A Study on the Effectiveness of Evaluation Indicators for the Small Library (작은도서관 평가지표의 유효성에 관한 연구)

  • This study was implemented to verify the validity and effectiveness of the current evaluation indicators by analyzing the content and result of the current survey for evaluating a small library, based on the achievement rate of each index. To this end, questions, included in evaluation indices for the small library were reviewed, and survey data from a total of 19,476 libraries during the past 3 years from 2018 to 2020 were investigated to analyze the evaluation scores, differences and achievement rates of each item. It was proposed to delete or add some indicators of the current evaluation category, and to raise supplementally the need for qualitative assesment. Based on the research results, the following implications are suggested. First of all, the evaluation of small libraries should focus on the quality of the services they provide rather than the library environment. Second, demonstrable systematic indicators should be designed and then clearly explained to resolve the ambiguity of the terms used. Third, for better analysis, it is necessary to distinguish evaluation items between public and private small libraries and the assessment process should be done by the local government. Lastly, qualitative evaluation items that can measure users' satisfaction should be added.

A Study on Developing the Evaluation Items for the Green Libraries Certification (녹색도서관 인증을 위한 평가항목 개발에 관한 연구)

  • This study was conducted to develop and propose the evaluation indicators to evaluate the eco-friendliness of the library, when certified as the eco-friendly Green Libraries. To do this, we extracted the green library components through an analysis of the green library literatures and case studies, and surveyed the perceptions of the library staffs about the assessment factors. Finally, we developed the green library evaluation index with 11 evaluation areas, 31 evaluation items, and 135 evaluation indicators. The 11 evaluation areas are as follows; Land use and transportation, energy and environmental protection, materials and resources, water cycle management, maintenance management, ecological environment, the indoor environment, the library resources, the eco-education programs and campaigns, the staff and operations, and the computerization.

  • This study examines locational environment factors for the construction of a Daegu metropolitan main library. We presented 12 evaluation factors in 4 large categories(social, physical, economical, and business promotion condition) and evaluated 7 proposed sites for Daegu metropolitan central library based on expert group verification. To the end, the results of assessment between researchers and expert group were arranged to coincide with each other. So, we secured the objectivity and validity. The result of this study can be used for assessing the site environment for a metropolitan central library and other public libraries.

Exploring the Direction of School Library Assessment (학교도서관 평가의 방향성 탐구)

  • This study aims to analyze the current status of school library assessment and generate discussion points for the development directions of the assessment. Surveys, consulting, and evaluations related to school libraries conducted by the Office of Education, the Ministry of Education, the Ministry of Culture, Sports and Tourism were analyzed using meta-evaluations and in-depth interviews with the school librarians. The analysis revealed problems such as duplication of evaluation by various institutions, no reflection of the national school library development plan, low participation rate due to voluntary nature of the assessment, and lack of the educational evaluation index. The solution to the problem was a school libraries' operation evaluation improvement plan. The plan included the legal evaluation agent specification, the national school library development plan incorporation, inter-agency evaluation network & the case sharing system establishment, and the Office of Education's investigation and consulting cooperation.

  • This study analysed the long-term plans of academic libraries to raise their usefulness at universities in Korea. Especially, this study focused the evaluation of strategic plans, and drew an evaluation guideline based on the evaluation methods of strategic plan of academic library in foreign countries. This study checked the long-term development plans of academic libraries in Korea, and evaluated how much the core elements of strategic plan are reflected in the long-term plans. As the result, it has come out that there are more characteristics of operation plans as routine services than those of strategic plan as long-term view which contributes to the development of libraries in the long-term plans of academic libraries in Korea.

