Theory of Network city and perspective on development of the Yeongnam region (네트워크도시 이론과 영남권 지역의 발전 전망)

  • This paper is to provide some suggestions to complement and extend theory of network city, and to consider preliminarily its applicability for development of the Yeongnam region, exploring its normative implications for urban and regional policy and its significance of empirical research. In order to resolve some limitations and problems of network city theory and of empirical research, we need to reconsider systematically analysis methods, to extend indices of connectivity, to reconfirm normative characters inherent in network city theory, to suggest the constitution of cooperative governance, and to develop policies for embedding functional connectivity into internal community. In a preliminary analysis of Yeongnam region on the basis of network city theory, it is not clear whether the urban system of the region is entirely a type of network city, even though it seems to be close to network city. However, in order for the Yeongnam region to orient towards network city, we can point out importance of policy issues such as expansion of transportation and communication infrastructure, strengthening of economic connectivity, constitution of cooperative governance, and local embeddedness of functional network within the region.

An Analysis of Urban Network in Seoul Metropolitan Area by Interaction Indices (상호작용 지수를 이용한 수도권 도시 네트워크 분석)

  • Relying on the interaction indices - dominance index, relative strength index and entropy index, this paper analyzes the structural features of urban network in the Seoul metropolitan area with the flows of commuting, business, and freight. Analytical results show that the Seoul metropolitan urban system is vertical, size-dependent, one-way, and the highest city-dominant network rather than horizontal, size-neutral, two-way, complementary one. The network of freight flow is a little bit more symmetrical than the networks of commuting and business. However, the interaction with Seoul is still determinant in all aspects of hierarchical structure, relative strength, and symmetry of flow.

  • The purpose of this paper is to research the locational characteristics of commercial land use. So this study deals with the realation between land use pattern and the factors which influence commercial land use. To perform this purpose we choose Apgujung-Dong as a case study area which is specially characterized as fashion street. Commercial facilities are spreading into the inner residential areas in Apgujung-Dong. To raise the efficency accuracy of research, informations of lands and buildings are analysed with EXCEL, ARC/INFO, SPSS The results are : (1) The characteristics of lots and buildings in Apgujung-Dong are different in kinds of commercial facilities. (2) The floor where commercial facilities are to locate varies with functions. (3) Commercial land use pattern is influenced by lot size, building size and story, accessibility, adjacent land use, etc. (4) QS is a useful tool in relation with urban land use analysis.

Regional Development Policy in Korea-Past, Present and Future (한국의 지역발전정책-과거, 현재, 미래)

  • Recently the World Bank released its World Development Report 2009 (hereafter WDR 2009) with the title 'Reshaping Economic Geography.' In the report, the Korean experience in regional development policy was highly praised. Also, the current government has been trying to reshape the regional development policy in view of 5+2 Economic Regions. The main theme of this paper is how to establish the highly valueadding economic system and how to deal with scale economies for regional development. In this paper these tasks in Korea's regional policy were discussed with reference to the WDR 2009. Enhancing the density of the central city of each Economic Region, reducing the economic distance between cities and rural areas, and getting rid of the barriers to cooperation between provinces are the keys for the efficiency and the effectiveness of the regional policy. In addition, strengthening the national solidarity through collaborative development of 5+2 Economic Regions still remains as one of the major tasks of the Korean government.

  • W3C enacted RDF(Resource Description Framework based DCAT meta data standard, which is world-widely accepted so far. To guarantee the inter-operability and integrity of data from various sources and even from various countries, it is considered that transportation meta data should also follow the DCAT standard. But still, to represent the transportation domain-specific features, it is necessary to define new properties and vocabularies in addition to the DCAT standard. This research identified the additional properties and vocabularies for transportation metadata, considering uniqueness of transportation data. The revised RDF schema and RDF graph proposed in this research should be able to lead the transportation open data platform revitalization.

The Impact of Public Transit Accessibility on the Car-sharing Use Demand (대중교통 접근성이 카셰어링 이용수요에 미치는 영향)

  • The purpose of this study is to analyze the effect of public transit accessibility on the Carsharing use demand. By utilizing the rental historical DB of Greencar which is operated in Suwon city and public transit GIS DB, the use demand models for Carsharing by rental offices are built and analyzed in accordance with public transit accessibility. The result indicates 73% of walking as a majority, 3% cycling, and 20% using buses and urban railways to access Carsharing rental offices. The goodness of fit of Carsharing use models reflecting accessibility to buses and railways is verified as 0.818 which proves that public transit accessibility is a significant variable. Therefore, it is verified that installing Carsharing rental offices where public transit transfer is convenient can possibly increase the use demand. Especially, while accessibility to buses is verified as a significant variable out of other public transit means, the accessibility to urban railways is verified as not significant. This suggests that a variety of complementary policies such as transfer discount policy and one-way transfer return policy are necessary in between urban railways and Carsharing in order to promote mutual use demand in accordance with the other public transit means. This study result is yet the basic research on Carsharing, however it is expected to contribute to improvement of transfer demand in between different public transit means.

