According to the library act, the regional central library is not only a public library but also a library representing the metropolitan municipalities in Korea. But the status and role of current representative libraries are so weak that they are nothing more than large public libraries. Focusing on realistic vulnerability, this study analyzed the major weaknesses and limitations of regional central libraries and suggested ways to normalize legal positions and operations in terms of revising and supplementing the library act, restructuring and strengthening the tasks to be performed, and expanding the manpower and operating organization directly connected with core competencies.

This study aims to examine the current status of managing elementary school libraries in Busan and suggest the ways to improve it with the viewpoint of 'the five laws of library science'. The scope of study was set as the elementary school libraries in Busan, and the operation status of 304 elementary school libraries was analyzed. And for in-depth investigation, D elementary school library was examined as a case. The operation status of elementary school libraries in Busan was analyzed with the analysis elements; existence of school library, placement of teacher librarian, library collection, annual use, budget, and library seats for 6 years from 2016 to 2021. As a result, especially the placement rate of full-time teacher librarians was only 10.5%, indicating that the problem of manpower shortage was serious. As case study, the current state of managing D elementary school library was deeply investigated with perspectives of the first law and the third law of library science among Ranganathan's five laws of library science. With the first law, the investigation was divided into the aspects of open-shelf system, library location, library hours, furniture, and staff. With the third law, the investigation was done as the aspects of shelf arrangement, catalog, extended service, book selection. Especially, books with more than 50 copies for the program of reading one book each semester accounted for 4.8% of the total collection, showing the problem of unbalanced collection. As the result of this study, 'expanding the placement of teacher librarians', 'making better reading environment through remodeling', and 'balanced collection development' were suggested as the ways of developing school libraries.

Internal combustion generation (ICG) is used to supply power to islands due to geographical characteristics, but there are some problems, such as considerable operating cost, salt pollution, and environmental pollution. For these islands, KEPCO pays a significant amount of operating deficit each year, especially for the fuel and servicing costs, which account for a large portion of this deficit. Integrated ICG (IICG) through an offshore cable between near islands is being considered to decrease servicing costs. Distributed generation (DG) is also being introduced on the islands because of the demand for a low-carbon society. In hybrid internal combustion generation (HICG), DG is introduced into IICG, which can be applied because the DG output is insufficient due to environmental characteristics, and the IICG is used as an auxiliary power source. Therefore, this paper proposes an algorithm to estimate the optimal DG capacity that can be introduced in accordance with the KEPCO operating deficit in the HICG. According to simulations, the optimal DG capacity depends on the fuel cost and load capacity. The validity of the proposed algorithm was confirmed for multiple islands with different peak loads.

In this paper, the performances of implementation real-time book search service of government library using OpenAPI. Since 2000, each self-government made a governmnt library for local resident because of policies to encourage reading. Each self-government library services book perusal and lend free for local resident. In current system local residents visit to a library for lending, returning and reading books. And each library run by a self-governing administration provides their own homepage for searching service as well as booking. For each services are not unified, however, it is not easy for lenders to search and lend these enormous books which are spread each library. Accordingly, we present a plan which using organization of every system established now in each library as it is, for a scheme of database by libraries' efficient unification and search, a network of TCP/IP and application which connects each library's database, servicing which uses Open API a check books through real time accessing Database.

There are many systematic approaches to manage Interlibrary loan (ILL) efficiently. In this paper, we propose an operating method reducing user-waiting in ILL. Users are usually informed to wait around two to three days in a regional ILL service. The reason of the waiting is that there is inefficiency in running material-delivery vehicles. A mixed integer programming is employed to resolve this issue. It provides an optimal vehicle-route maximizing material-deliveries subject to time availability. We used an actual data of a regional ILL system to provide optimal vehicle routes under different time settings.

Objectives: The purpose of this study was to identify and relationships among quality of life, perceived health status, pain and difficulty of daily activity with degenerative arthritis living in island residents. Methods: The participants were 601 degenerative arthritis patients. Data were collected using structured questionnaires from June 23th to Oct. 08th, 2008 and analyzed using the SPSS 12.0 program. and it included descriptive statistics, t-test, $x^2$-test, Pearson correlation coefficient. Results: The mean quality of life score was 115.87, perceived health status was 4.40, pain was 6.31 and difficulty of daily activity was 77.62. On the demographic variables, age, living arrangement, level of economics showed significant difference for the quality of life and sex and age showed significant difference for the perceived health status, pain, difficulty of daily activity. On the disease-related variables, duration of disease, use of analgesic drug showed significant difference for the dependent variables. There was a significant positive correlation among the quality of life, perceived health status, significant negative correlation pain and difficulty of daily activity. Conclusions: These results suggested that nursing intervention program including pain reduction, enhancing the perceived health status, ADL abilities and quality of life were necessary for the osteoarthritis patients in island residents.

