Application of IPS model of city competitiveness to Korean cities, and strategies to enhance Chuncheon city's competitiveness (IPS 도시경쟁력 평가 모델과 한국 도시의 경쟁력 평가 결과, 그리고 춘천시의 경쟁력 향상 전략)

  • With the main player of international competition being changed from country to region/city, city competitiveness is emerging as driving forces of industrial and national competitiveness and organizations formed on a city level are regarded as the main unit of competition among nations. This paper's goal is to research upon the city competitiveness with an emphasis on the analytical tool applying IPS Model of city competitiveness to 75 Korean cities and to map out the strategies to enhance the Chuncheon city's competitiveness based on the results of the evaluation on Chuncheon city's current and future competitiveness with focus on the impact of the city's hosting World Leisure Congress and World Leisure Games in 2010. By discussing city's future competitiveness as well as its current strength at the same time, the more comprehensive perspective required in reinforcing city competitiveness is proposed in this paper and issues related to a city's context and policy can be evaluated and their solutions can be sought after. The study can also contribute to the establishment of city's development policies and detect sustainable growth power for individual cities.

  • 본 연구는 일본의 도시화재 위험성 평가방법 중 도시방재 실무 핸드북의 재해위험도 판정을 사용하여 우리나라 북촌한옥마을의 가회동 31번지일대 및 11번지일대를 대상으로 도시화재위험성 평가를 수행한 것으로서, 그 결과 A B구역에서는 도로폐색과 피난곤란으로 도시화재위험성이 높은 것으로 나타났으며, C D구역에서는 목방건폐율 불연영역율 제외한 부분에서 낮은 위험도를 보였다.

  • As a measure to overcome the limit of small city which is weak in spontaneous competitiveness and to improve the quality of environmental, cultural and economic life of dwellers, it analyzed the geographical characteristics of city, movement path, economic status and other simple problems comprehensively and produced the vague problem solutions for dwellers and the practical direction for design using the 3D simulation rendering in order to suggest the result to change the potential for urban policy into substantial alternative. Geochang-gun selected as research area is evaluated for the place with high symbolic value of bridge in terms of environment, and the new design development for this kind of public design can be the good measure to increase the competitiveness of the city. This research is to understand the direction of the bridge recreation project which provides the cultural space connecting with other areas and improves the competitiveness of small city and to suggest the appropriate bridge design in order to provide the reasonable maintenance direction related to the future development of public design and the achievement of the symbolism of the region and to suggest the examples of public design for the urban competitiveness. For this purpose, focusing on Wicheon-stream in Geochang County, Gyeongsangnam-do selected as the research and development area for bridge design, it is to design the concept design bridge newly emphasizing the symbolism of bridge-oriented city for the development of future city.

  • Urban cmmunity films have achieved the industrial modern society's idiosyncrasy Popular films have achieved the industrial growth through city as the completion of modernization. They also have represented the social meaning of urban space, and have expanded 'their political space' This filmic challenge showed diverse negative factors which were the poor's economical difficulties, the relative robbery of their education and job, and adhered class in city through developing the urban space with were hidden beyond modernity's splendor.

  • National and social issues are becoming increasingly common, but traditional policy-making methods are no longer effective. Therefore, evidence-based policy making is emerging as an alternative paradigm. Digital twin technology is one of the digital support tools for the new data-driven policy-making process. This study presents ongoing government experiments in the world where digital twin technology is applied to policy making and describes our experience in developing digital twin platforms in Sejong-the de facto administrative capital of South Korea.

A Study on Measuring Urban Sprawl and Its Policy Implications for Urban Growth Management and Urban Regeneration in Seoul Capital Region (수도권 도시 스프롤 평가에 따른 도시성장관리 및 도시재생 정책 방향에 관한 연구)

  • Urban sprawl has been criticized due to its negative effects, including the encroachment of farmland and open spaces, the increase in traffic congestion and air pollution, the decline of central city, the decrease in social capital, and the unfairness of tax burdens on infrastructure and public services. This study measures urban sprawl in the capital region of South Korea where the characteristics of urban sprawl have been known to be different from those identified in the U.S. metropolitan areas. In particular, the study examines whether the capital region has experienced the decline of the central city with an expansion of low density residential development in suburban areas. Three measurements, the sprawl index with population density, the ratio of changes in urbanized areas to changes in population, and the population density gradient, were employed to measure urban sprawl, and GIS mapping and descriptive analysis were used to examine the central city decline and the characteristics of development patterns in suburban areas. The results show that the capital region of South Korea is moving to the American style sprawled development with the decline of the central city and an increase of single detached homes in suburban areas, implying that policy makers need to develop growth management strategies to prevent urban sprawl and its negative effects that many U.S. metropolitan areas have suffered from.

  • Ubiquitous city which was appeared since 2006 is defined as "The city provided the ubiquitous city service anytime and anywhere using ubiquitous urban infrastructure to improve the city's competitiveness and quality of life" under ubiquitous city construction law. To realize the ubiquitous city, the city has to be constructed efficiently based on the spatial information. And connection of information achieve effective synergy. In this study, applied multilateral analysis to spatial information and administrative information to implement u-service focused on MACCA(Multifunctional Administrative City Construction Agency). Study about main function and product data with connection process of Korean Land Spatialization System and administrative information System was performed. Also, details of u-service and method of acquiring necessary data were derived. In Addition, the information connection possibility for efficient u-service realization was suggested by linkage analysis method to utilize the related information infrastructure jointly.

  • Global warming and a new energy policy request the energy saving and pollutant emission control in municipal level. Previous studies focus on transportation in the Seoul metropolitan area which can easily meet the policy goal by reducing it. This study expands the area of urban energy planning to the industries and land use which takes up most of energy use of the city. We empirically study the Busan metropolitan area's 5 years natural gas and electricity consumption data by the industries and land use. Results show that energy usage significantly depends on not only population but also urbanizing intensity and industrial category. This paper address that the policy maker need to pay attention on energy usage pattern of each sectors during the planning.

  • In recent years, it was recognized that aurban policy paradigm of sustainable urban growth management and transportation policies have been shifted : from the era of automobile-oriented policy to the era of public transport policy. Against this backdrop, the introduction of the multi-modal transfer center is very consequential. Therefore, it is necessary for the introduction of wide-area and local-centric transfer facilities, as well as the center of the country-led national backbone transfer center. This study was applicable at the multi-modal transfer center plans to introduce guidelines to provide transit facilities, considering the regional and functional characteristics to classify the types of multi-modal transfer center. The final types of multi-modal transfer center were classified into six, and by considering the combination of the criteria to be classified. The multi-modal transfer center type classification based on the case analysis of the types of facilities at domestic and abroad. If the data of multi-modal transfer are accumulated continuously, can expect a more reliable type classification.
