A Study on the Impact of User Service-related Items for the Public Library Evaluation (이용자서비스 관련 항목이 공공도서관 평가에 미치는 영향에 관한 연구)

  • Recognizing user services as one of the most important and essential part in the public library, this study focuses on seeking for innovative ideas for the improvement of user services. Data analyses is based on the written survey submitted by public libraries throughout the nation. Questions related with user services are analyzed. and some influential factors in relation with the selection of superior libraries are compared with those of public libraries as a whole. Active library services for the users are revealed as the most important factor to be included in superior library group.

A Study on Quality Evaluation of Digital Libraries (디지털도서관의 품질평가에 관한 연구)

  • The purpose of this article is to evaluate the quality of digital libraries which Korean society has built with. To the end, first discussed is the operational definition of digital library, which has a variety of meanings and definitions. For the quality evaluation, 10 criteria were developed on the basis of both literature review and user survey. Followed was a thorough investigation to identify the present status of digital library construction. Then, we selected the most representative digital libraries in Korea, and conducted the quality verification on the basis of previously developed 10 criteria. The conclusion includes both major causes of low quality and some strategies for improving the low quality of digital libraries at the national level.

A Study on the Improvement of Evaluation Indicators for Small Library Operations (작은도서관 운영평가 지표 개선에 관한 연구)

  • The small library evaluation index, which was previously developed and is currently in use, needs to be improved because of two major reasons: inefficient allocation of points along with evaluation items and detailed indicators that are different from the actual environment of small libraries; and the lack of value as basic data for preparing policies relevant to small libraries. Therefore, the present study proposed a small library operation evaluation index (draft) that includes not only a quantitative evaluation but also a qualitative evaluation that allows the evaluation of the basic purpose and value of small libraries by reflecting the demands of the small libraries that are being evaluated. The proposed small library operation evaluation index (draft) was made to be an evaluation for self-inspection that enables small libraries to autonomously conduct operation evaluation and gauge their level by diversifying the evaluation methods and the evaluation scale of detailed indicators.

Developing a Basic Framework for the Korean National Collection Policy (국가장서개발정책 기본모형 연구)

  • A more sophisticated library collection policy is required due to the changing information environment. Both traditional resources and diversified networked information resources are increasing continuously. The National Library of Korea should construct a systematic collection development policy in order to fulfill its mission. The purpose of this study is to develop a basic framework that is intended to improve the coverage of national collection. Examining previous studies and the national collection development policies of major advanced countries, a model consisting of four sub-models has been proposed. It includes hybrid collection, cooperative linking collection, collection evaluation, and a collection policy statement. Details of the sub-models and strategies are described.

A Survey on the Reading Education for Policy Development in Jeollabukdo, Korea (독서교육 정책수립을 위한 전라북도교육청 독서교육 담당교사의 인식에 관한 연구)

  • This survey is performed to propose the direction of policy development on reading education for Jeollabukdo Office of Education. To do this, this survey asked 239 teachers who are in charge of each school's reading education. The questionnaire is designed to investigate the effectiveness of current support projects from Jeollabukdo Office of Education, current level of schools' reading education and priorities of policy development. The findings of this survey are as follows: The teachers are contented with current support projects. Each school provides an average of 4 reading programs per year. Elementary schools' level of reading education is higher than middle and high schools' level. And more employment of full time reading experts as teacher librarian and the improvement of school libraries are revealed to be more important priorities on the policy development of reading education. Based on these findings, this study proposed maintenance of current support projects, improvement of school libraries, development of specialized policies for elementary schools, enhancement of reading teachers' expertise and preparation of information sharing system as the direction of policy development.

Analysis of 2011 Korean Public Libraries' Management Evaluation (전국 공공도서관의 운영평가 분석에 관한 연구 - 2011년도 운영평가 결과를 중심으로 -)

  • The purpose of this study is to derive implications of the management evaluation results for the Korean 699 public libraries during the year of 2010. The 'collection management' area(65.8%) and 'strategic management plan' area(60.8%) showed high performance rates compared to the average rates of the entire areas(56.6%). On the other hand, the 'cooperation with other libraries' area(41.8%) and 'cooperation with other communities' area(48.5%) showed relatively low performance rates compared to the average rates of the other areas. This study shows that in order to enhance public library services in the future in Korea, cooperation with other libraries and communities are indispensable. This study also recommends that the annual "Korean Public Libraries' Management Evaluation" project be focused on connecting to the national library policy and try to present alternatives based on the results of the annual project.

Analysis of Collection and Circulation for Multicultual Libraries and Policy Implications: A Case of Ansan Multicultural Small Library (다문화 밀집지역 작은도서관의 장서 대출 현황 분석과 정책적 시사점 - 안산다문화작은도서관 사례연구 -)

  • This study aims to quantitatively assess collection and circulation data of one small library in an area where multicultural users are concentrated and draw policy implications on improving multicultural services for public libraries. The Ansan Multicultural Small Library was selected for examining the library's collection and circulation usages from 2016 to 2022. The numbers of collection and circulation, collection turnover rates and use factors were calculated by year, language, and KDC subject. The result of this study presents the empirical evidence drawn from users' circulation usage, which can be a basis for leading to valid collection development and multicultural service policies.

  • The knowledge-based society needs creative and active knowledge workers. To meet the need of this modern society, Korea education begins to focus on reading ability of students and project-based school education. The 7th School Education Program requires performance evaluation, optional activites, and extracurricular activites and the school library is a necessary facility for these educational activities. Ministry of Education of Korea made a master plan to rebuild the school library for The 7th School Education Program. The master plan includes the assistance for the school library facility, school library materials, budget, the library staff. And also the master plan includes promotion for school education in the library to develop the school library as the center of school education.

A Study to Improve the Statistical Indicators of Small Libraries (작은도서관 통계지표 개선에 관한 연구)

  • As small libraries are now considered as public libraries, it is time to discuss a policy decision for institutional complement, supporting policy frame, and activating management of small libraries. There is a need to improve statistical indicators of small libraries, as an effort to improve library statistics as a whole. Small libraries in National Library Statistics have been using an altered version of 2008 library statistiscal frame, which was solely designed for public libraries. However, due to the inadequacy of indicators, results show 91.3% of missing values and high rates of errors in collected data. This research select the key statistical indicators for small libraries by analyzing 4 researches of present states and 7 researches of measuring indicators. The research, therefore, proposed an improved version of statistical indicators, by advising of the professional groups in the small library statistics and estimation and investigating of 108 small libraries in GyeongGi-Do Area. There are 7 categories and 37 items in the proposed statistics.

  • In this study, I examined the current situation of the reading instruction policy and the entity of the arguments and criticism surrounding the reading instruction policy. In addition, on the basis of this research I analyzed the problems of the reading instruction policy. Moreover, I suggested for the desirable direction and alternative of the reading instruction policy and the reading instruction.
