Urban Accessibility Index for Evaluation of Sustainability in Urban Transport System (도시 교통체계의 지속가능성 평가를 위한 도시 접근성 지표)

  • Accessibility is the generalized definition on how ease of access. Accessibility is used to appraise transportation project such as capturing the quality of the existing state of the transportation system at diverse spatial levels, It also reflects on the effect of improvements to the existing travel modes and the intoduction of new modes. The overall goal of this study is to propose a measure of urban accessibility in Seoul which can analyze various behavior of travelers in the city and to present applications. In this study, we apply measures of accessibility which are developed by CTR(The Center for Transportation Research, the University of Texas at Austin) to construct the urban accessibility index applicable for explaining trip behavior in Seoul. We evaluate sustainability of urban transport system in Seoul in 2002 by using the MAG(Modal Accessibility GaP) index which is developed to measure the accessibility gap between the more energy-efficient mode and less energy-efficient mode of transport. By analyzing the change of MAG index between 2002 and 2004 based on network data, we show how the public transportation system reform affect the sustainability in transport system.

Analysis on the Korean Highway in 2011 and 2017 Using Algorithms of Accessibility indices (접근성 지표의 알고리즘을 이용한 2011년과 2017년의 우리나라 고속도로 분석)

  • This paper proposes new algorithms of accessibility indices to analyze the connectivity of the Korean highway network. First of all, we find a transportation network that presents Korea's highway network in graphs in 2011 and 2017. And we analyze and compare the nation's highway network in 2011 and 2017 using concepts such as associated number, the relative distance, the accessibility, the degree of connectivity, the index of dispersion, the diameter of graph theory. To do this, an algorithm is presented which can easily obtain various accessibility indices from a given transportation network. Using the simulation results of this study, we can find city that is the center of traffic in the highway transportation network. In addition, cities that are included in the network but are relatively underdeveloped can be found and used as basic data for enhancing the connectivity of the nationwide traffic in the future. Moreover, the proposed algorithms of accessibility indices, which are modeled on highway transport networks, can help identify the accessibility space structure of each city and provide criteria for efficient and reasonable selection of alternatives in various regional planning processes, including transportation.

Quantitative Evaluation Indicators for the City Bus Route Network (시내버스노선체계 평가를 위한 정량적 지표의 설정 및 적용)

  • A balanced evaluation system for a bus route network was proposed for a mid-sized suburban city. The evaluation system consists of 7 criteria-accessibility, riding comfort. transfer rate, directness of route, productivity of operation, regional equity, and minimum requirement of bus fleet - and quantitative indicators representing each of the criteria. The proposed system was applied in Siheung, a suburban city in Seoul Metropolitan Area. Four alternative scenarios of bus route network including the existing one were evaluated. The results showed that the suggested criteria and indicators are acceptable for the evaluation of a bus route network. In order to enhance the proposed evaluation procedure, further studies on the normalization of produced values and weights for each of the indicators are needed.

  • 본 논문에서는 고속도로의 교통망의 연결성을 분석하고 예측하기 위하여 그래프 이론을 이용하여 접근성 지표의 알고리즘을 제안한다. 먼저 2025년 고속도로 교통망을 그래프로 나타낸 운송네트워크를 구한다. 그리고 그래프 이론의 연결수, 비교거리, 접근지표, 연결도, 산포지수, 지름 등의 개념을 이용하여 2025년 고속도로 교통망의 연결성을 분석하고 예측하기 위하여 주어진 운송네트워크로부터 다양한 접근성 지표를 쉽게 얻을 수 있는 알고리즘을 제시한다. 이를 통하여 고속도로의 운송네트워크에서 교통의 중심이 되는 도시를 찾을 수 있다.

  • In international communities such as UN-Habitat, Asian Development Bank, OECD, and etc. the importance of formulating and planning for equal living of all citizens within a city regardless of any social hierarchy is being recognized recently. For this purpose the concept of 'the inclusive city' is introduced, which requires the collective consideration of physical and social factors in urban planning. This study aims at the establishment of efficient indicators in order to graft the concept of the inclusive city on urban design, and at searching a plan capable of improving the inclusiveness through applying the developed indicators to an urban space actually. After introducing the indicators the priority orders of those are searched through AHP analysis and the corelation with the factors of urban planning is examined and analysed based on the priority, so as to suggest an efficient and practical plan for promoting the inclusive city in future.

