Perceived Effects and Tasks of Library Strategic Plans of Universities in Korea (국내 대학교 도서관발전계획의 효용성과 과제)

  • Policies has envisioned directions and identified tasks, through the establishment of the University Library Promotion Act and the Ministry of Education's establishment of the Comprehensive University Library Promotion Plan, in order to put some momentum for the development of university libraries. However, these agendas are appropriate for the actual operation of the university itself to achieve these goals. This should be reflected in each university's own university library development plan. In this regard, this study attempts to investigate the perceptions of the effect of the university library strategic plans established by the university itself. Further, through the survey by university libraries, the status of university libraries in each university's regulations, the level of discussions and cooperation with the library strategic plans for each university, and any substantial changes made in university libraries are analyzed.

  • The purpose of this paper is to investigate the problem of irregular position school librarians in Korea. The backgrounds and momenta of the problem are searched and the major sufferings of irregular position librarians are presented. To identify characteristics and substantial complications of the problem, it's surface and reverse structure are discussed. Through the discussion, solutions for the problem are scrutinized and reflective attitude which the librarian should keep in their mind are proposed.

A Study on the Policy for the Activation of Small Library (작은도서관 활성화를 위한 정책 연구)

  • This study aimed to understand why small libraries, which have been continuously extended by the increase of social interest in them and the enactment of 「Promotion of Small Library Act」, an independent law about small libraries, are poorly activated. To this end, it examined the actual status of small library operation, related policies, support and legislations. By summarizing the results, it proposed a policy direction and tasks for activating small libraries. The policy tasks for activating them consist of three main tasks such as 'the improvement of laws and institutions for establishing the base of policies and securing practical momentum', 'the reestablishment of roles by policy units and the reinforcement of cooperation systems' and 'the construction of stable operation support system for small libraries', and their 14 sub-tasks, under the vision of 'the activation of small libraries support local residents' happy life' and the core value of 'a comprehensive policy ground, the innovation of policy systems and sustainable management support'.

  • The aim of this study is to re-conceptualize the functions of military libraries in Korea, both as spaces and services, by examining current operating structures and offering strategies for development. In exploring the existing military library operations in Korea, this study assesses key areas, such as human resources, facilities and equipment, budget, cooperation, and collections and materials. By leveraging the cross-area assessments, the study identifies opportunities for improvement and modernization. This study may serve as a foundation to formulate policy-based strategies for the development of military libraries, toward satisfying the information needs of the armed forces and promoting the broader underlying priorities of military libraries.

The Study about Library Fund program for the expansion of Library Finance (도서관 재정확충을 위한 기본조성에 관한 연구)

  • This study is intended to find out the possible ways for the expansion of Library Finance. With this necessity, it is indicated three sources, such as governmental. fund from other endowments, public donation, which is stated as the subsidy sources in the 'Library Law', and issuing lotteries as well. Firstly, it is suggested collecting governmental funds, included in budget sheet every year, to the amount of a ten billion won. Secondly, it is indicated the ways to collect funds to the amount of a five billion won respectively from other endowments, such as Korea Raising Association Fund under the jurisdiction of the Minister of Culture and Tourism, Information Promotion Fund, on the basis of statistical data, materials of inspection of the administration, and materials released by the government. Third device is to collect funds over a five billion won every year through public donation and lottery. This study is indicated that three devices to raise the library fund for the expansion of Library Finance to the amount of a hundred and twenty billion won in total as mentioned above.

A Study on Librarians' Perception about the Changing Role of University Libraries (대학도서관의 역할변화에 관한 사서의 인식조사 연구)

  • This study was carried out for the university library to find out a strategy to stand tall as an institution to lead the university, by reflecting the university environment having with drastic environmental changes and reflecting the evolution of information technology. As a result, first, university librarians responded that big issues related to the university library is the University Library Promotion Act, University Library evaluation and assessment indicators, the value of university libraries at the university, and changing spatial composition and functions of the university library. Second, university librarians responded that changes of the university environment, government policy on universities, various national projects, and various university reform policy significantly affect to the university library. Third, about what you think would be helpful to the crisis in their universities as changing role of the library, they responded that they can contribute in terms of improving students' information and technology literacy, improving students' reading skills, improving research capacity, and improve students' learning ability. Fourth, they responded that services that users demand the highest in the university library will be expansion of e-books and information resource.

  • The Fixed book price policy, a portion of publication and printing promotion act applied from February 2003 in the South Korea, is a system of fixed book prices that administered by a government body. The publishing industries had been attempted to lower the discount rate and to extend the application scope. The amendment for the attempts was passed in April 2014, and implemented from November 2014. From the library point of view, this amendment caused a reduction of buying library materials. For this reason, the agenda about expansion of material budget in libraries has been recognized as the alternative. The purpose of this study is to analyze the stance and role of libraries as actors in the policy process. Based on this, this study also attempt to identify usefulness and improvement point of Policy Network Model. For this purpose, this study identifies actor's internal characteristics as an improvement point that previous studies did not identified.

  • "Reading Culture Promotion Act" was enacted in 2006. National policies for promoting reading culture such as "Reading Culture Promotion Basic Plan (2014-2018)" were established and are being implemented. However, due to the absence of the system which evaluates the performance of the reading culture promotion policies and programs, it is difficult to systematically implement reading programs. In consideration of this situation, this study purposed to evaluate the reading culture promotion programs. For this purpose, it developed the evaluation tool for reading promotion programs and evaluated it. On the basis of the evaluation results, the study identified the problem of the policies and programs and provided the strategies for improving them. In addition, it proposed the direction of the reading culture promotion policies for expanding the reading culture.

  • The aim of this study is to develop a plan for university library evaluation with factors and their systems, and an evaluation process, based on the Korean University Library Promotion Act. This study adopts a consensus based method including open-ended interviews with various stakeholders around university libraries, a questionnaire survey, a public hearing, and numerous discussions with the stakeholders. Balanced Scorecard is adopted as a basic framework for the development of evaluation system, provides a balanced perspective on the whole aspects in the university library management, including factors and performances in the management, The proposed plan in this study is expected to help to examine whether the resources are used for reaching the goals in the libraries, and to contribute the growth of the university libraries.

A Research on the Evaluation and Improvement of Policy for Reading Promotion (국내외 독서진흥정책에 대한 평가와 개선에 관한 연구)

  • This research aims to provide alternative policy guidelines and suggestions to enhance reading culture in the country. Analyzing "Reading Culture Promotion Act", which is the keystone legal frame to promote readership in Korea, followed by major foreign policies, this study identified three main policy areas including 'Reading infrastructure', 'Tax support', and 'Public Campaign'. In addition, the study conducted Delphi survey of experts' assessments of how much is the recognition of, contribution to, pubic support of, and actual applicability to the reading promotion for the readers. Through the survey along with the Focus Group Interviews of different age groups, this study could develop useful guidelines and suggestions to strengthen existing reading promotion policies. The findings also suggest that the society should realize that reading is not just educational purpose but 'enjoyment' itself and for that matter, the government needs more careful and active public campaigns.
