A Survey on the Awareness of Citizen Participation in Urban Park Management - The Case Study of Choansan Urban Neighborhood Par]k - (도시공원 관리에 있어서 주민의 참여의식에 관한 연구 - 초안산근린공원의 이용객을 대상으로 -)

  • The purpose of this study is to make theoretical foundations and collect basic data about citizen participation in Urban Park. To accomplish the purpose, a questionnaire survey was employed in Choansan Urban Neighborhood Park. The contents of questionnaire consist of the socioeconomic characteristics and the level of interests in park, the cognition of park management, the intention of participation of park management. 63 samples of total 75 respondents were used for final analysis. As a result of the analysis, most of respondents were interested in the park and they recognized the current park management affirmatively. They expressed strong intention of the participation in park management and this tendency existed in the group of old man, large income earner, men with great interest of the park strongly. Especially, the difference of intention of the participation in park management according to the level of interests in park supported the existing results of research.

Visual Access Opportunity Analysis of Neighborhood Park Users using Space Syntax Theory - Focused on Cheongju City - (공간구문론을 이용한 근린공원 시각적 접근기회 분석- 청주시를 중심으로 -)

  • This study analyzes the visual access opportunities of neighborhood park users using the Space Syntax theory. In order to achieve this goal, 27 neighborhood parks were selected and 27 axial maps drawn according to the spatial configuration of the sites. Based on the axial map data, this study has calculated some specific space syntax indices, including Connectivity, Integration, and Intelligibility using the Axwoman ver 3.0 based on the Arcview 3.2 application. The value of the representative indices were used to examine visual access opportunities presented by the parks. This study was conducted in two aspects: one focusing on the entire space and another focusing on only the main entrance of the parks. The former used integration and intelligibility values and the latter used connectivity and integration values to evaluate the visual access opportunities of the sites. As a result, this study found that some parks, including Joongang, Balsan, and Sangdang, have high visual access opportunities in terms of the spatial configuration surrounding the park, which shows an integration value higher than 2, and also having intelligibility values higher than 0.7. This is the result of the grid land use pattern surrounding the parks and the straight roads that are closely linked to the main entrances of the parks. It is expected that this methodology and results will be used for locating neighborhood parks during the urban planning stage as providing reasonable evidence.

A Study on Business Value for the Creation of a Private Park regarding Long-term Non-executed Urban Parks - Focused on Long-term Non-executed Neighborhood Park in Gwangju Metropolitan City - (장기미집행 도시공원의 민간공원 조성을 위한 사업성 연구 - 광주광역시 장기미집행 근린공원을 중심으로 -)

  • The study shows solutions of long-term unexecuted urban park and activation plans to facilitate the business promotion of Private Park Developers. This study conducted a feasibility analysis to determine if the business of a special case is applicable. The result of this study is as follows about three long-term unexecuted urban parks in Gwangju Metropolitan City's City Park. First, the three long-term unexecuted urban parks in Gwangju Metropolitan City's City Park are the forest type Neighborhood Parks. Businesses of a special case's park developing cost(average 0.4%) have a relatively low percentage. It is most affected by Land Compensation(average 33.8%) and building construction expenses(average 59.1%). Second, long-term unexecuted urban parks' Land Compensation and building construction expenses seed capital are excessive. The Bongsan Park balance floor space index is 179 percent; a reasonable profit floor space index is 220 percent. The Mareuk Park balance floor space index is 351 percent; a reasonable profit floor space index is 420 percent. The Jungoe Park balance floor space index is 327 percent; a reasonable profit floor space index is 400 percent. Third, to facilitate the business of special cases in deliberating, Bongsan Park should change its second class general residential area. Jungoe Park must change the quasi-residential area and semi-residential area. Mareuk Park must change the general commercial area. In this way, the feasibility of promoting private park projects will be improved.

Changes in the Number of Urban Park Users Due to the Spread of COVID-19: Time Series Big Data Analysis (COVID-19 확산에 따른 도시공원 이용자 수의 변화 - 시계열 빅데이터 분석 -)

  • This study empirically analyzes the effect of the spread of COVID-19 and the implementation of social distancing on the number of park users. To this end, we analyzed the time series data on the number of users and the COVID-19 outbreak at Olympic Park, a large-scale comprehensive urban park located in Songpa-gu, Seoul, and four neighborhood parks in the same municipality. And this was compared with the effect on the change in the number of users around Jamsil Lotte World, a representative indoor complex leisure space in Seoul. The analysis results are as follows: First, in small neighborhood parks located in residential areas, the number of users increased by 3 to 6% on average due to the implementation of the social distancing measures and the increase in the number of confirmed COVID-19 cases. In particular, it was found that changes in park use were sensitive to the increase in the intensity of social distancing. On the other hand, the number of users around Jamsil Lotte World decreased by 38% on average, and in the case of Olympic Park, the number of users decreased by 1.9% on average due to the spread of COVID-19. Considering that the number of the vehicle users representing remote users of Olympic Park has decreased by 23% on average, it is estimated that there is little change in the number of users in the surrounding areas. This suggests that urban parks, especially neighborhood parks in residential areas, play a role as a major refuge and leisure space for urban people in the event of a pandemic disaster such as COVID-19, and therefore need to be properly supplied and maintained.

