A Research on the Continuing Education for Librarians : Current Situations and Suggestions (사서 계속교육 현황과 발전방향에 관한 연구)

  • Continuing education for librarians in Korea are coping with such problems as the inevitability of plans for the increasing demand for library education, needs for professional teaching personnel for the development of the curricula for the Continuing education, strategies to develop the competences of librarians for the new information ecology, designing e-learning contents for librarians, etc. In this regard, this study intends to analyze the current status of continuing education for librarians in Korea and in foreign countries. It attempts to draw some implications, and to present suggestions. It, specifically, focuses on the role of the National Library of Korea as main actor of continuing education for librarians in Korea. The suggestions made are to change the educational system with a creation of an independent institute, as it will bring up professional teaching personnel to work on continuing education for librarians, and will develop initiatives for the new educational system which embraces the changes in educational platforms.

Research of the Formation of Makerspaces in Public Libraries, Based on a Survey on Space Usage and Programs Being Operated (공공도서관 메이커스페이스 조성과 운영 현황조사 분석 연구)

  • The paper explores the formation of Makerspace in public libraries, based on a survey on space usage and programs being operated. The respondents targeted librarians in public libraries. The survey is divided into two categories: in space usage section, the questionnaire explores level of openness of the space used; availability of equipment rental services; frequencies of the space rented; cost of management; and the number of people in charge. In program section, the survey asks on types of program being operated; spaces used for the program; age groups of participants, time and budget spent for the programs. The survey resulted in highlighting difficulties in dealing with a lack of equipment, space, and people in charge. The paper therefore raises the need of guidelines for the area, cost, and the equipment needed, based on mid- and long-term consultation with expert groups.

A Study on Current Status of Continuing Education for Enhancing School Librarians' Expertise: Focusing on the Goyang-si in Gyeonggi-do (학교도서관 전문인력의 계속교육 실태와 개선방안에 관한 연구 - 경기도 고양지역을 중심으로 -)

  • The purpose of this study is to investigate the current status and condition of continuing education to improve professionalism of school library and to suggest ways to improve continuing education. The survey was conducted for 69 librarians and school librarians teachers in elementary, middle and high school libraries in Goyang, Gyeonggi-do, and frequency analysis and cross analysis were conducted. The research results are as follows. First, the study found that librarians have a high interest in and participation in continuing education. Second, the type of continuing education with the highest percentage of participation was short-term training and training courses, and the link between educational content and practice was low. Third, managers' awareness needs to be improved, and regional constraints and the lack of suitable continuing education programs are the obstacles to continuing education. Fourth, preference for continuing education during working hours and vacation was emphasized. Through this, it was suggested that continuous and long-term continuing education, policy support for encouraging continuing education, development of continuing education courses for professionalism, manager's awareness call.

An Investigation on the Quality of Academic Library Collections in Korea (대학도서관 장서문제의 본질과 해법: 실물장서를 중심으로)

  • The purposes of this article are to raise the quality issues of Korean academic library collections and explore the feasible solutions to resolve the quality problems. To the end a thorough examination on the quality of Korean academic library collections is at the first hand carried out, and then followed is a careful investigation on the various causes of 'surprisingly low quality' of Korean academic library collections. Finally discussed is the solutions to improve the low quality of library collections at both national and individual academic library level. Discussions on this article are based on the sample data with 10 major academic libraries in South Korea.

A Study on the Roles of Public Libraries for the Life-long Education (공공도서관의 평생교육적 역할에 관한 고찰)

  • Public libraries have been well adapted for the changes in lifestyle and socio-cultural environments brought by the rapid advancement of information technology, the development of mass communities, and the increase in leisure activities. Government and local communities demand public libraries to take in charge of providing lifelong education for the Public. Many Public libraries have worked as a center for life-long education, while carrying out various functions and services in close relation with the life of community members. Public libraries are in a very poor condition, lacking the facilities, professional workforce, budgets, and so on, which are sufficient to strengthen their role as a center for life-long education. In this study, the roles of public libraries in developing life-long education are examined as follows : First, the concepts and directions of life-long education are discussed : second, the roles of public libraries in facilitating life-long education are examined and third, the categories of life-long education programs of public libraries are suggested.

