Macroeconomic Growth and Poverty in Korea : Analysis of Urban Households in 1982-2004 (우리나라에서의 경제성장과 빈곤의 관계 : 1982-2004년 도시가구를 중심으로)

  • The purpose of this study is to investigate the empirical relation between economic growth and poverty in Korea. Especially, the focus is put on exploring if there are any changes in the relation of economic growth and poverty. From 1982-2004 Korea Urban Household Survey, I constructed the annual data of poverty rate. I also obtained the annual data of the real GDP and the unemployment rate from the National Statistical Office. Using these annal data of the poverty rate and the macroeconomic performance, I analyzed the relation of them. As the result, I found that the macroeconomic growth have played very important role in reducing the poverty rate in Korea. Since 2000, the macroeconomic growth have still worked as an effective instrument for poverty reduction. However, there have been poverty increase that has not been explained by the macroeconomic growth since 2000. Based on these results, this paper suggests that the anti-poverty strategy in Korea should be changed from the old strategy emphasizing only economic growth to the new strategy pursuing both economic growth and social security simultaneously.

A Study on the Urban Growth Change using Satellite Imagery Data (위성영상자료를 활용한 도시성장변화에 관한 연구)

  • Remote Sensing has been very useful tool in monitoring of cities and updating of GIS database compare to traditional methods due to its benefit; wide range covering on low cost and advanced data collection. However it had come to a limited method in limited researches because of its relatively poor spatial resolution in scanning. Recently launched satellites are able to produce improved imageries, and new commercial services have been commenced for the use of general public with higher spatial resolution up to $1m{\times}1m$. This study tackled a potential use of these improved satellite imageries in urban planning based on the Multi-temporal satellite imagery with particular reference to monitoring on urban areas, for example urbanization and its expanding. i) Portion of individual features and elements in each pixel of satellite imagery was computed based on 'Endmember' of targeted elements. ii) Urbanized areas were categorized based on the 'Fraction imagery' derived from the 'SMA algorithm'. iii) Alterations and expanding of urban areas were identified based on the Multi-temporal satellite imageries. Tested method showed a strong potential to produce more advanced monitoring skills of urban areas.

Urban Growth Prediction each Administrative District Considering Social Economic Development Aspect of Climate Change Scenario (기후변화시나리오의 사회경제발전 양상을 고려한 행정구역별 도시성장 예측)

  • Land-use/cover changes not only amplify or alleviate influence of climate changes but also they are representative factors to affect environmental change along with climate changes. Thus, the use of land-use/cover changes scenario, consistent climate change scenario is very important to evaluate reliable influences by climate change. The purpose for this study is to predict and analyze the future urban growth considering social and economic scenario from RCP scenario suggested by the 5th evaluation report of IPCC. This study sets land-use/cover changes scenario based on storyline from RCP 4.5 and 8.5 scenario. Urban growth rate for each scenario is calculated by urban area per person and GDP for the last 25 years and regression formula based on double logarithmic model. In addition, the urban demand is predicted by the future population and GDP suggested by the government. This predicted demand is spatially distributed by the urban growth probability map made by logistic regression. As a result, the accuracy of urban growth probability map is appeared to be 89.3~90.3% high and the prediction accuracy for RCP 4.5 showed higher value than that of RCP 8.5. Urban areas from 2020 to 2050 showed consistent growth while the rate of increasing urban areas for RCP 8.5 scenario showed higher value than that of RCP 4.5 scenario. Increase of urban areas is predicted by the fact that famlands are damaged. Especially RCP 8.5 scenario indicated more increase not only farmland but also forest than RCP 4.5 scenario. In addition, the decrease of farmland and forest showed higher level from metropolitan cities than province cities. The results of this study is believed to be used for basic data to clarify complex two-way effects quantitatively for future climate change, land-use/cover changes.

The Impact of Network with Central City on Urban Growth (중심도시와의 네트워크가 도시성장에 미치는 영향)

  • The development of science and transportation technology leads to the increase of inter - city networks that play an important role in urban growth. Overall, numerous studies based on network theory pay attention to positive effects of urban network on urban growth. However, some studies have pointed out the negative effects of inter-city interactions such as straw effects. This implies that the network between cities may not be positively correlated with urban growth, and that the direction of the influence may vary from a certain threshold, such as the marginal utility curve. In this context, the purpose of this study is to measure the impacts of network with central city on urban growth in the capital region and examine the relationship between urban network and growth. Two multiple regression models are employed with changes in population and employment as dependent variables. The urban network index and other control variables are used as independent variables. Especially, the urban network indexes are used in quadratic forms to examine non linear relations with urban growth such U-shape or an inverted U-shape. The results show that the relationships between networks with the central city and urban growth are not a simple linear, and the influence can be changed from the critical point.