MULTI-STAGE AND MULTI-OBJECTIVE ALLICATION PROCEDURES OF URBAN PARKS USING LOCATION DECISION SUPPORT SYSTEMS (공간의사결정보조체계를 이용한 다단계 및 다목적 도시 공원 배분에 관한 연구)

  • 본 연구의 목적은 공간의사결정보조체계를 도시 시설중의 하나인 공원배분계획에 이용하여 현재 이용되고 있는 공원 배분 계획의 결점을 보완하는데 있다. 두 가지 요소 즉 이용자 행태 및 효율성과 형평성을 고려한 정책이 공원 배분계획에 주요한 역할을 하는데 본 연구에서는 효율성과 형평성을 중심으로 공원배분계획을 살펴 보고자 한다. 이를 위해서 지리정보체계를 이용한 공간의사결정보조체계가 이용되었는데, 이는 많은 양의 데이터나 계산을 물론 가중치, 계획 기준 등 변수를 변화시켜 봄으로서 여러 가지 대안을 쉽게 평가할 수 있어 공원배분계획에 도움을 주기 때문이다. 도시 공원을 위한 GIS 응용 공간의사결정보조체계의 유용성은 원형 연구를 통해 살펴 보았다. 원형은 여러 가지 유형중 도시 근린공원을 이용하여 도시 지역을 모사한 것이다. 원형연구에서 UPLDSS의 모델들이 다단계 및 다목적 계획을 잘 수행할 수 있음을 보여주었다. 즉, UPLDSS는 계획가가 계획 목적에 따라 여러 가지 다른 시나리오를 만들어 그에 따른 대안을 구축하고 평가하는데 도움을 줄 수 있다. 이것을 특히 계획가가 여러 가지 대안 중 어느 대안이 우수한지 쉽게 평가하기 어려울 때 계획가의 의사결정에 도움을 준다. 그리고 본 연구는 다른 위계의 공원 계획에도 이용될 수 있음은물론 다른 도시 시설물의 배치에도 이용될 수 있다.

Environmental Equity Analysis of the Accessibility of Urban Neighborhood Parks in Daegu City (대구시 도시근린공원의 접근성에 따른 환경적 형평성 분석)

  • This study aims to investigate the environmental equity of the accessibility to urban neighborhood parks in the city of Daegu. The spatial distribution of urban neighborhood parks was explored by spatial statistics and the spatial accessibility to them was then evaluated by both minimum distance and coverage approaches. Descriptive and inferential statistics such as proximity ratio, Mann Whitney U test, and logistic regression were used for comparing the socioeconomic characteristics over different accessibilities to the neighborhood parks and then testing the distributional inequity hypothesis. The results from the minimum distance method indicated that Dalseo-gu had the best accessibility to the neighborhood parks while Dong-gu had the worst accessibility. It was apparent with the coverage method that Dalseo-gu had the best accessibility whereas Dong-gu and Nam-gu had the worst accessibility to the neighborhood parks at 500m and 1,000m buffer distances. There existed the spatial pattern of environmental inequity in old towns with respect to population density and the percentage of people under the age of 18. The spatial pattern of environmental inequity in new towns was explored on the basis of the percentage of people over the age of 65, the percentage of people below the poverty level, and the percentage of free of charge rental housing. These results were closely related to the development process of urban parks in Daegu stimulated by the quantitative urban park policy, urban development process, and residential location pattern such as permanent rental housing and free of charge rental housing. This study further extends the existing research topics of environmental justice related to the distributional inequity of environmental disamenities and hazards by focusing on environmental amenities such as urban neighborhood parks. The results from this study can be used in making the decisions for urban park management and setting up urban park policy with considering the social geography of Daegu.

A Study on the Inducement Distance of Senior-Friendly Park and Evaluation of Green Service Area - Focused on the Pedestrian Aspect - (보행적 측면에서 노인친화형 공원의 유치거리 도출 및 녹지서비스 지역 평가 - 보행자 측면 중심으로 -)

  • The objective of this study was to derive the served distance of the senior-friendly park considering physical changes, which were estimated through a comparison experiment at an actual target site. The time to walk 500m was examined because 500m is considered the served distance of a neighborhood park and as a standard set by the city. The mean walking time of the control group (younger than 65 years) was 536 seconds, while that of the treatment group (older than 65 years) was 889 seconds, which was approximately 1.7 times longer than the control group. The results of this study also showed that the walking time of females was longer than that of males when they were older than 65 years old. The walking velocities of the control group and the treatment groups were also calculated using the mean walking time. The weight estimated by a proportional formula was 0.6. When it was applied to 500m, which is the served distance of a neighborhood park, the served distance of the senior-friendly park was estimated as 300m. Lastly, the green service excluded area was quantified by applying the 300m, the served distance of a senior-friendly park, to the Jung-gu, Daegu, which had the highest elderly population in the Daegu Metropolitan City. The results of this calculation showed that the area served by a city park was $2,425,747m^2$ and the area excluded from the city park service was $4,627,700m^2$ for senior citizens. The results also showed that, in terms of the distributive equity, the administrative districts received unequal am ounts of urban green area services.