수소를 기반으로 하는 신재생에너지의 생산, 관리 및 이용 시스템을 연계하여 운전하는 Green City 실증단지 구현을 위한 국내 도서 선정은 지자체별 이해관계와 지역발전계획에 따라 첨예한 논란을 수반할 소지가 있다. 입지 선정 절차상에서 예비후보지 선정과정이 형식적이거나 입지선정기준이 없어 입지선정을 위한 평가항목, 평가기준, 항목별 배점 등이 분석자의 의도에 따라 조정될 수 있는 문제점이 있다. 또한 각 지역에 대한 입지선정을 위한 기준이 있다 하더라도 추상적이거나 객관적이지 않은 기준이 많아 입지선정에 직접 적용하기 어렵고, 자연환경, 사회경제, 법제, 입지조건, 부하특성, 지자체 호응 등 인자들의 평가의 형평성이 결여될 수 있다. 이를 해결하기 위해 의사결정도구로 이용되는 계층분석법(AHP)을 입지선정절차에 적용하였다. 객관적인 정보가 제공 가능한 평가항목을 설정하고, 관련 전문가들의 설문조사를 통하여 주관적인 중요도 결과를 취합하였다. 이 결과를 계층분석법을 활용하여 평가항목별 가치를 측정하여 가중치를 부여하였고, Green City 실증단지 구현을 위한 후보도서의 순위를 제시하였다.

일본 정부는 지난 2002년 8월 2일 각료회의에서 ‘어린이 독서활동 추진에 관한 기본 계획’을 결정하였다. 이 기본 계획은 어린이가 자주적으로 독서활동을 할 수 있도록 그 환경을 정비한다는 관점에서, 2001년 12월에 의원입법되어 공포.시행된 ‘어린이 독서활동 추진에 관한 법률’의 규정에 따라, 정부가 수립하지 않으면 안 되게 된 것이다. 이 계획을 2002년부터 2006년까지 5년에 걸친 시책의 기본 방향과 구체적인 방안을 제시한 것으로, 그 개요는 다음과 같다. 1. 가정, 지역사회, 학교를 통하여 어린이가 독서와 친해질 수 있는 기회 제공 가정교육에 관한 학습기회를 통하여 부모에게 독서의 중요성을 이해시킨다. 도서관에서의 어린이 독서활동을 추진하여 민간단체 활동을 지원한다. 학교에서의 학습활동을 통하여 독서습관을 확립하고 독서활동을 추진한다. 2. 도서자료 정비 등 제반 조건의 정비 및 충실화 도서관과 공민관 도서실 등 지역사회의 독서환경을 정비한다. 도서관 자료를 정비하고 정보화를 추진하며 사서 연수를 충실화한다. 학교도서관의 도서정비 5개년 계획, 정보화 추진, 사서교사 발령을 촉진한다. 3. 학교, 도서관및 관계기관, 민간단체의 연계.협력체제 추진 4. 사회 분위기 조성을 위한 보급.계발 어린이 독서의 날(4월 23일)을 중심으로 전국적으로 홍보한다. 홈페이지 개설로 관련정보를 광범위하게 제공한다. 일본 문부과학성은 이 기본계획에 기초하여 관계부처 등과 긴밀히 협조하여 어린이 독서활동 추진에 관한 시책을 더욱 충실히 하기로 하였다. -편집자주

For the diversity of energy supply system and the improvement in the habitants' living environments of the islands, it is possible and necessary to use the natural energy as resources of the electric power generation system. In this study, the characteristics of wind and solar radiation on 4 islands offshore Namhae-Tongyoung of Korea were measured for one year from November 2010 to October 2011 and analyzed in relation to energy resources survey. As a result of measurement and analysis, the respective wind rose diagrams of 4 islands were made, and showed that the frequencies of wind directions were quite different from among the islands. The Rayleigh probability distribution of wind velocity showed that the wind speeds of KR and SS were mainly 2~5m/s, and the respective quantities of electric power generation of 4 islands were shown to be different. The variation of solar radiations and potential quantity of those uses were measured to be similar to each other among 4 islands.