A Study on Calculation of Urban Compactness Index Considering Space Syntax: Focusing on the Declining Local Cities (공간구문론을 활용한 도시 압축지수 산정에 관한 연구: 소멸위험도시를 중심으로)

  • Recently, Korea has been experiencing a problem of population decline, therefore the transition to a compact spatial structure is being urged. However, what is required is not just physical compression, but a compact city that also considers connectivity, in view of the changes in today's demographic and industrial structure. From this point of view, this study measures the compressibility of domestic cities suffering from extinction risk due to low birth rates, aging population, and population decline, and examined the spatial structure characteristics. In addition to the compressibility evaluation index used in previous studies, the compressibility of six indicators (population, land use, service accessibility, transport accessibility, connectivity, and concentration) was compared and analyzed, and a comprehensive compression index was calculated. The analysis results, based on the comprehensive compression index, classified 2.3% cities in the first grade, 4.6% in the second grade, 16.09% in the third grade, 43.68% in the fourth grade, and 33.33% in the fifth grade areas. Currently, the urban characteristics affecting the compactness index differ from region to region. Therefore, it is necessary to establish measures and policies for extinction risk considering the influence of each region's compactness index. This study is meaningful in that connectivity was considered using spatial syntax, and the compactness of cities at risk of extinction was compared and analyzed quantitatively. It is expected that this study will be used as basic data to establish the direction and action strategy for extinction risk cities.

Developing and Applying Smart Tourism Cities Competitiveness Index (스마트관광도시 경쟁력 지표 개발과 적용)

  • Keen attention has been directed at "smart tourism cities" due to its role of solving urban problems arising from modern tourism development. However, some local governments are making huge investments in developing uniform tourism apps without specific directions or guidelines for the transformation of smart tourism cities. Accordingly, this study aims to develop a standardized and objective smart tourism competitiveness index and evaluate the competitiveness rankings of various cities around the world. The index comprises the five subindices of attractiveness, accessibility, digitalization readiness, sustainability, and co-partnership. The analysis results have shown that Singapore is the most competitive smart tourism city, followed by Amsterdam, New York City, Seoul and Barcelona, with Ho Chi Minh and Bangkok being relegated to the bottom of competitiveness rankings. We expect that this index can be employed as a global standard for continuously and systematically monitoring smart tourism city-related projects in the future.

An Analysis of the Development Potential at the Urban Regeneration Area (도시재생지역 개발 잠재력 분석에 관한 연구)

  • This study firstly finds the factors for positive development of urban regeneration cases from the point of view of a public sector, and then analyzes the development potential of Urban Regeneration Projects in Gyeonggi-do through the methodology able to measure the development potential objectively. The process to analyze the development potential is as follows. First, after finding indices through literature review, indices with redundancy and similarity are drawn by the discussion with relative experts. Second, four clusters and twelve indices are drawn by the verification of experts. Finally, criticality analysis of indices are analyzed by ANP. According to the result to apply criticality analysis of indices to urban regeneration cases, factors related to residential environment and local economy influence development potential more than those related to infrastructures and land-use.

A Study on the Suitability Impact Factors of a Comprehensive Park as an Emergency Shelter for Earthquakes (지진대피공간으로써의 공원녹지 적절성 평가지표 연구)

  • Following the September $12^{th}$, 2016 earthquake in Gyeongju-city, the observation can be made that South Korea is not a non-earthquake country. Because of its particular characteristics, urban green spaces are good sites for protection during an earthquake but studies regarding the suitability of park green spaces as a form of earthquake shelter are few, making it difficult to highlight the function of park green spaces as emergency shelters. The purpose of this study is to identify indicators for suitability impact factors of comprehensive parks as emergency earthquake shelter zones. Using the Delphi method, three rounds of survey were implemented. According to the analysis results of Average value, CVR, Consultation and Convergence, ten candidate indicators were removed in the candidate group. Twenty-seven suitability impact factors of comprehensive parks were retained, including 8 indicators in the field of safety, 6 indicators in the field of accessibility, and 13 indicators in the field of service effectiveness.

  • 오늘날 사회가 더욱더 복잡해지고 도시규모가 확대됨으로서 사람들의 의식과 행태로 사회, 경제적 여건의 변화에 따라 다양하게 변모하고 있다. 이에 따라 교통계획의 대상이 다양화되어 지역적인 시각에서 국부적이고 단기적인 교통정책에 관심이 높아지고 있다. 이에 따라 본 연구에서는 토지이용지표의 하나인 접근성을 고려하여 이에 대한 통행거리에 따른 통행자의 교통수단선택이 어떻게 나타나고 분석되는 가를 도출, 장래 교통수요를 예측하여 교통계획을 수립하는데 있어서 교통수단에 대한 공급결정 및 교통시설에 대한 설치를 하는데 이들 수단이나 시설의 적정성 여부를 판단하는 지표가 되는 것이다. 이에 대한 근거로는 전통적인 4단계 수요예측방법을 사용하여 왔으나, 이러한 방법을 사용하는데에는 한계가 도출되어 최근에 사용되고 있는 개별행태모형 중에서 로짓모형을 이용한 방법을 선택하고 적용 가능한 가를 문헌적으로 접근하여 기본이론을 파악하였다.
