  • A Library is the fundamental character of culture in a country and it is also a barometer of culture in its community. Every cultural reality, however, can hardly come to fruition in a short time and so, it will be effected through a long time and tradition. This study aims at catching up how the above-mentioned public libraries have an influence on culture of its community people. For this purpose, the actual conditions of the public libraries have been investigated and analyzed and as a result of it, the problems have been reilluminated from the nation-wide point of view. And in the new changes, developing improvement measures have been tried to find. How to study was on the basis of the actual materials of the on the-spot survey, the interviews with the working officials and the response by way of questionnaire. Summing up the investigated and analyzed contents are as followings. In the above mentioned province, therefore, number of the public libraries are very limited compared with number of the people. And so, it is very essential to increase the public libraries in the province. In terms of the actual conditions, the public libraries lags far behind the other provinces in Korea from this library field. The present chronic conditions are the budgetary deficit, the collections insufficient to the legal minimal standards, the lack of professional librarians ignorance of the people and library managements by unprofessionals, etc.. This hinders the progress of the public libraries and to seculate them from the people. The improvements and the solutions to the above-mentioned problems are as follows. 1. To recruit the personnel sufficient to the legal standards and to reorganize the offices and to turn upward the highest class of librarian's position above the 4th class. 2. To secure collections sufficient to the legal standards and to strang then the extension services. 3. To organize the council composed of the chief librarians of the public libraries including the working chiefs in the province and to develop the works-in-hand of the libraries from the level of decision-making. 4. To organize the librarian training group and to study the working problems and to seek the qualified improvement of librarians. 5. The management of the public libraries in the province are, at present, der the Ministry of Education and the local government takes the financial power. So both should be shortly unified. 6. To do regularly the course of how to use library materials for the community people and to seek the inducement measures for the people through the various cultural events. 7. The public libraries organize the mutual cooperation networks and to seek the system automatized plans of free use of library materials and every library works. 8. To enlarge book mobile system actively and to infiltrate into the daily living of people deeply. Finally, what the present writer would like to speak to the chief librarians of the public libraries the human aspects of librarians should not be ignored no mater how excellent a library organization may be. In addition to this, the present writter is sure that the far-reached future of our library organization will depend on the librarians.

  • This study was carried out to develop new hybrid zoysiagrass cultivar 'Seah' (The application no. for cultivar protection : 2014-22). Native zoysiagrasses were collected from south-west seaside of Korea from 2010 to 2011. Artificial crossing was conducted to develop F1 hybrid between Z2011 (Z. sinica) and NM1 (Z. matrella) at plastic house in 2011. Among the progenies, 'Seah' showed fine leaf texture and high shoot density from the space planting plots at field. 'Seah' showed genetically light green color, with fine leaf with 1.8mm and height to the lowest leaf blade was 1.94 cm. Ground coverage rate was slower than medium leaf zoysiagrass (Jung-gi), but plant height of 7.1 cm was the lowest among the compared zoysiagrasses and height to lowest leaf of 1.94 cm was lower than most zoysiagrass, which may allow low mowing height.

  • Linear form of public works such as roads, railways and rivers, generally used as long work crossing administrative districts, can be several hundreds km length and narrow. These linear forms use SCM sheets, which do not include the quadrangle shape, to make a public announcement of topographical drawing in order to get the work approval. the Integrated measurement channel investigation and cadastral act that are established in 2009 apply the ITRF for the composition of design and construction books and coordinates of topographical map in order to get the work approval. However according to the article 5 of additional clause, while the cadastre is maintaining local coordinates, if there is a technical error in the content of the Public Announcement of Topographical Drawing that used the SCM, the question of responsibility of land borders and the efficacy or not of the announcement is raised as an administrative measure. After analysing the causes and enforcing coordinate conversion and correction taking into account linear form work's features, the result was reflected in the existing SCM. As a conclusion, the present study proposes the improvement of the procedures of the Public Announcement of Topographical Drawing.

  • The subject of 'Mathematical Task Inquiry' was introduced newly in the curriculum revised in 2015. The subject is dealt with after completing the subject of 'mathematics' to be dealt with in the tenth grade. Its main content is comprised of the understanding and learning of the purpose and procedure of inquiry task and of study ethics, and its educational goal is to enforce the prior mathematical knowledge and to obtain the ability to select interesting topics that combine mathematics with other subjects. However the textbook of the subject does not exist, and teachers should handle with the subject with responsibility for their own ways. Because of this reason, this study is to develop an instruction model on project(task) inquiry model and materials. Namely, according to the model, students is guided to select and decide the subject of the task, and develop the task for themselves, solve it with peers in cooperation, and announce the solution and their feelings. During those students' exploration and activities, the role of teachers is to guide students to complete their work. By the way, in order to develop more creative tasks that is appropriate to their academic and cognitive level, this study conducted the experimentation for the subject of 9 students (6 girls and 3 boys), who are scheduled to advance to the 11 grade of J high school located in G domestic. The experimentation was consisted of three class and after the third class, the semi-structured interview was conducted immediately for the students.

