지난 8월 16일에서 24일까지 영국 글래스고에서 개최된 제68차 국제도서관협회연맹 대회 총회에서는 '도서관, 정보서비스 기관, 지적 자유에 관한 글래스고 선언(The Glasgow Declaration Libraries, Information Services and Intellectual Freedom, 원문은 http://www.ifla.org/faife/policy/iflastat/gldeclar-e.html 참조)'과 'IFLA 인터넷 설명서(The IFLA Internet Manifesto, 원문은 http://www.ifla.org/III/misc/internetmanif.htm 참조)'가 채택되었다. 이 같은 성명의 체택은 도서관ㆍ정보분야에서 지적자유에 관해 국제적 합의를 명확히 하고 이해와 협력을 구하기 위한 것으로 지난 해 발생한 미국 9.11테러 사태 이후 일어나고 있는 일련의 조치에 (국민의 기본권을 제한할 수 있는 법률의 제정 등) 대한 도서관계의 능동적인 대응이라는 의미가 크다. 국내 도서관인에게 참고가 될 만한 자료라 생각되어 '도서관문화' 편집실에서 이를 번역하여 게재코자 한다.

어린이 도서관은 일상생활 가까이에서 지역주민에게 지식정보 서비스를 제공할 뿐 아니라 공공도서관과의 연계를 통해 우리나라 전체 도서관 서비스의 수준을 발전시키고자 하는 생활 친화적 문화기반 시설인 소규모 도서관(혹은 문고)시설이다. 즉 어린이 도서관은 접근성을 가장 큰 장점으로 하여 누구나 쉽고 편리하게 이용할 수 있는 고객중심의 공공도서관 서비스라고 할 수 있다. 어린이 도서관의 주 이용고객은 어린이와 주부로서 최근 이들이 함께 도서관을 이용하는 빈도가 증가하면서 어린이 도서관은 단순히 책을 빌리고 공부를 하는 장소에서 나아가 가족단위의 여가활동이 가능한 문화적 공간으로 변모하여가고 있다. 어린이 도서관은 기본적으로 책을 읽는 조용한 공간이지만 주 이용자가 6세 미만의 유아와 초등학교 저학년 어린이이기에 독서행위와 더불어 또래 친구들과의 친교행위. 부모님과의 정서적 유대감 형성행위, 소규모 근육활동과 같은 놀이행위가 병행된다. 또 어린이 도서관에서 사용되어지는 정형적인 모듈의 서가를 비롯한 입식. 좌식 테이블과 의자들은 소수의 디자이너에 의해 만들어진 것이지만 그것을 이용하는 다수의 어린이들은 디자이너의 의도와 방법에 따라 가구를 사용하는 것 외에도 환경적 컨텍스트에 맞추어 가구의 새로운 쓰임을 발견하며 훨씬 더 다채로운 방법으로 가구를 사용하고 있다. 따라서 본 연구의 목적은 독서 및 놀이 행위 시 아동-부모의 상호작용 방법에 기반하여 아동의 가구사용방법(Way of Seat)을 알아보고 이를 바탕으로 어린이의 행태정보를 모델링하여 가구를 사용하는 어린이의 다양한 행위 이면에 내재된 요구를 파악하는데 있다. 가구를 사용하는 어린이의 다양한 행태 이면에 내재한 어린이만의 특성과 요구를 알아보기 위해서는 먼저 어린이 도서관이라는 특수한 물리적 환경요인 및 사용자 컨텍스트(Context)에 대한 이해가 선행되어야 한다. 이를 위해 기반조사 및 어린이 도서관 방문을 통한 정황조사(Contextual Inquiry)를 실시하였다. 이를 통해 6세 미만의 유아와 초등학생의 가구사용방법(Way of Seat)과 독서 및 놀이 행위 시 행태를 관찰하여 Photo Based Research를 바탕으로 어린이의 행태정보를 모델링 하였다.

본 논문은 분산환경에서의 개인 디지털 도서관 서비스 시스템 구축을 위한 새로운 모바일 멀티 에이전트 시스템을 제안한다. 이 시스템은 모바일 시스템과 분산 처리 시스템을 조합한 시스템을 사용하였으며 멀티 에이전트간 협상 알고리즘과 스케줄링 방법을 개발함으로써 개인 디지털 도서관 구축이 효율적으로 동작하도록 하였다. 제안한 시스템을 구축하여 시뮬레이션한 결과, 검색속도나 검색문서의 재활용성이 기존의 클라이언트 서버 모델보다 훨씬 효율적임을 알 수 있었다.

The purpose of this study is to discuss about the current status and problems of 24 public libraries in Daejeon metropolitan city and to suggest strategies for the development of public library system in Daejeon. For this purpose, first, this study investigates facilities, human resources, collection, and budget in public libraries in Daejeon metropolitan city and compares to the standards in "The Third Comprehensive Library Advancement Plan(2019-2023)", "The library Act" and "Korean Library Standards". Secondly, this study analyzes administrative organization system. Finally, suggested are both strategies and methods for continuous construction of new public libraries, librarian recruit, collection increase, better service for older adults, budget increase, organization exclusively responsible for library policy.