A Research on Mid-term and Long-term Development Plan for Nowon-gu Public Libraries in Seoul (서울지역 구립 공공도서관 중장기 발전계획 수립에 관한 연구)

  • This study was employed as a basic study to make a medium and long term development plan for a library system in Nowon-gu, Seoul. This study investigated the characteristics and local conditions of Nowon-gu, and analyzed public library system that can promote the development of the library by understanding the current state of the public library, the library's facility status, collections, manpower, and programs. Through the survey, the frequency and purpose of library use of local residents, users' opinions on satisfaction, collection development, expected roles, and policy directions were investigated. Depending on SWOT analysis, missions and strategies for midto long-term development plans for Nowon-gu Library were devised. Based on the research results, researchers proposed strengthening future education, reading culture, sustainable environmental library, and Nowon-gu cultural platform as development strategies.

A Research on the Development of Performance Indicators and Action Plans for Academic Libraries in Korea (대학도서관 평가 지표 개발과 실행 방안에 관한 고찰)

  • Performance indicators for academic libraries in Korea suggested in this research cover three areas, that is, collection, budget, and human resources, which consists of three subdivisions, respectively. Performance indicators and action plans in this research were prepared, based on the official documents which universities in Korea formally submitted to the Ministry of Education and Human Resources, and the data published by the related institutions. Performance indicators and action plans are intended to draw attentions of university administrators and headquarters, but do not require librarians to prepare for evaluation. The better results would be expected with the development and application of both quantitative and qualitative indicators for information services by standardizing and unifying the process of collecting statistics. It is also expected that periodic and continuing evaluation of academic libraries could help government and universities have a better understanding of and appreciate the significance of academic libraries.

A Study on Career Movement of Directors in Public Libraries (공공도서관 관장의 경력개발 현황에 관한 연구)

  • Despite much recent researches on career development or career movement, research on domestic librarians' career development are rarely conducted. Therefore this study examined the career movement of directors of public libraries as one aspect of research for librarian workforce. This study surveyed directors of public libraries and analyzed the following points; age of first job, initial type of career, age when they became the director. Factors affecting career move, career paths, working years by career steps, the number of changing department before director, training opportunities for manager, and so on. This study also analyzed what kinds of efforts they exerted to become a director. The result showed 45.1% of respondents made an effort to increase knowledge and skills, 23.6% undertook an effort to improve their honesty and gain their integrity, 12.8% underwent an effort to increase competence and self-management efforts in about the library. Through analyzing the career development process of public library directors, we can find the ideal path for career development to become a director of public libraries.

  • It had been said that reading education in Japan has a goal to 'Lead children's character to a desirable direction'. Since the 2000s, Japan's reading activity was directly linked with an education program to improve children's education ability. These movements for reading in Japan is made more concrete by the 'Promotion Act on Children's Reading Activities'. For improving the reading skills of the younger generation in Japan, cooperation among homes, regions, and schools is needed. As a result, Japan has an opportunity to build an educational infrastructure for reading support services. The library has also been given an enhanced role as a learning commons. In this background, this study tried to analyze the current state of Japan's reading instruction qualification system, and show their efforts to foster reading specialists for improving the reading skills of the younger generation. This will generate the momentum needed to have the library evolve into learning commons.

A Qualitative Research on Library Education and Cultural Programs for Students with Physical Disability (지체장애인의 공공도서관 이용 활성화를 위한 교육 및 문화 프로그램에 대한 질적 연구)

  • The purpose of this study was to provide practical support methods of the library education and cultural programs for people with physical disabilities through the qualitative investigation. To collect data, focus group and individual interviews were conducted. Fourteen people with physical disabilities and six parents were interviewed. From the qualitative analysis, three themes and thirteen subthemes were emerged: (1) cognition about library, (2) difficulties of using the library, (3) support methods for activating library use. Finally, discussions, implications and future directions of library education and cultural programs for people with physical disabilities were presented based on the results of the study. We expect that this research can serve as a basis for further effort to develop library education and cultural programs suited for the unique needs of people with physical disabilities.
