  • The purpose of this study is to propose a design model for school library based instruction under EduTech. EduTech-based education expands learning boundaries and requires new instructional environments and learning experiences for learner-centered deeper learning. Accordingly, this study modified the ADDIE model based on the system theory and presented a four-stage instructional design model (draft) consisting of 'analysis stage, preliminary learning and development stage, learning management stage, and team teaching evaluation stage.' This model reflects elements of flipped learning, the backward design model, and inquiry-based learning to develop of customized student materials and inquiry activities. In addition, the scope of learning was expanded to include prior learning, face-to-face learning, and additional learning to increase the diversity of collaboration and opportunities to utilize school library materials. Also, Several ways for school library based instruction within EduTec were proposed in terms of teacher librarians' expertise, school library space, budget, standard curriculum development, and comprehensive support system for reading education.

  • With the rapid growth and development of information technology and the Internet, the amount of information published in electronic formats such as video, audio, digitalized text, etc. and the number of users accessing information online to satisfy their information needs are growing at a tremendous rate. This study analyzes standardized components to construct ERMS and proposes a model of ERMS based on the result of the analysis. The main functions of ERMS in university libraries are: 1) ERMS can manage and control access information to various electronic resources, metadata, holdings, user resources. Also, ERMS can be compatible with an existing library system such as IR(Information Retrieval) system, linking system, or proxy system. 2) ERMS should completely be compatible with acquisition and cataloging systems for effective management and control of integrated information organization and library budget. 3) ERMS should systematically and effectively manage license information on electronic resources. 4) ERMS should provide ideal and effective environment for use and access control of electronic resources in a library and integrated tool to manage and control all of electronic resources. Additionally, this study points out the need to organize committee groups to establish standardized rules and collaborative management of electronic resources among university libraries like DLF ERMI and redesign organizations in a library and a librarian's job description.

The scope of study was set as the elementary school libraries in Busan, and the operation status of 304 elementary school libraries was analyzed. And for in-depth investigation, D elementary school library was examined as a case. The operation status of elementary school libraries in Busan was analyzed with the analysis elements; existence of school library, placement of teacher librarian, library collection, annual use, budget, and library seats for 6 years from 2016 to 2021. As a result, especially the placement rate of full-time teacher librarians was only 10.5%, indicating that the problem of manpower shortage was serious. As case study, the current state of managing D elementary school library was deeply investigated with perspectives of the first law and the third law of library science among Ranganathan's five laws of library science. With the first law, the investigation was divided into the aspects of open-shelf system, library location, library hours, furniture, and staff. With the third law, the investigation was done as the aspects of shelf arrangement, catalog, extended service, book selection. Especially, books with more than 50 copies for the program of reading one book each semester accounted for 4.8% of the total collection, showing the problem of unbalanced collection. As the result of this study, 'expanding the placement of teacher librarians', 'making better reading environment through remodeling', and 'balanced collection development' were suggested as the ways of developing school libraries.

  • This study examines the policies currently announced in the "3rd Comprehensive Library Development Plan" in relation to the discovery of individuals' potential in libraries and analyzes the current status of the tasks promoted and executed by central administrative agencies and municipal and provincial libraries based on these policies. Based on the analysis results, this study presents the methods for libraries to play their role in discovering the potential of individuals in the future. According to the results of this study, due to the poor performance of libraries resulting from reduced in-person events because of library closures and the promotion of non-contact services such as humanities classes and cultural programs in response to COVID-19, it is necessary to establish systems to support emergency management and non-contact programs in response to COVID-19, as well as increase the budget for extending reading culture projects for underprivileged regions and people. In addition, it is necessary to discover quality long-term, non-contact programs, provide infrastructure for non-contact program operation, and develop guidelines. Second, it is observed that communication- and discussion-type social reading programs need to be promptly converted into and operated as online classes. Third, the study results confirm that it is necessary to prepare measures to reinforce external cooperation, such as improving the convenience of and accessibility to information use for users, conducting seminars between domestic and foreign councils, promoting one-stop data sharing systems, executing data digitalization, expanding library infrastructure in preparation for the post-COVID-19 era, and promoting public relations activities.

  • The local bookstore direct loan service for users' requests in public libraries, which was launched in Gyeonggi Province, is a creative new service that has led to the revitalization of the local economy through the rise in sales of local bookstores and high user satisfaction. However, it is a service in which positive and negative reactions coexist as negative opinions are presented on the deterioration of the quality of public library books due to overlapping needs for desired books by users. Therefore, several ways of improving for local bookstore loan service in public libraries through a survey of public libraries, local bookstores, and users were suggested in this study. The local bookstore direct loan service for users' requests, which is a creative cooperation plan between public libraries and local bookstores, needs to constantly improve its services by increasing book purchase cost, organizing a steering committee for continuous communication and collecting plans through research on the book purchase cost. Also, it is necessary to improve its services by enacting regulations expanding reading culture services expanding the number of healthy users and fostering various local bookstores.
