1992년 영국에서 시작된 영아독서운동인 북스타트(Bookstart)가 2003년 우리나라에 도입되어 몇몇 지자체들을(서울 중랑구, 서울 중구, 인천 연수구, 전남 순천시) 중심으로 시행되고 있는 가운데, 공공도서관을 기반으로 한 북스타트 운동이 울산남부도서관(관장 고경희)에서 전국 최초로 시작되었다. 도서관은 이를 계기로 지난 1월 26일 도서관 1층에 40평 규모의 영ㆍ유아자료실을 새롭게 마련하고, 북스타트 운동의 확산에 힘을 기울이고 있다. 도서관의 북스타트 운동은 지역주민들의 호응을 얻어 관련 예산이 10배 가량 증액되는 성과를 얻었으며, 담당자는 이 운동에 관심을 갖고 사업을 준비하려는 전국 공공도서관의 문의에 답하느라 요즘 정신이 없다고 한다. 적은 예산과 인원으로 현상 유지도 빠듯한 요즈음, 새로운 프로그램 도입을 개척해나가는 도서관 운동가들의 열정에 경의를 표한다.

뉴욕공공도서관(The New York Public Library)은 전문분야로 특화된 대학원 수준의 4개의 연구도서관과 85개의 지역분관을 가리키는 복합관의 총칭이다. 뉴욕시는 인구 800만의 5개의 행정구역으로 이루어지는데, 뉴욕공공도서관은 맨해튼, 브롱크스, 스태튼섬의 3개지구 330만명을 서비스 대상으로 하고, 나머지 2개 지구를 브루클린공공도서관, 퀸즈공공도서관이 관할한다. 연간 예산은 2억8천만달러에 달하며, 2003년의 통계에 따르면 방문이용자가 150만명, 홈페이지 이용자도 1,000만명에 이른다고 한다. 놀라운 것은 운영이나 규모면에서 세계 제일로 손꼽히면서도 공립(公立)이 아니라 비영리민간단체(NPO)가 운영하는 공공(公共) 도서관이라는 것이다. 뉴욕공공도서관은 설립부터 독지가들이 기부 등을 통해 도서관 활동에 깊이 관여하면서 행정과의 독특한 협력관계를 발전시켜왔다. 이러한 전통에 의거한 퍼블릭 프라이빗 파트너십(Public Private Partnership)은 뉴욕공공도서관의 핵심으로 보다 풍부한 서비스의 제공을 가능하게 하였다. 이에 본 연구는 우리나라와 달리 예산확보를 위한 경비가 일정부분 상정되고 있는 뉴욕공공도서관의 자금조달 비즈니스 모델에 대한분석에 중점을 두었다.

A school library manifesto means the policies and rules on school libraries and includes the direction which they should follow and the criteria which school libraries should keep. Compared the school library manifestos of IFLA/UNESCO, IASL with that of Japan, the school library manifestos of IFLA/UNESCO are constituted with mission of the school library, funding legislation and networks, goal of the school library, staff, operation and management, implementing manifesto etc. and underline funding legislation and networks. The IASL policy statement on school libraries includes functions, materials, facilities, personnel, lifelong education, skills, literacy development, government and public support etc. and emphasizes lifelong education, skills, literacy development. The school library manifesto of Japan includes philosophy, functions, staff, material, facilities and management etc. and highlights philosophy. As a result of comparison and analysis of the school library manifestos of IFLA/UNESCO, IASL and Japan with that of Korea, the school library manifesto of Korea needs to comprise mission, facilities, staff, lifelong education, skills, literacy development, funding legislation, operation and management, government responsibility for implementing the manifesto, etc. by accepting the components in the manifestos of advanced countries, stressing the educational roles of school libraries and by separating the educational area from others.

The aim of this study was to investigate and analyze the changes in inputs and outputs for information-poor in public libraries to eliminate the digital divide. The survey and analysis was utilized indicators for the information-poor shown in library statistics. And through the analysis of statistical indicators, it examined the changing patterns of the elements that each library are inputted to eliminating the digital divide. As a result, it revealed problems such as regression of facilities for the aged and disabled, continuous decrease in the number of special materials for disabled person, and reduction of service users and budget for information-poor. In order to solve this problem and to achieve the desired performance for eliminating the digital divide. it's required the budget increase and strong policies for information-poor.

이미 4년전 제정된 '도서관 및 독서진흥법'은 실질적으로 시행되지 않은 채 사문하 돼 있다. 기금이 조성되지 않으니 예산이 없고 예산이 없으니 활동이 없다. 이 법에 명시된 대로 정부는 국고에서 기금을 출현해야 하며 효율적인 운영이 이뤄지도록 실효성 있는 법체계로 개정해야 한다.

This research provides an empirical analysis of the academic libraries' operating performance in Seoul, Korea. This study aims to find the key variables and the impacts of each variables on the operating performance of the academic library to attain competitiveness and long-term conditions for enhancing customer satisfaction. Specifically, this research focuses on the library's circulation service performance. The author try to analyze the relationship between the characteristics of the library (space, number of employees, number of books, budget) and the circulation performance. Korea Libraries Association have published yearly-book on the Korean library's circumstances and statistics. Yearly-book contains the data about the spaces, number of books, number of workers, the library's budget scales and other unique elements. This study finds that the circulation performance of books is positively related with the size of physical space, number of books holdings, and budgets (hypothesis 1, 3 and 4 accepted). This study demonstrate that the characteristic elements of academic library can be influential factor of the library performance.

The major indicating data of academic, public, and school libraries which were mentioned in the Korea library yearbook 1998 through 2007 were collected for this study. The results were analyzed and the methods that may be applied to a library management were presented in this paper. The collected data were analyzed by using the MS-excel and SPSS. The numbers of libraries, personnels, collections and their used ones, users, management budget were used for the variables of this study, and the correlation coefficients and non-parametric method etc. were used for the variable analysis. The results show that public and school libraries are growing consistently, but academic ones get stagnant currently.

This study researched the domestic School Library Standards(SLS), and analyzed specificities and differences by criteria. The Ministry of Education, Science & Technology have enacted the School Library Promotion Law(SLPL) supporting school library. SLPL and SLS could not reflect a change of school library environments in recent years. In particular, these standards have the problems with budget assignment, educational services, information resources, and human resources. Therefore, this study suggested a new model of SLS and set up some definite criteria for school library management.
