  • Among the methods to improve traffic congestion by providing real-time traffic information and solving problems like traffic congestion and traffic crashes, private enterprise is implementing policies to lower insurance premiums like compensation for drivers' driving safety scores. Despite the emergence of various incentive policies, a study on the level of incentive payment for safe/eco-friendly driving is insufficient. The research analyzed the satisfactory factors that affect the scale of incentives through questionnaires and the applicable scale of incentives that enable safe/eco-friendly driving using a binary logistic regression model. As a result of analyzing the incentive scale of the appropriate payment amount for each driving score increase, 0.4% of the toll fee was derived when the driving score increased by 20 points, and 0.5% of the toll fee was derived when the driving score increased by 30 points. This study on calculating the appropriate incentive payment scale for driver information sharing and driving score increase will help optimize incentives and prepare system implementation plans.

  • This study identified the characteristics of changes in forest areas of North Korea's major regions (Gaesong, Goseong, Pyongyang, and Hyesan·Samsu) using data on degraded lands collected via monitoring by the National Institute of Forest Science. The data, spanning 1999 to 2018, were cross-analyzed to determine trends in land cover change, and hotspot analysis was conducted to confirm evident changes in the forest areas. The results showed that the areas of interest substantially transitioned to other land use types from 1999 to 2008. Contrastingly, the range of changes decreased from 2008 to 2018, with some areas regenerating into forests. Nevertheless, the hotspot analysis indicated that hotspots occurred more intensively in the outskirts of cities and forest edges from 2008 to 2018 than from 1999 to 2008. The analysis also showed that the aforementioned changes were caused by various aspects, depending on regional characteristics and social factors. This study can be used as a basic reference for decision-making on the selection of basic forest restoration targets and restoration methods in inter-Korean forest cooperation initiatives.

  • In order to minimize damage from disasters, rapid initial measures using disaster response manuals are needed. However, the existing disaster response manual is written in the form of a vast booklet, so there is a limit to accurately understanding the contents of the manual and using it for disaster response. Therefore, this study established an e-SOP system based on the disaster response manual, and suggested countermeasures using the e-SOP in the event of a disaster. Based on the guidelines for preparing the on-site action manual, the main functions of the e-SOP consisted of situation propagation, situation reporting, and situation management. In order to increase the on-site responsiveness and usability of the system, the bottom-up reporting system was strengthened so that the person in charge could report the response situation of the site to the situation room using the situation reporting function. In addition, the situation room was able to identify and manage the progress of disaster response work and support decision-making through situation reports delivered from the field.

  • Online news on the Internet, as published open data, contain facts or opinions about a specific affair and hence influences considerably on the decisions of the general publics who are interested in a particular issue. Therefore, we can predict the people's choices related with the issue by analyzing a large number of related internet news. This study aims to propose a text analysis methodto predict the outcomes of events that take place in a specific place. We used topics of the news articles because the topics contains more essential text than the news articles. Moreover, when it comes to mobile environment, people tend to rely more on the news topics before clicking into the news articles. We collected the titles of news articles and divided them into the learning and evaluation data set. Morphemes are extracted and their polarity values are identified with the learning data. Then we analyzed the sensitivity of the entire articles. As a result, the prediction success rate was 70.6% and it showed a clear difference with other analytical methods to compare. Derived prediction information will be helpful in determining the expected demand of goods when preparing the event.

  • As inaccurate traffic volume prediction may result in inadequate transportation planning and design, traffic volume prediction based on traffic volume data is very important in spatial decision making processes such as transportation planning and operation. In order to improve the accuracy of traffic volume prediction, recent studies are using the geostatistical approach called kriging and according to their reports, the method shows high predictability compared to conventional methods. Thus, this study estimated traffic volume data for St. Louis in the State of Missouri, USA using the kriging method, and tested its accuracy by comparing the estimates with actual measurements. In addition, we suggested a new method for enhancing the accuracy of prediction by the kriging method. In the new method, we estimated traffic volume data: first, by applying anisotropy, which is a characteristic of traffic volume data appearing in determining variogram factors; and second, by performing co-kriging analysis using interstate highway, which is in a high spatial correlation with traffic volume data, as a secondary variable. According to the results of the analysis, the analysis applying anisotropy showed higher accuracy than the kriging method, and co-kriging performed on the application of anisotropy produced the most accurate estimates.