This study purposes for the based data for establishing the mid- to long term development direction of Anyang municipal libraries by conducting a survey of residents in Anyang city and focus group interviews with local experts. Based on the results of the survey and FGI analysis conducted in this study, the main implications and discussions for establishing mid- to long term development plans for Anyang municipal libraries in the future are summarized as follows. First, the services used by users are extremely limited compared to the utilization rate of library, and the utilization rate of library programs is low, therefore Anyang municipal libraries need to actively promote various services operated by the library, provide information, and make efforts to improve service use procedures simply. Second, library satisfaction is relatively high, but as a result of analyzing the reasons for some dissatisfaction, active budget investment for purchasing new library materials and ways to increase library accessibility are necessary. Third, due to the low awareness of the operation of specialized libraries, it is necessary to develop specialized, unique library services to Anyang municipal libraries through benchmarking of other best practices. Fourth, in the future, Anyang municipal libraries need to strengthen functions as a complex cultural center along with the functions as an information center, a lifelong education center, and a living convenience center. Lastly, it is required to construct a control tower that can systematically lead the operation of Anyang municipal libraries in the long term through the reorganization of the organizational system.

이 연구는 '우리 문헌정보학은 현장의 요구와 필요에 충실히 부응하고 있는가?'에 대한 기본 의문에서 출발하였다. 특히, 공공도서관 현장의 요구를 문헌정보학 교과과정이 얼마나 충실히 반영하고 있는지를 조사하기위해 공공도서관 사서들이 업무수행을 위해 필요로 하고 있는 지식(knowledge), 기술(skill)과 태도(attitude)는 무엇인가를 파악하였다. 이를 통해 공공도서관 현장의 관점을 중시하며 공공도서관 사서직의 전문성을 제고하기 위해 문헌정보학 교과과정이 보완${\cdot}$강화해 나가야 할 부분을 짚어보았다.

본 연구의 목적은 공중보건의들이 환자 치료와 학술적인 연구를 하기 위해 요구하는 정보를 효율적으로 제공하는데 그 목적이 있다. 2000년 10월 23일부터 11월 11일까지 3주 동안 공중보건의 298명을 대상으로 조사하였으며 이용자들의 정보요구와 이용행위로 정보수집방법과 정보원, 그리고 도서관 이용정도와 만족도를 평가한 결과는 다음과 같다. 1) 공중보건의들은 환자치료와 최근의 연구동향을 알고자할 때 정보를 가장 많이 필요로 하는 것으로 나타났다. 가장 많이 이용하는 정보원은 단행본(교과서)과 학술지로 인쇄본을 더 선호하는 것으로 나타났다. 2) 공중보건의들이 그들의 정보요구를 충족시키기 위해 선호하는 정보수입방법은 인터넷 검색과 동료들로 그 이유는 정보접근의 편이성과 정확성 최신성인 것으로 나타났다. 3) 이용자의 50.3%가 정보이용에 어려움을 느낀다고 하였는데 그 이유는 주로 지역적인 문제와 문헌전달의 지연에 있는 것으로 나타났다. 4) 공중보건의들은 정보가 필요할 때 주로 도서관을 이용하여 필요한 정보를 얻는 경향이 있으나 대체적으로 보아 도서관 이용빈도수는 매우 적은 것으로 나타났다.

학술연구를 수행하는데 도움이 되는 중요한 정보 중의 하나는 학술연구자가 연구 중인 분야의 최신 논문에 대한 원문 정보와 이 논문이 실려 있는 학술지의 소장 정보라고 할 수 있다. 이러한 정보를 효과적으로 학술 연구자에게 제공하기 위해 첨단학술정보센터(Korea Research Information Center: KRIC)에서는 전문학술정보센터(Special Research Information Center: SRIC)로 지정된 대학도서관에서 구독하는 학술지에 게재된 논문에 대한 목록 데이터를 통합하는 학술지논문 종합목록 시스템을 구축 중이다. 이 시스템에서는 기존의 대학도서관에서 사용하고 있는 목록기술규칙인 MAEX(MAchine Readable Cataloging)대신 인터넷 기반의 디지털 도서관에 적합한 형태를 가지는 더블린 코아를 새로운 목록기술규칙으로 채택하였다. 이러한 더블린 코아를 사용하게 되면 목록자는 전문적인 교육 없이도 간편하게 새로운 목록을 작성할 수 있다. 학술지논문 종합목록이 구축되면 학술연구자들은 원하는 논문이 검색된 경우, 원문이 구축되어 있으면 인터넷을 통해 곧바로 원문을 볼 수 있고, 원문이 구축되어 있지 않다면 복사/팩스 서비스 시스템을 통해 원문을 제공받을 수 있게 된다.

2000년대 초반 이후 논의되기 시작한 도서관장애인서비스는 최근 도서관법(법률 제11310호, 2012.2.17 일부개정)이 개정되면서 그 중요성이 더욱 부각되고 있다. 본 연구는 도서관장애인서비스의 법적근거 및 추진체제, 주요 정책 내용을 살펴보고, 도서관발전종합계획(2009~2013)과 연도별 시행계획(2009~2012), 국립장애인도서관지원센터 업무 등을 분석하여 현재 우리나라 도서관장애인서비스 정책동향과 발전방안을 모색하였다. 현 시점에서의 우리나라 도서관장애인서비스 정책은 일선 도서관들이 효율적으로 콘텐츠와 시설을 구비하고 전문 인력을 확보할 수 있도록 함과 아울러 기반자원을 보유한 기관들의 적극적인 참여를 이끌어 낼 수 있는 방향으로 전개될 필요가 있다.

This study analyzes the general status and major activities of the Friends of the Libraries, volunteers, and Library Foundations in the areas of the County of Los Angeles areas, including Los Angeles City areas, with a special regard to the participation of human resources outside from the public libraries themselves. It based on the researcher's visits to the public libraries and their branches and their friend groups in the areas including those of Los Angeles Public Library, La Crescenta Public Library, Glendale Public Library, and Library Foundation of Los Angeles; related materials given from those libraries and groups upon his visits; and other additional information from their homepages. It finalizes with some suggestions for the Korean library community related to the areas.
