The Study on Determination of Benefit Factor as Constructing Traffic Facilities Using ANP (ANP기법을 이용한 교통시설 건설사업의 편익항목 선정에 관한 연구)

  • The construction of traffic facilities has generated a variety of problems in the equality and efficiency when it would be planed and evaluated. One of the reasons for these phenomena isn't the definition of an objective standard about benefit items. Thus, results of evaluation couldn't give a demonstration of confidence. But, the traffic facility construction and its operation costs are securely appeared. Therefor, it will be demonstrated to decide the benefit items in this study. Before deciding the items, user's satisfaction evaluation and economic analysis would be carried. We find out subway user's satisfaction higher than load traffic mode user in satisfaction evaluation, while subway's economic feasibility is lower than load facility, as a result of B/C analysis. In this inconsistent results, we found out that the benefit value is a little lower because of indefinite standard of it's items as comparing Busan Metropolitan City's population with subway's modal split ratio. Accordingly, we enumerate some benefit items in the case of feasibility evaluation as constructing traffic facility. And each of evaluation items' weight is estimated by using ANP. We found out that the weight value of accessibility has the highest one, that of punctuality has second, that of travel time has third, and benefit items according to improvement of user's traffic condition have much more important than those which were considered in the existence economic analysis.

  • Most of the evaluations of environmental effect of construction of road do not run parallel with the evaluation of the propriety of the business, but it just reviews how to reduce contamination before the beginning of the construction work. This reveals the limitation of the induction of environment friendly development from the fundamental. In this study, a function of GIS spatial analysis for 9 elements of pre-evaluation of environmental effect has been introduced, and a GIS decision making system for environmental effect of a road has been established for an integrated evaluation by using individual evaluation result. By using GIS decision making system for pre-evaluation of environmental effect that has been developed in this study and the GIS data that has been collected, it would be possible to decrease time and money for evaluation as well as fulfill the requirement of objectivity. Therefore, it would be possible to apply for pre-evaluation of environmental effect when deciding on the route of the road at the beginning stage of the construction work. Also, through the system developed in this study, the construction body could easily induce a mutual agreement with the residents by the visual evaluation material, which might result in an evaluation of environmental effect while decreasing time and money at the beginning stage of the construction.

  • `Influence Area` means the area that the traffic flow pattern of which is changed remarkably after the construction of highway facilities. The Influence area would be a significant criteria for demand forecasting and economic analysis. However existing methods for defining influence area such as O/D method, traffic volume variation method and rate of traffic volume variation method have no standard criteria. In this paper, some problems which existing methods have are analyzed and a new method travel time method - is introduced. Influence area can be induced as the area where the vehicles reach from starting traffic zone to ending zone to which 95 percentile vehicles want to travel. In addition, the value of standard criteria for defining influence ayes are induced via this method.

  • Bridges are an integral part of Transportation that is always open to traffic.To effectively manage bridges today, more needs to be done to assess the day-to-day condition and behavior of bridges, and the deterioration rates of their components, so that efficient and proactive measures can be taken. Conventional methods consumemore time and they lack flexibility to reach all locations in high convoluted structures which most bridges offer. Instead, this work uses a new concept of robot, termed as Bridge inspecting robot, which, as its name suggests, possesses superior ability to flex, reach, and approach all points on the bridge. This study also provides economical feasibility model for the same and a comparison with existing bridge inspection and automated inspection work. Finally, we have uncovered few issues and did not analyze some information because of limitation to data.

How to Improve R&D Pre-Feasibility Study System (연구개발 분야 예비타당성 제도의 개선방향)

  • Even though the pre-feasibility study was introduced in 1998, it mainly has focused on transportation social overhead capital(SOC) such as road and railroad. Last year, however, the government newly launched R&D project area for the pre-feasibility study. This paper tries to analyze the pre-feasibility study methodology and system that applied to R&D facility, cluster, and sized R&D infrastructure projects. In depth study of economic, policy, and AHP analysis, this paper shows that the preliminary feasibility study have some caveats and suggests a way of improvement for making up for limitation. Main suggestions are as follows; First, to improve the fit in R&D sector analysis, using consistent method is important. Second, technology analysis is essential for R&D evaluation. Third, technology experts should take part in AHP analysis.

