An Analysis of the Improvement before and after Economic-Base Urban Regeneration Projects using the Difference in Difference Method (이중차분법 적용을 통한 경제기반형 도시재생선도사업 전·후 개선실태 분석)

  • This study analyzed the effect of social, economic, and physical improvement in urban regeneration projects using difference in difference method in Busan and Cheongju City, utilizing population, regional economic, and old building data. The results of analysis indicated that the urban regeneration project had no effect on the social, economic, and physical improvement of the project area comparing the neighboring areas. In other words, at the end of the urban regeneration project, the business performance was not evident. Therefore, it is difficult to expect social, economic, and physical improvement if the urban regeneration project does not consider the linkage with the detailed project composition. In particular, it is necessary to carefully select detailed projects that meet the purpose of the project when establishing urban regeneration plans in the future.

A Study on the Demand Zone of Housing for New Town: Focused on Seoul Metropolitan Area (택지개발지구의 주택 수요권역 실증 연구: 수도권을 중심으로)

  • Recently one of interest concern in domestic housing market is to reduce the difference of supply and demand. Exact demand estimation by accurate demand region is a essential cue to reduce the gap. This empirical study compared the data of housing subscriber's real address with estimated demand area on household movement, which are applied by advanced studies. This empirical case data is related to 3 housing development districts in metropolitan area. As a result, This study found that the real demand area has a more widened coverage compared with those of household movement one. For to establish exact demand area, we found, more complementary considerations should be taken. Especially some factors such as distance between a project site and downtown of Seoul Metropolitan City, locational competitiveness on main demand and behind demand, and development scale are more considerable variables. In additionally, we found the demand areas are influenced by housing rental types, sizes and the real estate business trends. And also, this study found those factors should be considered with housing price and locational competitiveness.

  • The Urban Regeneration New Deal project, which started in 2017, has become an important means of urban redevelopment. Anyang Myunghak Village Urban Regeneration Project was selected in 2017 and is currently in its 4th year in 2021. During that time, many conflicts have occurred in the project promotion process, and conflicts are expected to occur in the future. The purpose of this study was to find out what kind of conflicts occurred in what form and how the conflicts were resolved through what solutions at each stage by targeting these Myunghak Village urban regeneration project. And through this, the characteristics of the conflict aspects that occurred in the Myunghak Village urban regeneration project(①The occurrence of continuous conflict in the urban regeneration project ②Composed of various conflict subjects and contents ③The role of conflict-related organizations is insufficient, ④The importance of communication with residents in conflicts) and implications for conflict management in future urban regeneration projects(①continual conflict management plan, ②Early formation of the conflict management organization and strengthening its role, ③communication with residents for conflict management, ④customized conflict management for each stage of project implementation) was presented.

A Study on Public Developer's Role through Urban Regeneration Projects in Japan (일본 도시재생사업에서 공공시행자의 역할에 대한 고찰)

  • This study is focused on the public developer's role of urban regeneration projects in Japan to derive implications for economy-based-urban regeneration programs by the Special Act on Activation and Support for Urban Regeneration (Urban Regeneration Special Act). 4 case studies; Otemachi 1-1, Shinonome, Shibuya Station and Osiage-Narihirabashi were delivered to review public sectors' roles. Central government, local government and public developer play key roles each step. Urban Regeneration Special Act doesn't set up public sector's role to deliver urban regeneration projects after establishment of master plan. These cases build the governance organization to deliver urban regeneration projects among diverse interest groups including private sectors and landowners. Especially, public developers play a key role as a coordinator and a developer throughout whole urban regeneration projects.

  • This study aims to investigate Marseille's Euromméditerranée project and provide policy implications for revitalizing domestic urban regeneration projects. First, we identify Euroméditerranée as a pivotal urban regeneration effort, executed by EPAEM-an organization fostering governance-driven project advancement through collaboration and investment from both central and local governments. This endeavor has significantly contributed to revitalizing Marseille, enriching the quality of life for its residents. Second, this urban regeneration project has the following notable features: consolidated approach with combination of full redevelopment and rehabilitation, integrated regeneration covering hardware-like physical regeneration and software-like economic, cultural, and environmental regeneration; government-type urban regeneration project structure. Finally, we suggest that policymakers should consider the economic scale in urban regeneration projects, national-level government organizations, and efficient public-private partnerships.

