Benchmarking Highway Maintenance Practices for Standardized Guideline Development (도로공사 유지관리 표준화 절차 개발을 위한 벤치마킹)

  • Recently, the paradigm of SOC investment has shifted from new construction to maintenance. This shift became more important for the highway system because it is as one of the most important SOC. In Korea, highway maintenance costs are about 20% of the total annual highway construction budget, which is about two-thirds of developed countries. In addition, establishing standardized guidelines for the highway maintenance operation is not in place. Therefore, in order for domestic road construction and maintenance technology to secure competitiveness in the global construction market, it is urgent to improve the management capacity for maintenance as well as the technology and management capacity. This study examines highway maintenance practices in OECD countries such as North America, Europe, Australia, New Zealand, and Japan to identify core elements of highway maintenance practice. It is imperative to establish a comprehensive management system based upon asset management principle. Even if the budget for the highway construction is reduced, investment in maintenance needs to be maintained.

  • Maintainability of highways is an important problem that is considered in the planning steps of a highway development process. A number of asset management systems have been developed to precisely predict maintenance and pavement expenditures for better decision making, But these systems are not helpful in reducing maintenance costs. Optimization of some highway design characteristics in the planning phases may reduce maintenance costs over the life cycle of highway. The formulations for initial and maintenance costs have been developed based on which design variables can be chosen to minimize these costs, focusing on the sideslope in cut and fill sections. Maintenance cost has been represented as a function of sideslope, width of highway cross section, and annual average daily traffic. A real geographic database of between Chung joo and Sang joo city in Choong buk was used and it is presented to investigate the sensitivities of maintenance cost and soil characteristics in selecting alignments. In this study, we present that maintenance cost and soil characteristics are important considerations in alignment optimization.

Study on Establishing Essential Framework for Importing Asset Management System of National Road (일반국도 자산관리시스템 도입을 위한 기본체계 구축에 관한 연구)

  • The government policy had placed new construction as the kernel of the investment in the road department. This had been shifted, however, since the government's budget of the road department reached its peak in 2000, new construction had came to a downsizing phase while the maintenance increased gradually. Considering this recent trend, the necessity of a new paradigm in the road policy had came to a fore, in order to prove the justification of increase in the maintenance budget as well as successfully fulfill the user's needs in the service quality. The developed countries that had intensively constructed social infrastructure in 1950-60s are enjoying a great achievement by applying the asset management concept in coping with the deterioration of the public facilities. This research suggests the basic framework in establishing "Korean Road Asset Management System" designed to efficiently manage the national road. The main feature of this system is to absorb economic analysis course into the current pavement management system, in order to form not only long-lasting but also preventive road management policy.

  • Recently, the paradigm of social infrastructure investment has been changed from new construction to maintenance and management. As a consequence, the management and maintenance system of existing highway facilities needed an innovation involving the concept of asset management. This paper discusses the new facility management system suitable to local highway agencies. The new system incorporates asset management concept so that it can analyze the network level facility management solution and it can also improve the budget efficiency for local government. This paper also presents systematic method to integrate various facilities for management system.

Valuation of highway O&M contract using real option (실물옵션을 활용한 고속 도로 유지관리 계약의 가치산정)

  • The recent budget planning for highway infrastructure implied that the investments for Operation & Maintenance(O&M) became greater than that for new construction. This circumstance made many stakeholders pay attention to the O&M of road infrastructure and adopt other countries' policies and system for effective management. In other countries, most O&M for road infrastructure have been done by private entities using long-term contract and Korea is about to shift from one year contract to long-term contract. The most important parts for the expansion of the long-term O&M contract for road infrastructure are valuation of the O&M contract based on accurate prediction of O&M costs and instrument for proper risk sharing between contracting parties. Thus, this study provides a methodology to estimate a reasonable O&M contract price and a framework to share contract risk between contracting parties using real option. The analysis results showed that the contract price and ceiling and floor conditions for the 20 year-contract of 20 km-highway project were 45.7, 60 and 42.3 billion won, respectively.