북한(北韓)의 경제개발전략(經濟開發戰略)의 구조적(構造的) 문제점(問題點)

  • 북한(北韓)의 경제개발전략(經濟開發戰略)의 제특징(諸特徵)은 저렴한 농산물가격(農産物價格)에 의한 농업부분(農業部分)에서의 잉여(剩餘), 저임금(低賃金)에 의한 도시노동자(都市勞動者)들로부터의 잉여(剩餘)를 가지고 경제발전(經濟發展)을 이룩하는 것이라 요약할 수 있다. 농민(農民), 도시노동자(都市勞動者) 양측(兩測)을 희생시키면서 유지되어 온 이러한 성장구조(成長構造)는 원래 같으면 저농산물가격(低農産物價格)${\rightarrow}$저임금(低賃金)${\rightarrow}$축적자금확대(蓄積資金擴大)${\rightarrow}$재투자(再投資)${\rightarrow}$생산량증가(生産量增加)${\rightarrow}$소비수준 (消費水準) 증가(增加)로 점진적으로 발전해야만 하는 것이다. 하지만 이러한 성장전략(成長戰略)은 처음부터 철저히 부정되어 왔다. 먼저 농촌부분(農村部分)부터 보면 농촌협동조합(農村協同組合)에서의 소유제도(所有制度), 분배제도(分配制度)의 문제(問題)로 인해 농민(農民)의 근로의욕(勤勞意欲)이 크게 상실되었고 그 결과(結果) 농업생산(農業生産)은 저하되었다. 한편 도시부분(都市部分)에서는 인민(人民)들의 저소비(低消費)의 결과(結果)로 축적된 자금(資金)이 군사부분(軍事部分)에 집중적으로 투자됨으로 인해 그 투자효과(投資效果)가 제 구실을 못하게 되었다. 뿐만 아니라 자급자족지향형(自給自足指向型)의 중공업화(重工業化)는 중공업(重工業)과 관련산업(關聯産業) 상호간(相互間)의 수요(需要)만을 충족시켜 왔다. 그 외에 기업(企業)이 국가(國家)의 지령(指令)에 의해서만 움직이는 국영기업관리체제(國營企業管理體制)의 비효율성(非效率性)도 지금의 북한경제(北韓經濟)를 침체(沈滯)의 늪에서 헤어나지 못하게 하는 주요(主要)한 요인(要因)으로 작용했다. 농업생산(農業生産)의 정체(停滯), 중공업(重工業)을 위한 중공업정책(重工業政策)이라고 하는 왜곡된 투자구조(投資構造), 기업관리체제(企業管理體制)의 비효율성(非效率性)은 북한(北韓)의 계획경제순환구조(計劃經濟循環構造)를 기본(基本)부터 뒤흔들기 시작하면서, 급기야 1980년대 후반부터는 순환구조(循環構造) 그 자체(自體)를 마비시키는 사태(事態)로까지 발전했다. 순환구조(循環構造)의 마비(痲痺)라고 하는 심각한 경제난(經濟難)을 타개하기 위해 북한(北韓)은 나진(羅津) 선봉(先鋒) 자유경제무역지대(自由經濟貿易地帶)를 설치(設置)하고 새로운 자금축적원(資金蓄積源)으로서 외국인직접투자(外國人直接投資)를 유치하는 개방정책(開放政策)을 추진하여 왔다. 하지만 북한(北韓)의 경제(經濟) 순환구조(循環構造)의 마비(痲痺)를 풀 수 있는 근본적(根本的)인 해법(解法)은 어디까지나 그 발단(發端)인 농촌(農村)의 경제체제개혁(經濟體制改革), 농(農) 경공업(輕工業)을 위한 중공업(重工業), 국영기업(國營企業)의 개혁(改革) 등을 과감히 실시하는 것이다. 왜냐하면 해외직접투자(海外直接投資)라는 새로운 자금축적원(資金蓄積源)은 어디까지나 지금의 악순환구조(惡循環構造)를 임시적(臨時的)으로 정지시켜 주는 보완적(補完的)인 조치(措置)에 불과하기 때문이다.