Analysis of Changes in Urban Spatial Structure for Balanced Urban Development (도시균형발전을 위한 도시공간구조 변화 진단)

  • The purpose of this study is to diagnose urban spatial structures using spatial modeling techniques for balanced urban development as part of sustainable urban growth management. Since urban spatial structure is an interaction of various activities, it is necessary to interpret the analysis results in conjunction with the analysis of changes in spatial structural elements. In this study, population and transportation were approached for research purposes. Population data were applied to the Getis-Ord Gi* method, a spatial statistical technique, to analyze the concentration-decreasing region of the population. Traffic data analyzed the trend of centrality change by applying commuting traffic O-D data to Social Network Analysis techniques. The analysis showed that urban imbalance was growing, and the centrality of transportation was changing. The results of the analysis of spatial structure elements could be interpreted by linking the results of each factor to each neighborhood unit, predicting changes in urban spatial structure and suggesting directions for sustainable urban growth management.These results could also be used as a decision-making tool for various urban growth management policies introduced to cope with rapid urban development and uncontrollable development in many cities around the world.

  • The urban space has both aspects that the happy space that guarantees opportunity and comfort is an unfortunate space where poverty, exclusion and deportation proceed simultaneously. In other words, growth and decline are simultaneous within the city, and this phenomenon is more evident in modern society, which is getting more complicated. The harbor space is also affected by the growth and decline of the port industry directly or indirectly in the port area. However, since there is no systematic guideline for development and planning of port space in Korea, the phenomenon of the decline of the rear area, which is made up as if the harbor space has been growing and declining from past to present, is getting worse.

A Study on Effects of Urban Growth Management Style Urban Regeneration of the Mixed Use Building in Seoul (주상복합건물의 성장관리형 도시재생 효과에 관한 연구)

  • In the urban area where rapid suburbanization trend continues, the role of mixed use building is controversial. It is argued that the mixed use building is an effective tool to recover residential function of urban core(urban regeneration). It is also argued that the building is a cause of serious urban problems, such as congestion, public service shortages. The fundamental purpose of this study is to examine the role of mixed use building in terms of urban growth management in Seoul. For this purpose, data of mixed use building from 1981 to 2007 are collected and analysed. The results show that most of mixed use buildings are located in either sub-centers or population losing areas, rather than traditional urban core. Therefore, it is hard to accept that the two controversial arguments. The mixed use building noncore areas in most cases. However, it dose help to increase population inflow in non-core areas. it is difficult to accept the public service assertion which states that super-high rise mixed use building causes public service congestion, because the building is built in population losing or demand decreasing area. Based on these findings this study suggests some policy alternatives such as urban service boundary or concurrency program to management urban growth.

  • This study examines a degree of city decline and confirms a existence of inertia in the city decline process, and shows how to set the policy directions of cities as its situation. With understanding these things, we are carefully able to anticipate the future direction of cities'growth or decline. This study analyzes cross-tabulations with the comprehensive decline index, and the demographic-social index, industrial-economical index, physical-environmental index to compose the comprehensive decline index in during 2005~2010. We can confirm the existence of complexity and inertia of city decline. Some cities are likely to have adhesion of decline, and these cities should convert planning tools and concept of past growth era to new one to be used in changed environment in new era. Redefining a perspective for city decline, proper managing a change of physical environment from city decline, and flexible thinking would be requested as countermeasures with adjusting spatial policy framework.

The Characteristics of Land Use Change at the Urban Fringe - The Case of Daegu Metropolitan City - (대도시 주변 신개발지의 개발특성에 관한 연구 - 대구광역시를 사례지역으로 -)

  • The primary purpose of this study is to identify the characteristics of land use change at the urban fringe. For this purpose, the Daegu Metropolitan City is selected as a study area. Land use changes between 1990 and 2000 in fringe areas are identified by processing Landsat TM5 imageries. The main findings are follows: First, land development has been driven by residential development, especially large-scale residential development encouraged by the two-million housing construction plan. Second, the type and size of the land use conversion are not identical across the study area. For example, the main land use type of the newly developed area of Buk-gu is residential use while that of Suseong-gu is public use. Third, most of residential development type is a high-density development which is quite different from American type of low-density development.