  • 오늘날 우리사회는 환경변화와 기후 위기 가속화로 인하여 삶의 질 악화는 물론 인류 생존까지도 걱정해야 시기에 이르렀는데, 이러한 변화의 주범인 온실가스의 75%가 도시에서 발생되고 있다(Global Sustainable Development Repor, 2019), 이에 국제 사회는 도시 중심의 녹색 전환 정책 추진 중인데, 우리나라는 2017년부터 '도시재생뉴딜사업'을 추진하고 있다. 이에 본 연구는 지자체가 주도적으로 환경성과 창출 방안을 마련, 도시의 지속가능성 높이는데 일조하고자 탄소중립 선도 도시 사례와 도시재생의 문제점을 살펴봄으로써 도심 내 과밀화 문제와 탄소배출 해결 방안을 제시하였다. 당초 '도시재생뉴딜' 사업은 도시의 다양한 니즈를 충족시키기 위하여 시작되었으나, 최근에는 도시 노후화와 탄소배출 문제에 대응하기 위하여 '그린도시', '친환경 도시'를 지향하고 있다. 그러나 이를 뒷받침할 법·제도의 제·개정 및 이를 바라보는 이해관계자의 시각 전환이 이루어지지 않아 크고 작은 많은 문제점이 발생하고 있다. 도시재생의 첫 번째 문제점은 정책지원의 30% 이상이 일반근린형에 집중됨에 따라 주거형 도시재생 양상을 띄고 있다는 점이다. 이는 임기가 제한된 지자체장이 가시적인 성과를 위하여 도시 내 인프라 확충에 집중한 결과로 지속가능한 도시재생을 저하시키는 요인이 되고 있다. 두 번째, 도시재생 뉴딜사업이 계획수립과정에서 지속가능성에 대한 검토와 환경성 평가에 대한 고려 부족으로 기후 위기 대응에 미흡한 실정이다. 노후 도시의 주거 과밀화 문제를 해결하고 효과적인 도시 탄소 감축을 위하여 건물 - 마을 - 도시 등 여러 공간 단위의 온실가스 배출량 감축 전략 수립이 필요하다. 세 번째, 치·이수 위주의 도시재생 뉴딜사업으로 탄소 중립 대책이 미흡하다. 대응 방안으로는 자원의 관점에서 물 소비 감소 촉진 및 재생에너지 증가 전략이 필요하다.

Diversification of Urban Regeneration Projects by Regional Characteristics (지역별 특성을 반영한 도시재생사업 다각화 방안)

  • This study focused on urban regeneration projects to diversify projects methods. Since the enactment of legal redevelopment projects, they were concentrated on improving the physical environment and supplying housings. In this article, 12 cities' urban regeneration policies and projects will be examined to point out the characteristics of each regions via documentary studies and interview investigations. They could be divided into 3 groups by population and region. Finally, this article is intended to propose diversified regeneration methods depending on the regions and to address implications on the regeneration policies.

A Study on the Categorization of Historic-Cultural Contents Project on Urban Regeneration (도시재생에서 역사문화콘텐츠 사업 유형화 연구)

  • This research examines the extent to which the Urban Regeneration Project has on not just physical environments and settings, but also non-physical elements such as history, culture, community, and the general economy, in addition to the analysis and categorization of its historical-cultural contents. In order to achieve this, the historical-cultural content were defined and categorized by analyzing a total of thirty-three characteristics of the Urban Regeneration Project. The analysis showed three things. First: historical-cultural business seen as a purpose of the Urban Regeneration Project comes to be subdivided into three different categories: the Arts & Cultural, the Economic Cultural, and the Historical Heritage. Second: the historical-cultural content as the leading projects were generally executed in collaboration with physical regenerations. Third: In the initial stages of the project, many businesses made crafty use of an eclectic of historical-cultural content. However, some conflicts between public officials and residents could be observed. In conclusion, the comprehensive use of historical-cultural contents in carrying out Urban Regeneration Project must have using historical-cultural content must have physical regeneration at its core, but also go above and beyond, expanding to an Human Resource-regeneration that is comprised of nonphysical regeneration as well as a governing body. Furthermore, hefty research on the development and appropriate usage of historical-cultural content is critical, as the 4th Industrial Revolution unfold before the world.

  • This research was inspected on the example destination of the actual condition of Deajeon metropolitan city for the urban regeneration projects. For that purpose, the database for these sections are constructed, but the lack of the information constructing, the 202 of Deajeon urban regeneration prearranged district can be implied by the urban regeneration concrete. The physical-environment regeneration of 123 district are classified into physical purpose of the improvement, the resource management of physical regeneration core strategy point and the core elements of the environment regeneration. The society-culture regeneration is classified into the purpose of history, culture resource regeneration of 21 district. The economic-industry regeneration presents the strategy and technique of 15 district. The Mixed regeneration resents the strategy and technique of 8 district.

  • As We experienced the onrush of industrialization, unplanned cities that had been grown rapidly are declining. The Urban Redevelopment is an alternative which is physical and functional improvement of declined cities. It has many types of undertaking by related law in Korea. But this undertaking has a problem. Whole designated district is separated several zones. And these zones are managed individually Therefore it has a difficulty to achieve overall goal of the urban redevelopment. The Urban Redevelopment should be managed over all. So we suggest application possibility of Program Management in Urban Redevelopment.