동서 광역개발 협력체계구축 방안 - 광양만, 진주권 개발을 중심으로 -

  • 전라남도와 경상남도는 강 하나를 사이에 둔 아주 가까운 이웃이며, 주민생활권이나 지역경제권이 상로연계성을 갖고 있다. 뿐만아니라 사회, 경제 문화와 보유자원의 여러 측면에서도 상로 본완적 성격을 갖고 있는 지역이다. 따라서 대승적 차원에서 볼 때 국토의 균형박전을 도모하고 진정한 동서화합을 위해 상로연계성을 갖고 있는 광양만, 진주권 광역새발을 공동으로 추진하여 동시화합의 대전기를 마련하는 계기로 삼아야 할 것이다. 이러한 차원에서 동서지역의 광역개발 필요성을 요약하면, 첫째, 최근 일정지역의 행정구역을 넘어서 인구와 물자 및 자원의 이용이 활발하게 이러나고 있어 통합적 계획 및 집행이 요구된고 있다. 따라서 광양만 진주권개발은 2개도에 걸쳐 광역개발권역을 설정한 우리나라 최초의 시범적인 계획으로써 세계적인 관심을 보이고 있다. 둘째, 국가경쟁력을 강화하기 위한 신산업지대의 조성과 연계교통망의 구축이 요망된다. 셋째 국토균형발전을 위해 수도권에 대응한 지방거점 도시권의 육성이 팽배하며, 넷째, 중북투자를 피하고 상호보완적인 기능을 극대화하여 진정한 동서화합에 대한 시대적 여청이 증대되고 있는 시절이다. 따라서 광양만 진주권 광역개발의 기본구상은 우선 경제적 물리적통합으로 실절적인 동서이익을 보색하는 차원에서 추진되어야 한다. 그리고 광양함을 국제물류의 중심지로 확충하고 주변지역에 대규모 물류 유통 및 국제기능을 유치하여 국제적 교류거점으로서의 기반 조성을 강화 하여야 한다. 또한 국제관광벨트 및 신산업지대의 형성과 함께 세계화 고속화에 걸맞는 교통기반시설을 정비하는 한편 자연친화적인 개발전략을 이룩함으로써 지구촌 경제하에시 지역균형개발과 지역의 국제경쟁역 확보차원에서 실현되어야 한다. 나아가 과양만권과 진주권의 경제 사회적인 통합을 달성함으로써 국민적 염원인 동서화합의 장으로 승화 발전 시킬 수 있도록 공간구조 및 기능의 분담배분이 요구된다. 기능은 동시지역을 연결하는 통합적인 기능 분담으로 과양만은 생산 및 물류지원기능의 강화와 전주 사천권은 첨단산업 연구 및 지원기능의 강화차원에서 배분이 요구된다. 이러한 광역개발계획이 세계적으로 추진될 때에 진정한 동서화합은 가능할 것이다. 따라서 진정한 도서화합을 유도하기 위해서는 광역개발을 실펀하기 위한 제도적인 협력체계의 구축이 요구된다. 동서지역의 광영개발을 위한 협력체계의 구축 방안은 첫째, 양 지역간에 협약제도르 도입함으로써 광역개발의 집행력을 강화하여야 한다. 즉, 개별 개발사업별로는 협약이 체결됨으로써 자치단체간의 역활분담이 분명하고 여차별 예산의 확보는 물론 사업시행이 구체화 될 수 있기 때문이다. 둘째는 양 자치단체간의 광역행정을 진담하는 기구의 절차가 필요한다. 광역개발 계획 추진 뿐만아니라 실질적으로 양권역이 공존공영을 위해 필요한 사업들을 추진 할 수 있도록 협의회 기능을 보완한 새로운 전담기구의 설치가 필요하다. 셋째. 광양만 진주권 광역개발 계획은 동서지역의 화합이라는 상징적인 의미를 지니고 있다. 따라서 중앙정부는 동서지역간의 진정한 화합을 유도하기 위해 제주도개발 특별법과 같은 �G동서지역개발 특별법�H을 제정하여 종합적이고 체계적인 개발을 유도 하여야 한다. 지역발전을 이룩할 수 있도록 자속적인 노력이 필요하다.

