Urban Growth Analysis Through Satellite Image and Zonal Data (도시성장분석상 위상영상자료와 구역자료의 통합이용에 관한 연구)

  • Nowadays, a satellite image is widely utilized in identifying and predicting urban spatial growth. It provides essential informations on horizontal expansion of urbanized areas. However, its usefulness becomes very limited in analyzing density of urban development. On the contrary, zonal data, typically census data, provides various density information such as population, number of houses, floor information within a given zone. The problem of the zonal data in analyzing urban growth is that the size of the zone is too big. The minimum administration unit, Dong, is too big to match the satellite images. This study tries to derive synergy effects by matching the merits of the two information sources-- image data and zonal data. For this purpose, basic statistical unit (census block size) is utilized as a zonal unit. By comparing the image and zonal data of 1985 and 2000 of Daegu metropolitan area, this study concludes that urban growth pattern is better explained when the two types of data are properly used.

  • 서울은 600년이 넘는 역사와 전통을 간직한 우리 나라의 심장이자 얼굴이 되는 도시이다. 그러나 지난 30년간의 급격한 개발시대를 거쳐오면서 고도로서의 문화적 향기를 상실하였고, 매력과 특징이 없는 도시로 빠르게 변해가는 것은 안타까운 일이다. 이는 다가올 21세기가 서울의 정체성과 고유성을 더욱 필요로 할 것임에 비추어 더욱 그러하다고 할 수 있다. 서울은 급격한 경제성장으로 인하여 세계에서 그 유래를 찾기 어려운 급격한 변화를 보인 도시이다. 서울의 도심부를 둘러싸고 있는 북악, 인왕, 낙산, 남산은 옛 모습을 지니고 있으나 그 내부는 과거의 모습을 찾기 어렵고, 다만 현대적인 모습만이 흘러 넘치고 있을 뿐이다. 또한 서울은 물리적으로 엄청나게 성장하여 그 경계를 찾기 어려운 도시가 되어버렸다. 따라서 서울은 밝고 번영하는 모습과 어둡고 불합리한 모습이 공존하는 이상한 도시로서 인식되고 있다. 서울을 현재의 모습과는 전혀 새로운 환경으로 개발하고 보존할 수 있는 대책과 계획이 더욱 필요한 때이다. 공공과 민간 그리고 시민이 참여하여 600년 고도의 역사성이 드러나고 걷고 싶고 인간적인 분위기를 간직하며 다양한 기능과 형태가 조화롭게 공존하는 도시로 가꾸어갈 수 있는 지혜를 모아야 할 것이다. 이번 특집에서는 서울을 대상으로 하여 그 역사적인 흔적과 오늘의 모습 그리고 미래의 대안을 회고하고 진단하며 모색하는 기회를 갖기 위해 여러 전문가들의 글을 마련하였다.

Theoretical Reflections on the Calculation of Development Impact Fees (도시개발부담금 산정에 관한 이론적 고찰)

  • This paper theoretically explores the calculation of development impact fees focusing on urban growth, new urban development, developer, urban planner, housing, real estate market, community planning, community financing, local government, land use planning, public facilities, and development cost. Many questions related to who bears the burden of paying impact fees beg for answers based on empirical analysis. Those questions involve the extent to which landowners bear the burden, the effect of different levels of impact fees on the socioeconomic mix of communities, the distribution of fiscal benefits within a region where urban communities assess different levels of impact fees, and the preparedness of urban communities to accommodate development displaced by impact fees. Broader questions also relate to how urban and regional form is affected by differential application of impact fees throughout an area and whether money gained from the impact fees makes regional growth more or less efficient. Who ultimately pays development impact fees? There has been little empirical evaluation of how the market responds to development impact fees, but there is considerable information to suggest that, on the whole, the occupants - residents and users - pay the majority of the development impact fees.

Prediction of Land-Use Change based on Urban Growth Scenario in South Korea using CLUE-s Model (도시성장 시나리오와 CLUE-s 모형을 이용한 우리나라의 토지이용 변화 예측)

  • In this study, we used the CLUE-s model to predict the future land-use change based on the urban growth scenario in South Korea. The land-use maps of six classes (water, urban, rice paddy, upland crop, forest, and grass) for the year 2008 were obtained from the Ministry of Environment (MOE), and the land-use data for 5-year intervals between 1980 and 2010 were obtained from the Water Resources Management Information System (WAMIS), South Korea. For predicting the future land-use change, the MOE environmental conservation value assessment map (ECVAM) was considered for identifying the development-restricted areas, and various driving factors as location characteristics were prepared for the model. The predicted results were verified by comparing them with the land-use statistics of urban areas in each province for the year 2008. The prediction error rates were 9.47% in Gyeonggi, 9.96% in Gangwon, 10.63% in Chungbuk, 7.53% in Chungnam, 9.48% in Jeonbuk, 6.92% in Jeonnam, 2.50% in Gyeongbuk, and 8.09% in Gyeongnam. The sources of error might come from the gaps between the development of political decisions in reality with spatio-temporal variation and the mathematical model for urban growth rate in CLUE-s model for future scenarios. Based on the land-use scenario in 2008, the land-use predictions for the year 2100 showed that the urban area increased by 28.24%, and the rice paddy, upland crop, and forest areas decreased by 8.27, 6.72, and 1.66%, respectively, in South Korea.

