A Study on the Organizational Effectiveness of University Libraries (대학도서관의 조직유효성에 관한 연구)

  • This study attempts to assess university library organizational effectiveness and to develop an instrument to measure the construct. Major findings of the study are as follows. First, organizational effectiveness criteria can be reduced to fifteen factors. Second, four distinct clusters of libraries are identified, each showing a unique effectiveness profile. Third, there are significant differences in dimensions of organizational effectiveness according to the number of users, full-time staff, unit and position to which respondents belong. The investigation shows that organizational effectiveness of university libraries is, indeed, a multidimensional construct, implying that no single measure of effectiveness Is sufficient to describe an organization.

  • This study first examines the theoretical aspects in general of the philanthropy including donations, gifts, fundraising, and volunteers which can be applied to the public library situations in Korea. It analyzes the general situations of the philanthropy in the public libraries in Daegu Metropolitan City, and suggests the recommendations for the future. The libraries and librarians should develop systematic manuals for the programs and specifies them in a written form and try to apply various methods to motivate donors and volunteers tn continue tn participate in the programs.

A Study on Selecting Contractor in Local Government's Contracting out of Public Libraries (공공도서관의 수탁자 평가요소에 관한 연구)

  • Contracting out became popular in the public library sector since the early of 2000s. It is expected to lower cost of service provision, improve the quality of service provision, better timeliness of service through the discipline of the market and open competition. In practice the expectation was questionable. The numerous failures indicate either poor contract specification or unsuitability of the chosen contractor. The study analyzed 3 case studies of local governments where the entire entity of the public libraries service were decided contracting out and developed 5 criteria and 18 specific evaluation items as alternative evaluation structure. This evaluation model is expected to help to choose a suitable contractor in pubic library management.

A Study on the Analysis of the Provisions of the Library Steering Committee Included in the Ordinance of Public Libraries in Chungcheong Province (충청지역 공공도서관 조례에 포함된 도서관운영위원회 조항 분석에 관한 연구)

  • This study attempted to analyze the contents of the public library steering committee-related ordinances, derive problems and implications, and based on this, suggest the contents and supplementations necessary for the construction of the library steering committee ordinance. To this end, first, we looked at the theoretical background such as the significance and role of the public library steering committee, and the nature of the ordinance. Second, it was analyzed by dividing it into five areas: the status of enactment of ordinances related to library steering committee, whether provisions related to library steering committee are included, composition content, composition method, function, conference and regulation enactment, and allowance payment. Based on this analysis, it was mentioned that it is necessary to establish a department in charge of ordinances, a library steering committee, guarantee the participation of library directors and library experts, hold regular meetings, disclose minutes, and reflect the results of committee deliberation. In addition, when enacting a standard ordinance items containing the name, nature and role, composition, meeting, sub-organization, rule of the library steering committee.

Evaluating the Usefulness and Feasibility of "Guidelines for Contracting-Out of Public Library Services" (『공공도서관 민간위탁 가이드라인』의 유용성 평가와 현장 적용성 제고 방안)

  • This study purported to evaluate the usefulness and feasibility of "Guidelines for contracting-out of public library services (2011)." The Guidelines have been developed by the Culture and Library Forum to provide principles and standards for local governments considering the contracting-out of public library services in their district. The research data were collected by conducting in-depth interviews with 17 local government officers who are responsible for the contracting-out of public library operations and two focus group interviews with eight directors of public libraries contracted out. It was found that the interview participants in both government and library sides generally perceived the Guidelines useful, yet their perceptions of feasibility in outsourcing were largely pessimistic due to local politics and many other hindrances in society. The study suggested specific directions to further improve the Guidelines' usefulness and feasibility.

A Study on the Analysis and Improvement of Cultural Programs in Small Libraries: The Case of Seoul Metropolitan City (작은도서관 문화프로그램 활성화에 관한 연구 - 서울시를 중심으로 -)

  • In an attempt to study the current status and ways to revitalize cultural programs in small libraries, this study surveyed 142 small libraries based in the Seoul. Two most important functions of both public and private small libraries were found to be the loan/return of materials and cultural programs; over 50% of small libraries are operating cultural programs. It was also found that institutions that did not operate the cultural programs were aware of the necessity. Both public and private small libraries were operating one to three cultural programs, and their types varied from cultural refinement to reading-related programs. There was a higher rate of answers stating that the person in charge of operating cultural programs for public small libraries were administrative personnels, while the chief librarian was the person in charge for private small libraries. The hardships both types of libraries encountered were found to be budget-related and on securing manpower.

A Study to Facilitate Public Children's Library Operations and Services (공공어린이도서관 운영현황 및 활성화방안 연구)

  • This study aims to explore the key elements to facilitate public children's library services by investigating the current status and limitations in services. For this, data were collected through observations and in-depth interviews with library directors and children's librarians in public children's libraries in Seoul. The interviews were conducted based on the semi-structured interview technique. The content of the interview consisted of the vision and service status of the library, the competencies and roles of children's librarians, and ways to facilitate and improve children's services. The study discovered that libraries do not have a policy manual for operations and guidelines, and that their operations vary substantially according to the characteristics of the operating institutions. To resolve these problems, suggestions were made to facilitate children's library operations and services in order to enhance the professionalism of children's librarians.

A Study on the Construction and Operation of Theme Collections through Book Curation: In-depth Interview with Public Librarians (북큐레이션을 통한 테마 컬렉션의 구축과 운영에 관한 연구 - 공공도서관 담당자의 심층면담을 통해 -)

  • The purpose of this study was to establish the concept of theme collection in the library, to clarify the reality of the theme collection operation. This study was to set up methodology for constructing and operating the theme collection in the future and to provide implications for future development. For this purpose, this study conducted in-depth interviews with a total of 12 directors and librarians from four public libraries. The results of the analysis revealed that the theme collection can be built and function properly with a solid understanding of its collection, users and community, and sharing its services goals and orientations. In addition, it was found that the task of constructing a theme collection contributes to the establishment of the identity of the librarian, and it is interrelated with the various library works. Finally, a comprehensive model of current theme collections was discussed.