The Alternative Policies for the Sustainable Development of New Town in Metropolitan Area, Korea -The case of Jisan.Bummul, Taegu- (대도시 신시가지의 지속가능한 개발 대안 모색 -대구시 지산.범물지구를 사례로-)

  • The purpose of this study is to evaluate the environmental sustainability of new town development in metropolitan area, Korea and derive some policy implications for sustainable urban development. The case study area selected for empirical research is Jisan Bummul new town in Taegu. In the part of theoretical review, it is considered that the urban form suitable to sustainable development of a metropolis is the type of decentralized concentration. For the decentralized concentration form, we suggest developing suburban centers with self-sufficiency within a metropolis. This strategy is to develop a few suburban centers on the outskirts of a metropolis to decentralize urban activities of the central city, and to conserve the remaining. The empirical study evaluating the environmental sustainability of new town development shows that Jisan Bummul new town generally have low environmental sustain ability, because of the policy of mass housing provisions without consideration on overall natural conditions and environmental capacity of the area. To develop a new town. we must first select the locational site with minimum possibility of the destruction of natural environment, and then it is necessary to develop new towns into compact form to minimize the destruction of the natural environment. Second, a new town should be developed into a large scale to obtain urban self-sufficiency. Third plans must be established for decentralising both industrial and residential functions of a metropolis simultaneously. As more detailed policy implications, it is suggested that the policies are needed to improve the quality of educational conditions and enhance the level of services of public transport facilities. It is also necessary to establish the comprehensive development plan that takes the adjacent developmental area into consideration, and to prepare various action plans to bring up the facilities of self-sufficiency. In the selection of the location of a new town, the adaptability of public transportation planning must be emphasized. But, to take a program for short-term mass housing provisions must be restricted.

Retrospect and prospect of political geography and general-synoptic part of human geography in Korea (한국 정치지리학과 인문지리학 일반 50년의 회고)

Retrospect of Political Geographic Studies since Liberation, 1945 : 1) Period from 1945 to mid 1960s : There was not political geography as a science in Korea at the time of liberation from Japan 1945. At that time were not pure political geographers in Korea. In 1947, Moon-Hwa Pyo, economics professor, published a book titled Outline of Korean Geopolitics. This book was a first one in the field of political geography and available at that time in the logical descriptions. Bok-Hyon Choi was a first political geographer who in 1959 wrote a book titled Political geography for the collegians of Seoul National University. Professor Choi introduced American-style political geography through the book above mentioned. In 1963, Kie-Joo Hyong published an article titled "Korean Unification: Possibility from the Geopolitical Viewpoint" which was a first article published by Korean young scholar who studied geography in this country. 2) Period from late 1960s to late 1980s : Both Yoon Cha and Duck-Soon Im published frequently several articles of political geography or geopolitics respectively in 1968-1969. And they issued geopolitical disputes on Korean geopolitical structure and an application of rimland theory to Korean peninsula in 1969 through a magazine named Joung-Kyong Younku (the political and economic researches). The disputes played an important role of showing political geography (or geopolitics) to political sciences especially international political Science. Active researches still continued in 1970s. In that atmosphere the first Korean book of political geography written by a post-liberation scholar (Duck-Soon Im) titled Principles of Political Geography was published in 1973. This book was influenced much by American political geography after Second World War. In 1980s, the researches continued more actively. Especially administrative districts, capital cities, and sub-capital cities were frequently studied during this period. 3) Period from late 1980s to Present: Recent Studies : 1985 was a year of much production of articles of political geography. The first Ph.D thesis of political geography published in the same year in our country. And since 1985 produced many M.A. articles. Several categories of esearches of political geography was made in the period from late 1980s to present. Capital cities, Korean unification, administrative districts, urban politics, elections, sub-capital cities, and defense walls were important research categories. Reviewing the researches from 1945 to present. I found eight categories of political geography in Korea: capital cities, administrative districts, geopolitical structure of Korean peninsula, division and unification of Korea, sub-capital cities, defense walls, elections, and urban politics. Each category includes several scholars respectiveiy. 2. Study Tasks and Prospects in Korean Political Geography: In relation to Korean circumstances there are three study-tasks. The first task of Korean people is unification of two Koreas. Political geographers of Korea must al survey titled Survey Methods of Human Geography for collegians. This book was first one on survey part in Korea. The book however, is insufficient in comprehensiveness in aspects too. I think that the important tasks of general-synoptic human geography in Korea are \circled1 publication of comprehensive books of human geography in the aspects and methodologies for collegians and \circled2 acceptance of academic world of human geography in Korea of variety in methodologies of human geography for future progress. progress.