An analysis of Growth Factors on the City-Gas Industry by Input-Output Structural Decomposition Analysis (구조분해분석을 통한 도시가스산업의 성장요인 분석)

  • The purpose of this paper is to examine the factors that encouraged the industrial growth of Koran city gas industry during 1995-2009, by carrying out input-output structural decomposition analysis(IO-SDA) using Syrquin's model. The results show that the main factors which contributed to the growth of the Korean city gas industry are final domestic demand(48.4%) and technological change(38.6%). By examining the results for the three periods of 1995-2000, 2000-2005, and 2005-2009, the tendency of changes between the two main factors is drawn. In contrast to the drastic decreasing tendency of the final domestic demand's contribution to the growth, 84.5%, 18.9%, and 15.4%, respectively for each period, there is an increasing tendency for technological change as seen by the results of 7.4%, 70.0%, and 42.2%, respectively. These findings may be a result from the fact that the rate of gas supply in the residential sector has been saturated recently. They are also reflective of the energy consumption trend of industrial activities as there has been a shift in the approach for supplying energy, from the traditional approach which use fossil fuels to the newer approach which uses environmentally friendly energy sources. For the continued growth of the city gas industry, policymakers sould consider greater investment in the expansion of city gas supply infrastructure for industrial activities rather than for the residential sector.

Linking Urban Development Density with Infrastructure Capacity (GIS를 활용한 도시개발과 기반시설의 합리적 연계)

  • Urban infrastructure is a core of urban growth management which concerns with location, time and costs of development. Despite an inevitable link between development density and infrastructure capacity in urban areas, little study have been performed. For this reason, development activities are undergone without any clear evidence or analysis. The main purposes of this paper are to build subject maps of urban infrastructure capacity which illustrate the level of education service and road capacity, and to give reference standard for development decision at given location. For these purposes, the case study of the high-rise multi-purpose buildings in Daegu metropolitan city is performed. The main findings are follows. First, road ratio is high in the CBD and its surrounding areas as well as rural area, and low in areas of manufacturing, parks and military use. Second, educational facility, represented by the number of student per classroom of elementary school, is fairly abundant across the city, especially in the CBD and rural areas. Third, the high-rise multi-purpose buildings have been built in population-losing infrastructure-abundant areas, in general. Based on these results, this study concludes that the high-rise multi-purpose buildings may induce population-inflow and have low possibility to bring about overly dense developments.

Examining the Urban Growth Process of the 1st New Town -Focusing on the Keyword Network Analysis of Newspaper Articles using Text Mining- (1기 신도시의 도시 성장 과정 고찰 - 텍스트마이닝을 이용한 신문기사의 키워드 네트워크 분석을 중심으로 -)

  • The purpose of this study is to explore urban issues that have arisen in the urban growth process of the 1st New Town for about 34 years since its construction through newspaper articles. For this purpose, newspaper articles related to the 1st New Town were collected using web crawling, and content analysis was conducted based on text mining. The main findings of the study are as follows. First, in the early stages of the construction of the 1st New Town, issues were diverse in the following six sectors: living service facilities, real estate, transportation, urban development and maintenance, safety, and housing supply, but gradually narrowed down to those of real estate and urban development and maintenance. Second, during the new town construction and urban stabilization stages, the network structure centered on 'Seoul' was maintained, which can be explained by the fact that the 1st New Town was geographically located on the outskirts of Seoul, and many articles compared the issues to Seoul. Third, the issue of urban aging appeared from the 10th year after construction, and the discussion on urban reorganization due to urban aging began in earnest from the 30th year after construction. The significance of the study is that it explored the urban issues that occurred throughout the urban growth process of the 1st New Town, and can be used as a basis for preparing a plan to reorganize the 1st New Town.

Nitrogen Fixation Screening and Plant Growth Assessment for Urban Greening (도시 녹화를 위한 질소고정 균 선별 및 식물 생장 평가)

  • Currently, urban greening projects and research are attracting attention as a way to mitigate urban heat island phenomenon. In this study, nitrogen fixative bacteria were isolated and their effects on plant growth were confirmed. First, enrichment was performed in a nitrogen-free medium to isolate the nitrogen-fixing bacteria, and the colony showing high growth in a medium with limited nitrogen source was isolated and purified. Separated bacterial isolates were reduced by more than 90% acetylene by ARA and indirectly confirmed the activity of nitrogenase by ethylene production. Cedecea sp. MK7 and Enterobacter sp. Y8 with confirmed reproducibility were selected as nitrogen fixative bacteria. Nitrogen fixing bacteria were applied to the growth of perennial rye grass, and it was found that the dry weight increased to 34.80 mg (186.60%) compared with the control with 18.65 mg dry weight. After plant growth, microbial community analysis of soil applied by bacteria showed similarity to the control group. Therefore, in this study, it is expected that the efficiency will be increased if plant growth is promoted by using nitrogen fixing bacteria in urban greenery system.

A Strategic RIS Model for Sustainable Urban Growth Management based upon Smart Growth (도시성장관리를 위한 스마트성장 기반 RIS 전략모형 연구)

  • Modern urban cities are experiencing various problems like chronic traffic congestion, environmental pollution, reduced open space, shortage of affordable housing, deterioration of old downtown and sprawl. Under these circumstances, the urban sustainability can be grasped in many view points. Among these view points, urban growth management is one of the most recent and important issues that should be implemented by local government for the urban sustainability. This study will investigate the concept of Smart Growth as an executable strategy for the realization of sustainable urban growth management. On the other hand, one of the most important problems that hinder the urban sustainability is the lack of consistency in driving the sustainable strategy originated from the fragility of virtuous cycle of internal organizations themselves. This study will suggest an alternative local government organization model that enables the consistency and virtuous cycle of sustainable urban growth management based upon Regional Innovation System concept.