  • Recently, the paradigm of road policy has been focused on user safety. Recently, the number of road facility improvement project has been continuously increased but the economic feasibility (B/C ratio) is insufficient. Therefore, it is necessary to select a reasonable road improvement project through accurate and objective analysis of the road safety evaluation. In this study, to develop a new road safety evaluation method, data were collected based on the current road safety evaluation method for 75 routes including national roads and provincial ones. Based on the collected data, problems were analyzed and utilized as the basic factors of the new road safety evaluation method. Therefore, in this study, traffic accidents were reflected as a general evaluation item by weighing to solve these problems, and the evaluation items were added from experiences and ideas of the local public officials. For each evaluation item, a reasonable weight was determined through AHP (Analytic Hierarchy Process) questionnaire evaluation with highway experts. In addition, the safety index was determined based on the evaluation criteria for each evaluation item. The criteria for evaluating the danger zone are determined by the overall safety index. Finally, the criteria for selection of road improvement projects based on the overall risk level were derived.

The Method of Vanishing Point Estimation in Natural Environment using RANSAC (RANSAC을 이용한 실외 도로 환경의 소실점 예측 방법)

  • This paper proposes a method of automatically predicting the vanishing point for the purpose of detecting the road region from natural images. The proposed method stably detects the vanishing point in the road environment by analyzing the dominant orientation of the image and predicting the vanishing point to be at the position where the feature components of the image are concentrated. For this purpose, in the first stage, the image is partitioned into sub-blocks, an edge sample is selected randomly from within the sub-block, and RANSAC is applied for line fitting in order to analyze the dominant orientation of each sub-block. Once the dominant orientation has been detected for all blocks, we proceed to the second stage and randomly select line samples and apply RANSAC to perform the fitting of the intersection point, then measure the cost of the intersection model arising from each line and we predict the vanishing point to be located at the average point, based on the intersection point model with the highest cost. Lastly, quantitative and qualitative analyses are performed to verify the performance in various situations and prove the efficiency of the proposed algorithm for detecting the vanishing point.

A Study of Developing Variable-Scale Maps for Management of Efficient Road Network (효율적인 네트워크 데이터 관리를 위한 가변-축척 지도 제작 방안)

  • The purpose of this study is to suggest the methodology to develop variable-scale network model, which is able to induce large-scale road network in detailed level corresponding to small-scale linear objects with various abstraction in higher level. For this purpose, the definition of terms, the benefits and the specific procedures related with a variable-scale model were examined. Second, representation level and the components of layer to design the variable-scale map were presented. In addition, rule-based data generating method and indexing structure for higher LoD were defined. Finally, the implementation and verification of the model were performed to road network in study area (Jeju -do) so that the proposed algorithm can be practical. That is, generated variable scale road network were saved and managed in spatial database (Oracle Spatial) and performance analysis were carried out for the effectiveness and feasibility of the model.

  • Providing a voice alarm to drivers approaching a work zone could be an effective alternative to mitigate the potential safety problems of the work zone. This study conceived a voice alarm with a direction sound speaker and a field test was conducted that evaluated the feasibility of the voice alarm at a highway work zone. During the field study, we carried out on-site driver surveys to obtain drivers' perception and preference, collected approaching speeds, and measured sound level during the off-peak 2-hour for two days, respectively. The results showed that while the voice alarm has the potential to be an effective tool in improving safety, the alternative appeared to have the negative effect of noise. Further refinement to a voice alarm with a directional speaker is required to improve feasibility, and the results are expected to be utilized as basic data useful for the refinement.

  • In order to find methods to encourage active private participation for efficient road maintenance, this study examined the status of the road improvement project and the development of the private capital utilization improvement project. Based on this, the study conducted a case study and a financial feasibility study that applied the new business method and selected the applicable business method. As a result, it is analyzed that the method of using Crowd Funding is more advantageous than the private scheme of the private capital utilization improvement project. This is because it will be highly effective in raising funds from users of highway users, especially users of improvement projects. In addition, it can also mean that the road users who suffer from inconvenience due to the construction can return the toll profit of road construction to the user.