Road O&M Cost Prediction Model with the Integration of the Impacts of Climate Change using Binomial Tree Model (기후변화 영향을 고려한 도로시설 유지관리 비용변동성 예측 이항분석모델)

  • Due to the increasing trend of operation and maintenance cost (O&M cost) of infrastructure, the accurate estimation of O&M cost is crucial part to the government. Recent literatures pointed out that gradual climate changes such as average temperature changes, average precipitation changes, and etc. have significant impact on infrastructure O&M cost. This research is intended to develop a long-term O&M cost prediction model of road facilities by considering the impacts of average temperature changes. For this end, the climate change scenarios of Intergovernmental Panel on Climate Change (IPCC)'s $5^{th}$ report are adopted to structure the impact of average temperature changes by using binomial lattice model. The proposed framework is expected to regional government in supporting decisions for road O&M cost.

  • Local government has constructed GIS DB for efficient business achievement and effective management of complex city facilities and has been developing and utilizing application systems, such as Underground Facility Management System Road Management System and so on. However, Facility Management System is providing functions for business, but not for GIS DB's maintenance. City facilities GIS DB managed by GIS technical expert collects basic figure and attribute information through survey and field investigation and is constructed via complex process, such as structurize editing etc. So it has been concerned that the update and confidence of CIS DB can be lower if a business man who does not have enough experiences about Facility Management System operates it by himself. Therefore, functions that enable business users to operate Facility Management System easily should be provided.

Practical Model to Estimate Road User Cost for Bridge Maintenance Strategy (교량 유지관리 전략 수립을 위한 실용적 도로이용자비용 추정 모델)

  • The road user cost in indirect costs as well as direct costs such as the inspection/ diagnosis cost and the repair/reinforcement cost should be considered as one of the important items in the life-cycle cost-effective design and maintenance of the bridges. To estimate the road user cost, this paper formulates the road user cost as a sum of the user delay cost and the vehicle operating cost considering the detour effect. A numerical traffic simulation and a regression analysis are performed to develop a regression model due to a time delay. The proposed regression model is applied to the generation of the maintenance strategy based on the life-cycle cost and performance, and its effectiveness and applicability is investigated. The road user cost has a great influence on establishing the maintenance strategy, and the proposed regression model could be successfully utilized to estimate the road user cost of a bridge.

  • 본 연구의 목적은 도시 지역에서 지진 발생시 중요한 대피로 역할을 하는 도로의 위험평가요소를 분석하고 데이터베이스(Database, DB)를 구축하는데 있다. 현재 우리나라는 도로의 체계적인 유지관리를 위해 도로관리통합시스템이 개발되어 있으나, 이는 도로대장전산화, 포장관리시스템, 교랑관리시스템, 도로절개면유지관리시스템 등에 한정되어 있다. 다시 말해서 재난 시 사람들이 신변의 안전을 확보할 수 있는 대피나 구급을 위한 통로로써의 도로에 대한 이해가 부족한 실정이다. 따라서 본 연구에서는 선행연구의 분석을 토대로 방재관점의 도로관리를 위한 항목들을 자연환경, 시회환경, 도로 및 시설물, 유발요인 등으로 제안하고, 서울대학교 부근을 대상지역으로 하여 이들 요인을 DB화하였다. 이는 도로와 주변 환경 등을 동시에 고려하여 재난 발생 시 대피와 구조 활동을 위한 방재계획은 물론, 지역별 위험도평가 및 재해위험도작성에 기초 자료로 이용될 것으로 기대된다. 그러나 본 연구에서는 기구축된 GIS 자료가 아닌 현장 조사를 바탕으로 구축된 DB로, 방재관점의 통합된 DB의 필요성을 제시하는데 그 의미가 있을 것이다.