  • Recently, many people have attempted to combine the 4th industry in various fields. Citizen participation has also become more important in the policy making and decision making process. Therefore, this study examined ways to encourage citizen participation by integrating the 4th industry in the field of urban planning and design. The research method was to design street space using virtual reality, and to examine the preference of design and the satisfaction of using a virtual reality device for Cheongju citizens and residents. The main result is that the use of VR in the design process of street space can achieve a sufficient outcome in terms of inducing resident participation. The opinions of the respondents before and after the VR experience were different from each other. After the VR experience, understanding, participation and interest in design were improved. On the other hand, during the course of the study, there are many difficulties in obtaining a place that satisfied the conditions of the PC-VR equipment. Although it can be used by connecting a smart phone and a VR device, the constraint of free movement and degradation of the graphic quality are inevitable. In addition, it is difficult to operate simple interfaces because VR devices are not yet popularized. Accordingly, it will be necessary to popularize and commercialize VR equipment and establish a legal basis.

  • Heathcote (1998) identified a systematic, seven-step approach to general watershed planning and management. It consists of 1) understanding watershed components and processes, 2) identifying and ranking problems to be solved, 3) setting clear and specific goals, 4) developing a list of management options, 5) eliminating infeasible options 6) testing the effectiveness of remaining feasible options, and 7) developing the final options. In this study the first five steps of that process were applied to the Anyangcheon watershed in Korea, which experiences streamflow depletion, frequent flood damages, and poor water quality typical of highly urbanized watersheds. This study employed four indices: Potential Flood Damage(PFD), Potential Streamflow Depletion(PSD), Potential Water Quality Deterioration(PWQD) and Watershed Evaluation Index(WEI) to identify and quantify problems within the watershed. WEI is the integration index of the others. Composite programming which is a method of multi-criteria decision making is applied for the calculation of PSD, PWQD and WEI (Step 2). The primary goal of the study is to secure instreamflow in the Anyangcheon during dry seasons. The second management goals of flood damage mitigation and water quality enhancement are also set (Step 3). Management options include not only structural measures that can alter the existing conditions, but also nonstructural measures that rely on changes in human behavior or management practices (Step 4). Certain management options which are not technically, economically, and environmentally feasible, are eliminated (Step S). Therefore, this study addresses a Pre-feasibility study, which established a master plan using Steps 1 through 5.

  • The purpose of this study is to classify the lifelong learning policy implementation process of lifelong learning in Korea according to the policy making decision models and to suggest developmental tasks. Korea's lifelong learning policy came to a full-fledged start with the enactment of the Lifelong Education Act in 2000. The Lifelong Education Act proposed the establishment of an open educational system as a strategy to realize the lifelong learning society. According to the Lifelong Education Act, the Korean government has developed several lifelong education policies such as providing learning opportunity for the underprivileged, facilitating lifelong learning city project, building lifelong learning culture, recognizing of experiential learning result, funding lifelong learning hub university, launching lifelong learning supporting administrative etc. The Korean lifelong system is characterized as Allison's (1971) governmental/bureaucratic, Ziegler and Johnson's (1972) legislative, Griffin's(1987) social control and Green's (2000) state-led models which make policy through the coordination between the government and the parliament and control bureaucratic power and educational qualifications. Lifelong learning policies should be managed in terms of supply and demand at the learning market. In addition, the state has to strengthen lifelong learning through supporting NGOs' activities and adult learners' tuition fee for the disadvantaged group of people.
