  • 물은 비, 눈의 형태로 지표면에 공급되며, 빗물이 땅속으로 침투, 저류되고 지표 및 지하흐름을 통해 강이나 바다로 유입되고 다시 증발산을 통해 순환 시스템을 이룬다. 또한, 물은 생명체의 생존에 필수적이며, 건강한 문순환 체계의 균형을 이루는 것이 안정적으로 물을 공급하는 것과 밀접한 관계가 있다. 최근 범지구적으로 기후변화 현상이 나타나고 있으며, 우리나라는 지난 50년간 도시화를 통해 수계와 임야를 제외한 전 국토에서 불투수면적이 22.4%를 차지한다(ME, 2016). 이와 같은 경향은 도시지역의 물순환 및 인프라에서 침수, 가뭄, 비점오염, 침투량 감소 등과 같은 수재해 문제의 우려가 있다. 이러한 문제를 해결하기 위해 물관리 일원화와 관련하여 다양한 정책들이 마련되고 있으며, 또한 도시개발 이전의 상태로 회복하기 위한 저영향개발 기술 및 도시지역의 현재 상태를 평가하기 위해 각 분야에 따른 지표 선정에 관한 다양한 연구가 진행되고 있다. 기존 연구사례에서는 대상 도시 내 물순환 체계 회복을 중점적으로 연구가 진행되었다. 물순환 체계는 수계별로 상·중·하류에 따라 인구밀도, 급경사에 따른 돌발홍수, 내수침수, 우수배제 등과 같은 문제가 도시별로 상이하게 발생하며, 추후 이와 관련된 연구가 필요하다. 본 연구에서는 우리 나라 수계에서 대표적인 한강, 낙동강, 금강, 영산강을 대상으로 각 도시에서는 입지특성에 따른 대응방법을 마련하기 위한 기초자료로써 4개의 수계로 구분하여 상·중·하류별로 위치한 도시지역의 물순환 및 인프라에 대해 분석하였다.

  • The research described in this report was conducted to find out how elements of the natural environment contributed to the formation of Chang'an, how its water system reinforced its status as the capital city, and what role it took for its urban function based on studies of the canal constructions. During the period of Sui and Tang, Chang'an built a sophisticated water system using Qu(渠), the irrigation facilities. In the water system, hills are called Yuan(原), and rivers with the proper environment to be developed plan into urban infrastructure facilities for irrigation water, urban living water, the composition of garden-based facility, reservoirs, and others. They improve agricultural productivity and, consequently, increase the city's competitiveness as well as contributing to the urban infrastructure, serving as a convenient source and ensuring the quality of life was abundant. So, the urban effects of the water system have raised the capital's status. With the contribution of its pragmatic water system, Chang'an not only performed its urban function brilliantly, but also established itself more firmly as a capital city.

Development and Application of the Parcel-address Based Water Information System (지번을 기초로 한 상수도정보체계 구축 및 활용)

  • Water Information Systems requires efficient management, fast and highly advanced data processing. To respond these requirements promptly, it is essential to operate proper information systems. In the future, the system should be extended to comprehensive urban information systems. To implement these tasks, the user needs assessment were done using the study site data, Nonhyun-dong, Kangnam-ku, Seoul. Based on these analyses, the parcel-address based water information system was developed using the Arc Macro Language(AML) in Arc/Info, a vector-based GIS. The system was tested at the study site, then, the technological and institutional problems to be solved were discussed for the successful water information system.

  • Up to the present point in time, the level diagnosis system for urban reactivation have utilized various methods for establishment and management in Korea and overseas, such as city competitiveness evaluation, urban decay diagnosis, etc. However, contrary to performing diagnosis and evaluations on general cities in existing studies, it is found to be a very complex and difficult task to perform a diagnosis on the level of U-City due to its unique characteristics. It is difficult to determine the level of a U-City using a level diagnosis system used for general cities because a U-City is comprised of a connection/fusion of various structural elements. Therefore, in order to perform a systematic diagnosis of a U-City, it is necessary to primarily observe the structural characteristics of a U-city to derive a diagnosis system based on the relativity between each structural element. This study aims to propose a directivity of a U-City level diagnosis system in comprehensive consideration of various elements, such as the objective of a U-City, as well as the structural elements that compose a U-City based on the definitions prescribed in U-City legislations, including ubiquitous city planning, ubiquitous city infrastructure, ubiquitous city technology, services, etc. The results of this study are expected to provide a resolution for the regional quality differences of U-Cities, and also establish a stepping-stone for the realization of U-Cities with high degree of completion.

A Study on the Construction for Optimal Network of Metro Transfer System in Yangsan Area (양산지역 도시철도 환승체계 최적노선망 구축에 관한 연구)

  • Recently, the management of metro business in large cities has become more difficult because of increased construction and operation costs. The purpose of this paper presents the construction of transfer system to resolve about recent tendency to decrease of metro-users and diminution of use efficiency which are serious problems of Busan metro. To cope with this situation, it is necessary to examine the methods of obtaining returns on development profits of land value rises that occur due to transfer system construction between Busan metro line #1 and line #2 in Yangsan area. Therefore, it was made use of research on metro utilization to presuppose service improvement, as an alternative, in the transfer system construction between metro and metro which might be powerful influence over metro-users. In this research, it was examined the actual situation of rises in land values brought about by the transfer system construction of metro line #1 and line #2 in Yangsan area with application of four (4) methods, and have calculated a basis of the development profits produced by the transfer system construction of metro line. According to the economical efficiency analysis, the total construction cost amount to 4,827.1 billion won of case #1 based on single track, and evaluate economically as B/C to 1.013, NPV to 72.7 billion, IRR to 5.614 percent.

