A Case Study on the Community School for Urban Regeneration: A Convergence Approach Based on the Strength Model (도시재생사업활성화를 위한 주민대학 사례연구: 강점모델을 기반으로 한 융합적 접근)

  • The purpose of this study was to find ways to promote residents' participation as an important key for urban regeneration and enhancing urban competition. The Korea Convergence Society. The case of the design and operation of the community academy as part of the urban regeneration project (the New Ddeul Village Project) in the S district of Busan Metropolitan City was analyzed based on the strength model. Based on the job, this study presented some empirical discussions for a successful community engagement program. First, move away from the pathological model based on regional problems and approach it as a positive and potential-oriented strength model. Second, it is co-prosperity by utilizing the resources of local universities around the village. Third, to meet the diverse needs of local residents, they should seek regional support and exchanges through the convergence of college majors.

  • University has various resources such as intellectual human resource, spatial resource and facilities, and economic resource. At the same time, universities are, in general, found upon fundamental mission of public service, as well as teaching and research. Recently in Korea, it has been argued that we should make use of such resource of universities in the process of urban regeneration through university-community partnership. Yet, these arguments are lack of concreteness: 'which' kind of resource for 'what' kind of problem, and 'how'. Therefore, this research examined the case of university-community partnership in Japan and tried to find of some implications to Korean society. The reason for examining Japanese case is because Japan has experienced similar problems that Korea face such as aging population, decrease in the number of student, deteriorations of existing urban area; there are respectable amount of similarities between Japan and Korea in political, social and economic context; and because Japan has proceeded regeneration of communities through university-community partnerships.

  • 본 연구는 한국의 도시재생과 스마트 물 관리의 정책 분석을 위하여 도시재생과 스마트 물 관리의 등장 배경, 주요 현안 및 연계성을 모색하고 도시재생방안으로서 스마트 물 관리체계의 가능성을 검토하는 것을 목적으로 한다. 1950년대의 도시재건(Urban Reconstruction)과 1970~80년대의 도시재개발(Urban Renewal, Urban Redevelopment) 등의 정비 사업은 물리적 환경정비에 초점을 맞추었다. 그러나 1990년대 환경문제가 세계적 이슈로 등장하면서 교외지역 난개발 문제에 대한 대응책이 필요하게 되었고 도시의 물리 환경적, 산업 경제적, 사회 문화적 측면을 부흥시키는 도시재생 접근법이 출현하였다. 한국 정부는 2017년부터 시작한 '도시재생 뉴딜사업'의 일환으로 스마트 기술을 적용한 도시재생사업을 통해 스마트도시 선도국가 도약과 세계적 흐름에 부합하는 도시성장을 기대하고 있다. 1980년대 초 등장한 스마트 기술은 2000년대 들어와 스마트 도시, 스마트 인프라, 스마트 그리드 등의 분야로 확대, 진보하였다. 물 분야의 스마트 기술은 2009년 스마트워터그리드 이니셔티브(Smart Water Grid Initiative)의 발족과 함께 IBM, CISCO, Intel 등의 IT 기반 물 관리 워킹그룹 형성, Suez, Veolia, Siemens 등 수처리 기업의 스마트워터그리드 분야 진출 모색과 함께 발전하기 시작하였다. 이후 2012년 유엔 스마트 물 관리 포커스 그룹(ITU-T SG 5)의 스마트 물 관리 표준화 연구가 착수되었고 한국은 국토교통부 건설교통기술 연구 개발사업 중 하나로 스마트 물 관리 장기 연구 사업을 시작하였다. 스마트 물 관리는 수자원 및 상하수도 관리의 효율성 제고를 위하여 스마트 미터, 센서, 디지털지도제작 등 ICT를 이용한 차세대 물 관리시스템이라고 정의할 수 있다. 구체적인 대상 분야를 고려한다면 하천수, 우수, 지하수, 하폐수처리수, 해수담수 등 다양한 수자원의 관리, 물의 생산과 수송, 사용한 물의 처리 및 재이용 등 물 관리 전 분야를 포함한다. 그러나 스마트 물 관리의 용어와 개념을 처음으로 도입한 미국 등 선진국과 관련기업들은 스마트 물 관리를 '스마트 워터 미터, 센서, 첨단 모델링, 수문 지도제작, 스마트 관개농업, 자동화 로봇 등 다양한 기술을 통합적으로 운영하는 지능적인 수자원 관리를 위한 정보네트워크'로 정의한다. 일찍이 도시재생으로의 패러다임 전환을 실시한 영국 및 일본과 달리 한국의 도시재생은 개념, 구성요소, 범위, 사업방식 등의 여러 가지 측면에서 아직 형성단계에 있다. 또한 한국의 스마트 물 관리 논의는 개념정립 측면에서 심층적 논의가 거의 부재하였다. 기존의 논의들은 수자원 혹은 상하수도서비스 분야에서의 연구결과와 기술개발성과를 기계적으로 적용하고 확대하는 측면만을 부각시켰다. 그러나 이와 같은 스마트 물 관리에 대한 논의는 정보통신기술과 물 관리 서비스를 단편적으로 연결하고 적용범위를 제한할 수도 있다는 점에서 한계성이 있다. 본 연구는 국내외 문헌검토를 바탕으로 한국의 도시재생과 스마트 물 관리의 정책을 분석하고 지금까지 별개로 간주된 두 개념의 장점을 융합하여 향후 지속가능한 도시개발 사업으로서의 가능성을 검토하고자 한다.

