Trend Analysis and Revision of the Special Library Standard in Korea (전문도서관 기준의 동향과 개정 방향 연구)

  • The standard of library is to provide the mission and goals, user services, and operations management of the library. Also, it is can be used as a tool that evaluate a various services and programs of the library. However, library standard of domestic does not reflect a realistic situation of special libraries, therefore it should be revised immediately. In this study, I analyzed the international trend of special library standards in major countries, and compared the legal and recommended standards, and evaluation indicators in Korea. As a result, revised directions of new standard have been proposed. Proposed directions will contribute in revising the special library standard of Korea.

A Study on Development of Domestic School Library Standard (우리나라 학교도서관 기준에 관한 연구)

  • This study researched the domestic School Library Standards(SLS), and analyzed specificities and differences by criteria. The Ministry of Education, Science & Technology have enacted the School Library Promotion Law(SLPL) supporting school library. SLPL and SLS could not reflect a change of school library environments in recent years. In particular, these standards have the problems with budget assignment, educational services, information resources, and human resources. Therefore, this study suggested a new model of SLS and set up some definite criteria for school library management.

  • The purpose of this study Is to investigate how federal legislations for school libraries and school library standards have affected the development of school libraries in the U. S. The U. S. school library statistics, school library standards, and federal legislation were analyzed. The results show that school libraries have been developed by continuous supporting from federal legislation, rather than that of states' governments or school districts. The school library standards also are considered important factors for school libraries' improvement. As understanding the history of the U. S. school libraries' development, Korean school libraries are needed persistent supports from Korean government.

The Current Status and Issues of the Standards of the Public Library Service for the Disabled (공공도서관 장애인서비스 기준의 현황 및 과제)

  • The realistic guidelines of the library service for the disabled should be made in the circumstance of the growing importance of the library service for the disabled. Therefore, this study intended to draw implications through investigation of guidelines of the library service for the disabled on domestic and foreign libraries. As the results of those investigation, this research found that the legal standard and related guidelines should be amended urgently according to the current status of related library situation. The first Issue that was derived in this study is to separate consideration of the minimum standards and the detailed criteria of library service for the disabled. Secondly, the guidelines of the library service for the disabled should be linked statistics and evaluation index of government in order to be applied to the library spot realistically. To do so, this research suggested that opinions of the library for the disabled and the disabled users should be reflected through listening and communications.

  • This study is to develope the usability evaluation criteria for improving quality of user services in digital library website. It compared and analyzed major eight studies concerning usability evaluation of library website in foreign and domestic. This paper was suggested 36 items of evaluation criteria that are belongs to six domain(quality of links, feedback mechanism, accessibility, design, navigation and searching). Usability evaluation criteria for digital library websites suggested in this paper is a item-based level, and to observe generally.

  • This study investigated American school library media program standards. It then examined School Library Program Standards and Guidelines for Texas, thus demonstrating the adaptation of national standards for the state level. Also, to show its implementation at the building level, the study analysed the correlation between library instruction programs and national standards. After this investigation, several suggestions were made to develop Korean school library media program standards.

The Utility of State Public Library Standards for Planning and Evaluation: A Survey of Public Library Directors' Perceptions (공공도서관 계획과 평가에 있어서 도서관기준의 유용성: 미국 공공도서관장 인식조사를 중심으로)

  • Despite the continuous development and provisions of state public library standards there has been little research about how useful they are for what aspects of public library activities The purposes of the present study are 1) to understand, from the directors points of view the utility of state standards for planning and evaluation: and 2) to explore the types of factors, related to the directors' backgrounds and/or the library planning and evaluation contexts associated with the directors perceptions. Through a self-administered mail questionnaire, 1,198 public library directors in Kansas Texas and Wisconsin were surveyed. and 737 directors replied ($61.5\%$ response rate). The directors perceived the standards useful for both planning and evaluation. Public library directors viewed the collection and service standards as more useful than administration, staffing and facilities standards. Library size and community involvement were associated with the directors perceptions, yet the directors professional background, was not significantly related to his or her perceptions. The findings suggest that public library directors perceptions of the utility of state standards need to be understood within the library condition and Its community context. and the emphasis on community based public library planning and evaluation should continue to be employed in the standards.

  • The purpose of this study is to analyze the structure, and contents of the US national school library standards presented in the document National School Library Standards for Learner, Librarian and School Libraries made by AASL, and to provide basic information to refer to the direction and contents of Korean school library standards. AASL's National School Library Standards provide Learner Standards, School Librarian Standards, School Library Standards and Standards Integrated Frameworks that incorporate three previous standards, and emphasize the growth of learners and school librarians' competency by focusing on the educational activities of learners and school librarians. With the physical environment of the school library being somewhat established, it is necessary to establish standards for the educational content and competency of learners and teachers. And it is necessary to pay more attention to the materials including the contents of education.