A Study on the Development of ESG Management Evaluation Index for Library (도서관 ESG 경영평가지표 개발에 관한 연구)

  • As awareness of social and environmental issues increases due to the gust of ESG management, interest in ESG management is increasing, and the influence of ESG evaluation is getting stronger, and libraries need to participate in ESG management evaluation. In order to apply ESG management to libraries, library ESG evaluation indicators must be developed. Therefore, this study attempted to comprehensively examine ESG management evaluation indicators of public institutions, including companies, and propose ESG management evaluation indicators applicable to libraries. To this end, it went through the process of investigating and analyzing ESG-related prior research, deriving preliminary evaluation indicators for libraries, collecting expert FGI opinions, developing primary library ESG evaluation indicators based on expert FGI opinions, and) examining the suitability of primary library ESG evaluation indicators. Finally, a total of 25 items were selected in the environmental area, a total of 56 items in the social area, and a total of 32 items in the governance area. In future studies, it is necessary to conduct ESG management evaluation for libraries based on this indicator.

A Study on the School Library Staffs' Perceptions of School Library Evaluation (학교도서관 운영평가에 대한 학교도서관 전담인력의 인식 분석)

  • The purpose of this study is to find ways to improve the evaluation system of school library operation whose participation rate is getting lower. We conducted analyzing the current status of operating evaluation of school libraries through literature search. In doing so, questionnaire method was conducted to inquire the recognition of the 205 staff members of school libraries. The outcome of the survey shows that the participation rate of operating evaluation of school libraries decreased from 22.2% in 2009 to 7.2% in 2017. The validity of the quantitative evaluation method was significantly low at 2.84 and the validity of the qualitative evaluation method was 2.97. The average score of the validity index for 'Establishing the annual operation plan' was the highest at 3.90, and that of 'Community service' was the lowest at 2.27. The biggest reason for not participating in the evaluation was due to the staff's high workload. There is a need to seek ways to improve the evaluation index and ways to participate since the result shows very low awareness of the school library evaluation. Through this study, it is expected that the school library evaluation will become the foundation for effective revitalization of school library operation.

  • This study focused on the public library evaluation indicators in 2022 to examine the changes and improvement recommendations. In addition, this study analyzed the results of changes in the proportion between the qualitative and quantitative evaluation. Eventually, there was a comparison between the current and previous evaluation outcomes. Furthermore, we examined the effectiveness of the current evaluation groupings of libraries. Then, we tried to discover new quantitative evaluation variables that affected the evaluation score calculation. Finally, we proposed a method for estimating variables through standardization and individualization, as well as a scheme to encourage the voluntary participation of public libraries in the evaluation.

Effectiveness Analysis of Preliminary Evaluation of Public Library Establishment Feasibility Based on the Revised Library Act (도서관법 개정에 따른 공공도서관 설립 타당성 사전평가의 실효성 분석)

  • The purpose of this study is to determine whether the pre-evaluation of the feasibility of establishing a public library, which is mandatory according to the revision of the Library Act, can improve the quality of the library. Therefore, the effectiveness of the preliminary evaluation was analyzed through the case analysis of the preliminary evaluation of the public library construction support project, which was implemented for the same purpose before the revision of the Library Act. In the case of libraries built after preliminary evaluation, most of the minimum standards for legal librarians required by the Enforcement Decree of the Library Act were secured, which helped secure basic library personnel. However, there were few libraries that secured and operated as much manpower as originally planned, and in some cases, the application applied to operate the library directly, but it was changed to consignment operation at the time of opening, so the pre-review details were not faithfully reflected. This study proposed re-establishing realistic librarian placement standards according to the revision of the law and introducing a post-evaluation using the library registration system so that it would not be a formal pre-process through case analysis.

  • University libraries have been attempting to reorganize their space through new building construction and remodeling to cope with the rapid changes in information and communication technologies and university environment. These changes seem to reflect the need for the shift of the university library functions toward the facilitator role of enabling continuous learning and research through space reorganization beyond the traditional supporter role of preserving and supplying library materials and providing learning space and services to university members. Despite all these changes of university library space functions, however, their assessment has been still limited to the library users' satisfaction and usage changes before and after library building renovation or new construction, calling for the need to develop proper measurement tools for evaluating the library functions as learning commons that reflect university vision and goals. Therefore, this study intends to analyze the trend of space reorganization practices in university libraries and the studies of evaluating its effect, in order to develop tools to evaluate the effectiveness of space reorganization and to provide basic data for future space reorganization and assessment strategies.