  • Facilities Management(FM) System is widely spread GIS applications introduced in local governments. Over the last few years many local governments in Korea have developed facilities management systems, especially for underground facilities(drinking water and sewerage) and road management systems. The concept of Standardized Facilities Management Software(SFMS) was developed to minimize the duplication of efforts in local governments. Recently local governments try to change their direction to Urban Information Systems(UIS) which can comprehensively manage their information project carried out by each sector. Therefore this study suggests a method for introducing a Standardized Facilities Management Software to help constructing urban information system. This method is expected to prevent double investment, reduce project time, minimize the risk of project failure, and activate information projects.

  • 최근 급속한 도시화로 인한 유역내 불투수 면적의 증가는 자연유역에 비해 짧은 도달시간과 높은 첨두홍수량을 유발하여 도시홍수 피해의 원인이 되고 있다. 이러한 도시지역 하천에서의 홍수량산정은 강우-유출관계를 근간으로 하는 HEC-HMS 모형 등을 주로 활용하고 있으며, 산정된 홍수량을 토대로 각종 치수대책을 수립하여 왔다. 그러나 도시지역내의 배수체계는 하천과 연결된 우수관로를 통해 이루어지도록 구성되어 있음에도 불구하고, 우수관로 시스템의 능력평가를 하천의 홍수량과는 별개로 평가하고 있다. 즉, 하천이 외수위에 대한 영향을 고려하지 않고 배수체계의 통수능력을 평가하여 배수능이 부족한 관거를 찾는 것으로 매우 근사적이고 비합리적인 대안을 제시하고 있는 실정이다. 따라서, 본연구에서는 도시하천의 홍수량 산정에 있어 우수관로를 통한 배수체계를 고려한 도심지의 홍수량을 산정하기위하여 도시하천의 비시가지역의 홍수량은 HEC-HMS모형으로 산정하여 XP-SWMM모형의 상류경계조건으로 두고 도심지의 모든 우수관로를 하천에 연결하여 홍수량을 산정하는 방법을 제시하였으며, 대상유역은 대전광역시를 관류하는 갑천에 대하여 적용하였으며, 갑천하구에 위치한 회덕수위표의 실측유량과의 비교를 통해 그 신뢰성을 평가하였다. 본 연구의 결과는 도시홍수예방과 침수범람도 작성 등의 도시침수해석 및 치수대책수립에 기초자료로 활용할 수 있을 것으로 기대된다.

  • 월간 <건축사>가 지난 2월 15일 김경민 서울대 환경대학원(도시계획) 교수를 만났다. 서울대 지리학과를 졸업한 김경민 교수는 UC버클리에서 정보통신 석사학위를 받고 실리콘밸리에서 소프트웨어 엔지니어로 근무했다. 이후 하버드대에서 박사 학위를 취득하고 보스턴 상업용 부동산 리서치회사 PPR(Property & Portfolio Research) 선임연구원으로 재직하는 등 다양한 분야의 지식과 경험을 갖추고, 현재 서울대 환경대학원 도시계획전공 교수로 부동산 트렌드와 건축과 공간의 동인이 될 만한 요소들을 분석·발표하며 방송 출연, 도서 집필, 인터뷰 등을 통해 다양한 매체에서 활발히 활동하고 있다. 김경민 교수는 본지와의 인터뷰에서 도시의 장소성·역사성을 이어나가면서 도시의 미래를 구현할 수 있는 새로운 거버넌스 체계의 구축, 도시개발의 비전을 제시할 공공 디벨로퍼와 도시개발청의 필요성을 언급하고, 도시·건축의 변화를 위한 네거티브 시스템 도입을 제안했다. 또 단순히 설계뿐 아니라 인문·역사적 이해를 바탕으로 금융 분야에서도 전문성을 갖춘 도시계획 플랜을 세우는 게 중요하다고 설명했다.

  • Objective of Urban regeneration is a recovery of urban utilities through a physical, environmental, cultural, industrial and economic regeneration. The current paradigm of urban regeneration is not a simple redevelopment as physical redevelopment or improvement. This study is proposed that value system management applied the benefit management, value system, Quality Function deployment for a value conflict of urban regeneration. There is a reason to conflict value that value system is unstructured. Because this study is proposed to establish the process of value system, and applied this process to Se-woon 4th area urban regeneration project. This study is analyzed to divide value system of urban regeneration program into city level, district level, zone level in district. An analysis of value system obtained through '2020 urban master plan', 'the downtown recreate a comprehensive plan', 'Se-woon New town plan'. It is proposed that value system management method through Between values correlation analysis and the order of priority deduction. These are obtained to use Delphi technique and Analytic Hierarchy Process(AHP)

A Study on the Influential Factors of the Resilient Development of Green Belts in Beijing (베이징시 그린벨트의 탄성 발전에 영향을 미치는 요소에 대한 연구)

  • Green belts can help to set boundary for city growth, provide ecological protection system and enhance the resilience of Beijing. During the implementation period of the current overall city planning of Beijing, the proportion of green space varies much among the sub-districts, villages and towns involved in the two green belts in the research. With this as starting point, by researching the correlations of 'city system factors' and 'planning policy factors' with the change in the scale of green space, the paper discussed the influential factors of implementing the planning of green space of Beijing, and conducted quantitative research, with such possible influential factors classified into 'city system factors' and 'planning policy factors'. Through multiple linear regression model, the paper tested the correlations of city system factors and planning policy factors (independent variable) with the increment in the construction land in green belts (dependent variable). Through influence to population aggregation and the expansion force of construction land, city system factors such as mountain land and water, house rent of unit area, accessibility of public transport and the newly-defined state-owned construction land generate correlation with the change in the scale of construction land in green belts.