  • Recently, the installation of submarine power cables is under consideration due to the increase of electric power usage and the development of the offshore wind farm in island areas, including Jeju. In order to protect power cables installed on the seabed, it is necessary to calculate the burial depth based on the characteristics of anchoring, dragging and fishing, etc. However, there is no design standard related to the size of target ships to protect the cables in Korea. In this study, we analyzed the design standards for the protection of domestic submarine pipelines similar to submarine cables, and developed the risk matrix based on the classification by emergency anchoring considering the installation environment, then designed the size of target ships according to the cumulative function scale by ship size sailing through the sea concerned. Also, we linked marine accident conditions, such as anchoring, dragging, etc. and the environmental conditions such as current, sea-area depth of installation etc. to the criteria of the protection of submarine cable, and examined the size of specific target ships by dividing the operating environment of ships into harbor, coastal and short sea. To confirm the adequacy and availability of the size of target ships, we verified this result by applying to No. 3 submarine power cables, which is to be installed in the section from Wando to Jeju Island. This result is expected to influence in the development of a protection system for submarine cables and pipelines as well as the selection of anchor weight according to the determination of burial depth.

  • This study was carried out to analyze the vegetation properties, soil characteristics and ordination of Hemerocallis hongdoensis population in South Korea. The Hemerocallis hongdoensis population was classified into Mallotus japonicus dominant population, Viburnum wrightii dominant population, Melampyrum setaceum dominant population. Hemerocallis hongdoensis were mainly distributed along the coast of south-western iland of the Korean penninsula and it's population was located at an elevation of 6m to 362m. In the study sites, soil organic matter, total nitrogen, exchangeable potassium, exchangeable calcium, exchangeable magnesium, cation exchange capacity and soil pH were 16.18~21.70%, 0.56~0.97%, 0.42~0.88mg/kg, $3.38{\sim}5.65cmol^+/kg$, $1.12{\sim}2.38cmol^+/kg$, $25.93{\sim}41.45cmol^+/kg$, and 4.45~4.86 respectively. Mallotus japonicus dominant population was found in the steep sloped area that has high percentage of cation exchange capacity and total nitrogen than other populations. Viburnum wrightii dominant population was found gentle sloped area that has low percentage of cation exchange capacity and total nitrogen. Melampyrum setaceum dominant population was found in the medium sloped area that has medium percentage of cation exchange capacity and total nitrogen. Current status of Hemerocallis hongdoensis habitats is very vulnerable with local development constantly threatening the species' survival. Thus, concrete conservation plans to protect natural habitats should be set up as soon as possible.

  • Island regions suffer from a shortage of health care in part because they are less developed, they cover a widespread area relative to the population, and due to transportation barriers. The purpose of this study was to assess the level of illness and the magnitude of medical care utilization, and to investigate the determinants of utilization in these area. The data were collected by means of a household survey conducted from February 16 to 25, 1987 on S islands which were selected in consideration of the size of the population, the distance from the main land, and the distribution of health care facilities. The household response rate was 89.1% (491 of 551 households), and 1971 persons were surveyed. The major findings of this study are as follows: 1) The morbidity rate of the island inhabitants was 27.7% during the two weeks, and 25.5 chronic illnesses and 9.1 acute illnesses per 100 persons, were noted. Differences in the magnitude of illness were statistically significant by sex, age, education, and family size. 2) The magnitude of total ambulatory carl utilization was 16.8 visits per 100 persons during the two weeks, which was less than that of other regions; and differences in the magnitude of total ambulatory care were statistically significant by sex, age, education, occupation, and family size. 3) Unmet needs were classified as 56.0% in chronic illnesses and 19.6% in acute illnesses; and differences in unmet needs were statistically significant by sex, age, education, occupation, income, and family size. 4) Statistically significant determinants in medical care utilization included the frequency of acute illness and chronic illness, and income in total utilization; the frequency of chronic illness and acute illness, and medical care insurance in physician visits. 5) According to the results of the path analysis, need factors had the greatest effect on utilization, and predisposing factors had more indirect effects through enabling or need factors than direct effects.

  • The known Korean sertularian hydroid fauna consists of 41 species(including Sertularella areyi reported by Rho, 1974) of 10 genera in two subfamilies. Of which 20 species have been previously known and the following 21 species are newly recorded in Korean waters (Dynamena cornicina, Sertularella distans. Sertularella tongensis, Sertularella obtusa, Sertularella tenella, Sertularella pedrensis, Sertularella gayi, Abietinaria traski, Sertularia desmoides, Sertularia turbinata, Thuiaria suensoni, Thuiaria plumosa. Thuiaria thuia, Thuiaria nuttingi, Thuiaria similis, Thuiaria articulata, Thuiaria carica, Selaginopsis triserialis, Selaginopsis cornigera, Selaginopsis trilateralis and Selagiopsis pinnata). They were sampled from the depths below 100m. Of 41 species Sertularellla miurensis is the most common species and 10 species, Dynamena cornicina, Sertularella distans, Sertularella lagenoides, Sertularella areyi, Sertularella pedrensis, Sertularella gayi, Sertularia hattorii, Sertularia turbinata, Thuiaria plumosa and Thuiaria articulata are scarcesly founded in Korean waters. 25 out of 41 species are shared with Japan and the remaining 16 species so far have been unknown from Japan. The coastal waters of Korea are divided into three regions, the East Sea, the South Sea and the Yellow Sea, on the basis of the geographical distribution and the community coefficient. Concerning the distribution in each region, 11 species occur in the East Sea, 39 species in the South Sea and 23 species in the Yellow Sea The community coefficient between the South Sea and Yellow Sea(0.733) is higher than those of the South Sea-the East Sea (0.476) and the East Sea-the Yellow Sea(0.438).
