Since the opening of Seoul Subway Line #1 in 1974, the number of passengers has been increasing. The possibility for passenger's accidents in railway stations has also increased. In order to decrease these kind of accidents, railway operation systems have been automated. Nevertheless, the possibility of a casualty accident in railway stations remains. This study analyzed the type of casualty accidents, casualty accidents by age, sex, pedestrian facility, and passenger type based on the internal data of Seoul Metro. The causes of casualty accidents are also found out. Finally, the establishment of railway safety education program and railway safety experience center are suggested in order to prevent the urban railway casualty accident in advance at railway stations.

Negligent accidents in urban railway station not only give damages to users but also cause avoidance of public transport usage. This study aims to identify design factors in designing urban railway station for reducing and preventing negligent accidents in the station. Especially this study identifies design factors from the perspectives of universal design concept which is for all persons. This study classified negligent accidents in urban railway stations, analysed degree of danger and identified the causes of accidents. Then this study identified universal design factors based on the results of analysis on the priority of accident factors relating to negligent accidents. The results of this study can be utilized as basic data in designing urban railway station for reducing and preventing negligent accident in urban railway station.

In order to assure the safety of train operation, a safety function analysis corresponding hazardous events of railway accidents and a safety requirement review on operation & management of trains have been performed. The preconditions and train composition requirements such as safety principles and functions that should be essentially considered to enable the safety operation of Urban-Transit trains are clearly presented. On the basis of presented train composition requirements, a rational revise of Urban Railway Operation Rule is proposed. It will be helpful in accident prevention and safety improvement for railway operation.

Since reports on trip delays or incidents often appear as accident articles on the press, the social criticisms and concerns on the safety of the urban railway are increasing. Therefore, a railway authority sometimes adopts an abstract safety goal like "let's build the urban railway to a masterpiece level" or "let's obtain an aeronautic safety level" to make citizens relieved and to alert involved persons. However with a vague goal, it is almost impossible to make an implementation plan systematic which helps the authority academically verify and validate if the goal is achieved or not. In this paper, the features of the railway safety are described and the safety models for securing the safety of the urban railway are surveyed and categorized. Based on the comparisons among the features and limitations of the models, we identify a more practical model which can be applied to the urban railway more effectively.

도시철도 운영기관에서 사용되는 감시카메라 및 센서의 수는 운영기관마다 수천 개 이상에 이르고 있으며, 그 수는 지속적으로 증가하고 있다. 역사 시설뿐만 아니라 현재는 차량 내에도 카메라 및 센서를 설치하고 있거나 설치할 예정이다. 또한 도시철도의 안전에 대한 요구가 증대되면 될수록 이러한 안전설비는 증가할 수밖에 없다. 그러나 현재까지 이렇게 많은 곳에 설치된 카메라 및 센서들과 안전 설비를 효율적으로 관리할 수 있는 방안은 없다. 아직까지 폐쇄회로 텔레비전에 의존한 수동적인 감시체계에서 벗어나지 못하고 있으며, 각종 센서 등도 독립적으로 기능을 수행하고 있어 기능의 중복투자 및 비상시 종합적인 판단을 하기에는 한계를 가지고 있다. 또한 새로운 안전시스템과 기존 시스템과의 호환성 및 확장성 등에 문제를 발생시킬 수 있으며, 종합 관제실 등에서도 종합적인 판단을 실시하고 상황발생시 즉각적인 대응을 하는 데는 많은 문제점을 가지고 있다. 이를 위해 본 논문에서는 도시철도 운영기관별 정보통신시스템 현황 및 종합감시시스템 발주사양서를 비교 분석하여, 도시철도 종합감시시스템에 대한 표준규격을 도출하였다.

The paper suggests to reclassify the casuality accidents types and causes at urban rail stations in the standardized code manner. In order to make standardized codes, 4,086 casuality accidents for Seoul Metro and Seoul Metropolitan Rapid Transit Cooperation (SMRT) are analysed. The standardized code for casuality accident types includes 4 distinct factors; casuality object, casuality location and casuality pattern. Also, the standardized code for casuality accident causes includes 4 distinct factors: casuality trigger, drinking or not, first cause and second cause. This code is deemed to play a big role to link the same casuality accident types or causes which can be used in the process of railroad safety management and emergency response system.

In this paper, we review the regulations relating to railway safety and station workers interviewed, eight urban rail accidents decreased operating agencies through the prevention research currently being conducted into the (Seoul Metropolitan Rapid Transit Corporation City, Seoul Metro, Incheon traffic mortality, etc.) the root cause for the lack of aggressive prevention measures performed on the difficulties related regulations, organizational culture and work environment, prevention of negative operating authority derived in three improvements were obtained through this direction. Finally, active accident prevention campaigns, and provide direction to increase the educational participation of guests. To reduce conducted a survey on human error risk factors and related experience frequency to drivers of Seoulmetro and Korail. The human error arising from systems operating urban railway aimed at eliminating and reducing the fundamental causes of urban rail accidents is based on research from a factorial point of view, since it contains problems dealing with the types and situations of accident generation. It is required to contribute to reducing human error so that urban railway accidents may be reduced and safe operation will be continuedly seared.