A Study of Urban Regeneration Strategies Based on th Identification of Problems in the Old Downtown in South Pyeongtaek City : SWOT Analysis (평택시 남부권역 구도심의 문제점 파악을 통한 도시재생 전략 도출 연구 : SWOT 분석을 중심으로)

  • The purpose of this study were to examine the deterioration of the old downtown in the southern area of Pyeongtaek City and derive suggestions for an urban regeneration project in South Pyeongtaek City. To do so, the researchers investigated the researchers investigated the deterioration and current status of the downtown from a multifaceted perspective based on previous in depth. It was found that in Pyeongtaek City, problems unique to the southern, Pyeongtaek, and Paengeong areas interplayed in a complicated manner. Accordingly, for the urban regeneration project to be effective, continuous participation of experts and community residents with intimate knowledge of the regional features is essential. This study focused on identifying the reasons why the old downtown has deteriorated and suggesting ways to revitalize it. The study is of significance in that it derived urban regeneration strategies based on regional features.

The Optimal Project Combination for Urban Regeneration New Deal Projects (도시재생 뉴딜사업의 최적 사업지구 선정조합에 관한 연구)

  • The genetic algorithm (GA) and branch and bound (B&B) methods are the useful methods of searching the optimal project combination (combinatorial optimization) to maximize the project effect considering the budget constraint and the balance of regional development with regard to the Urban Regeneration New Deal policy, the core real estate policy of the Moon Jae-in government. The Ministry of Land, Infrastructure, and Transport (MOLIT) will choose 13 central-city-area-type projects, 2 economic-base-type projects, and 10 public-company-proposal-type projects among the numerous projects from 16 local governments while each government can apply only 4 projects, respectively, for the 2017 Urban Regeneration New Deal project. If MOLIT selects only those projects with a project effect maximization purpose, there will be unselected regions, which will harm the balance of regional development. For this reason, an optimization model is proposed herein, and a combinatorial optimization method using the GA and B&B methods should be sought to satisfy the various constraints with the object function. Going forward, it is expected that both these methods will present rational decision-making criteria if the central government allocates a special-purpose-limited budget to many local governments.

Evaluation of local comprehensive plan for sustainable urban regeneration (지속가능한 도시재생을 위한 도시기본계획 평가에 관한 연구)

  • The goal of this study is to examine municipality comprehensive plans by recognizing the problem that adverse impacts of urban regeneration impede the sustainability of specific renewal project. 10 major cities in Korea that are experiencing urban decline were chosen for the study area and plan evaluation indexes were adopted based on the sustainable urban regeneration principles in terms of environmental, social, and economic aspects. Plan evaluation was conducted by employing the content analysis method and developed assessment indexes for three sectors (factual basis, goal/objective, and policy/action) of plan. The findings show that policies, such as 'expansion of parks in urban area,' 'pedestrian-oriented street improvement project,' and 'countermeasures for local industry revitalization,' should be fundamentally included in adopting sustainable urban regeneration plans. Plan scores regarding sustainable urban regeneration had an insignificant relationship with the status of administrative district and plan adopted year. This is because metropolitan municipalities, including Ulsan, Daejeon, and Daegu, received relatively low plan score compared to local governments like Goyang and Suwon. Also, Daegu and Suwon, which established their comprehensive plan in 2018 obtained lower score than Seoul and Incheon, where its plans were created before 2015. Evaluation protocol and indexes that were suggested in this study can be used while reorganizing each locality's comprehensive plan, and thus, play as one of major bases in preparing future sustainable urban regeneration projects.

The Effect of Culture-Led Urban Regeneration Brand Experience on Integrity and Re-Visit Intention- Focus on the Ancient City of China (문화적 도시재생 지역의 브랜드 경험이 진정성 및 재방문의도에 미치는 영향 - 중국 고성을 중심으로)

  • Recently, cultural urban regeneration is emerging as a topic of cultural tourism. This study aims to understand the effect of brand experience on integrity, re-visit intention focus on the case of culture-led urban regeneration visitor. Therefore, in this study, we selected GuCheng, which is a representative successful case of cultural tourism in China, and we surveyed people who had visited ancient China's foetus. The results of path coefficient analysis and hypothesis testing determined that sensory experience, affective experience, intellectual experience positively impacted integrity. And the significant effect of affective experience, intellectual experience has been found on re-visit intention. The moderation effect of nostalgia has been investigated and the results revealed that nostalgia has significant moderation effect among brand experience, integrity and re-visit intention. Our research findings offer insights for GuCheng culture-led urban regeneration. And this study investigated Chinese visitor, which could offer theoretical implication for future study.

A Plan of Graffiti Utilization as Convergence Design on Urban Cultural Contents (그라피티(Graffiti)를 활용한 도시 문화콘텐츠 융합 디자인 방안)

  • This study discusses on the city-culture contents convergence design strategy which can be linked to the identity of the city through applying the graffiti on old-town of Dongducheon. First, the background and cultural asset of Dongducheon were researched. Second, the places revealing the identities were investigated. Third, the interviews with the college students in the city were performed. As the result, we found that using graffiti gains positive reaction as the reinforcement factor for the city identification. The exotic image made up by US military presence is evaluated as an important factor for the city identification. The Rock Festival is a representative cultural event derived by the cultural influence from the US military and is one of the crucial elements for the city identification. In this study, graffiti was proposed as the visual expression which can be harmonized with this culture and be reinforced for the city identity. Results of the study concludes with the strategy for the application of graffiti with the expectation for the improvement of city image of Dongducheon through the change of identity, urban regeneration, and making of pollution-free culture.
