고 있다. 특히 동력자원부 주관의 대체에너지 사업의 일환으로 추진중인 폐기물의 에너지화 이용에 관한 연구 중에서도 열분해나 건류 가스화에 관련된 연구가 많은 비중을 차지하고 있다.

  • 우리나라의 폐기물 발생총량은 꾸준히 증가추세를 보이는 가운데, 최근 생활폐기물의 처리현황을 보면 재활용이나 소각이 매년 증가하고 있다. 쓰레기 소각율이 높아지고 대형 소각시설이 증가하면서부터 소각 후에 발생하는 도시 소각재의 처리 및 재활용의 문제가 중요한 관심사가 되고 있다. 소각재의 효과적이고 안전한 취급을 위해서는 그것의 화학적 성질에 관한 지식이 중요하다. Characterization of Fly Ash Produced from a Sewage Sludge Incineration Facility in Korea (국내 하수슬러지 소각시설에서 발생되는 비산재의 특성 분석)

  • This study characterized fly ash produced from a sewage sludge incineration facility in Korea to determine if the byproducts can be utilized. All the incinerated sewage sludge was from a city in Korea. To characterize fly ash and to determine if it can be utilized, pH, water contents, elemental components, particle size, surface morphology, heavy metal compositions, and others were analyzed. In average, pH was 6.2, and water contents was about 5%. T-N and $T-P_2O_5$ were 3% and 24.5%, respectively. Particle size averaged 836 nm; surface morphology did not exhibit any significant results. X-ray diffraction (XRD) analysis results revealed that major components of the fly ash were $P_2O_5$, CaO, MgO, $K_2O$. Composition of heavy metals by the Korea Standard Methods for Waste Quality did not exceed the criteria for specified wastes in Korea.

Properties of Chemically Activated MSWI(Municipal Solid Waste Incinerator) Mortar (도시 폐기물 소각재를 이용한 화학적 활성화 모르타르의 특성)

  • The recycling of industrial wastes in the concrete manufacturing is of increasing interest worldwide, due to the high environmental impact of the cement and concrete industries and to the rising demand of infrastructures, both in industrialized and developing countries. The production of municipal wastes in the South Korea is estimated at about 49,902 ton per day and only 14.5% of these are incinerated and principally disposed of in landfill. These quantities will increase considerably with the growth of municipal waste production, the progressive closing of landfill, so the disposal of municipal solid waste incinerator(MSWI) ashes has become a continuous and significant issue facing society, both environmentally and economically. MSWI ash is the residue from waste combustion processes at temperature between $850^{\circ}C\;and\;1,000^{\circ}C$. And the main components of MSWI ash are $SiO_2,\;CaO\;and\;Al_2O_3$. The aim of this study is to find a way to useful application of MSWI ash(after treatment) as a structural material and to investigates the hydraulic activity, compressive strength development composition variation of such alkali-activated MSWI ashes concrete. And it was found that early cement hydration, followed by the breakdown and dissolving of the MSWI-ashes, enhanced the formation of calcium silicate hydrates(C-S-H). The XRD and SEM-EDS results indicate that, both the hydration degree and strength development are closely connected with a curing condition and a alkali-activator. Compressive strengths with values in the 40.5 MPa were obtained after curing the activated MSWI ashes with NaOH+water glass at $90^{\circ}C$.

  • Many cities and provinces are rapidly depleting landfill spaces. As the result, some municities have adopted to incinerate their municipal solid waste(MSW). The motive behind the choice is that incineration significantly reduces the volume of solid waste in need of disposal, destroys the harmful organic compounds that are present in MSW, and provides an attractive source of alternative energy. Conclusively, the generation of MSW ash is expected to increse in the furture. However, disposing the MSW ash in landfills may not always be an environmentally or an economically feasible solution. This paper addresses the various issues associated with MSW ash and its possible use in construction applications.

  • The treatment of heavy metal, in the waste ash from incinerator and mine solid waste, by using alkali-soluble acrylic copolymer emulsion, that is effective in the absorption of heavy metal has been studied. It seemed that alkali soluble acrylic copolymer emulsion was very effective in the absorption of Hg, Pb, Cd and Cu in this test. Also, eco-friendly thixotropic grout, using alkali soluble acrylic copolymer emulsion, that is effective in the absorption of heavy metal, for the recycling of waste ash from incinerator and mine solid waste has been tested. It was observed that waste ash could be used as a raw material of eco-friendly thixotropic grout mortar due to the effectiveness of alkali soluble acrylic copolymer emulsion in the fixation of heavy metals including $Cr^{6+}$ from waste ash in this test.

A Study on Leaching Characteristics of the Heavy Metal in Melting Slag of Incinerator Ashes (소각재 용융슬래그의 중금속 용출특성에 관한 연구)

  • Melting is one of the most effective treatments for stabilizing heavy metals and also creates high value by-products. In this study, authors evaluated the leaching characteristics of heavy metals in melting slag obtained by incinerator ashes. In order to evaluate the environmental compatibility of the recycled melting slag, the samples were analysed various leaching tests of heavy metals with raw incinerator ashes, melting slag and the construction materials recycled from melting slag. As the results : (1) The leaching concentrations of the melting slag were lower than those of the raw incinerator ashes in the experiment performed in accordance with Korea Standard Leaching Test (KSLT). (2) The heavy metal concentration of long term leaching test, which was conducted in various pH conditions, were under the standard level of regulation in KSLT. (3) The leaching concentration of mortar samples used for evaluating the feasibility of recycling the melting slag as construction materials also shows the suitable range for recycling. (4) The result of leaching test with the method of RG Min-StB 93, FGSV (Forschungsgesellschaft fur Stra$\beta$en- und Verkehrswesen) met the requirements in German.

  • Since the era of industrial revolution, the waste volume has continued to grow; waste management has thus become one of the major global environmental challenges facing humanities today. Waste treatment and management issues trigger NIMBY movements, and disputes among states, governments, and social actors over the issues have been accelrating. At the level of states and sub-states, various measures including institutions, laws, regulations, market-oriented methods, consensus and collaborative governance have been introduced to address various problems associated with waste. More recently, science and technology has been applied to the waste treatment and management under the notion of circular economy. However, societal support for addressing waste problems still remains inadequate, calling for new approaches and alternative pathways. In this context, this study examines two cases of urban incineration plants designed by Hudertwasser, Austria-born artist and architect: Spittelau, Austria, and Osaka, Japan. Through these case studies, I demonstrate how creative and innovative culture-technology convergence can shed new light on challenging environmental issues such as an urban waste problem.
