Two dimensional road design is connoting danger factor because different point between design standard and driver's reaction. Consequently two dimensional road design is difficult to recognize problem that happen beforehand when before construction. Therefore three dimensional road design that can grasp problem after completion is required. In this study, three dimensional road was designed to evaluate road that is designed. Road designed by Inroad that is road design program. DTM is created using digital map and elevation data. Three dimensional road was designed by integrated DTM of road and topography. Road design evaluation was performed in three dimension. Driving simulation and sight distance assessment were carried out to estimate stability of alignment. Shadow simulation was executed on icy road section for bad section of icy road surface. As a result of evaluation, this study could confirm shape of road after completion. And sight distance could be calculated and visually confirmed. Also, icy road sections were extracted through shadow simulation.
Road type classification and K-factors are important role when design of number of lane. In this study not only classifies road type and estimating of K-factor but also economic evaluation tries for feasibility verification. Road type analysis results, time of day traffic volume variation, weekend-factor and vacation-factor are large in recreation roads. Weekday traffic volume and weekend traffic volume are similar patterns in provincial roads. AADT is high and time of day traffic volume variation is small in urban roads. In this study compares with economic analysis that designing of number of lane between KHCM's K-factor and this study K-factor. Economic analysis results, designed roads by this study's K-factor reduce cost about 4,708 hundred million won. So this study's K-factor is economical on provincial 4 lane roads.
At present engineers use the highway design speed concept to develop the horizontal alignment. This concept has a strength of attaining consistent horizontal alignments because of its use of a single speed value. Yet it shows a critical weakness that when opened the operating speed for the vehicles on the road can be a lot different than the design speed. To resolve this, many countries already develop the horizontal alignment by adopting procedures that weigh vehicle operating speeds, and this research joins them by developing an operating speed based horizontal alignment design. We have collected vehicle speed samples over the nation, selected some speed influential design elements by doing a statistical analysis, provided a set of models for two-lane roads and four lane roads, and showed a stepwise feedback procedure by doing a case study. It is underscored that in the case study the proposed procedure has scaled down the speed inconsistency problem, and we are of opinion that our procedure would coin both investment efficiency and speed consistency in future highway projects.

Urbanization of Korea reaches up to 90% in the year 2003. What that means is that 90% of population live in the city areas. This phenomenon emphasizes importances of urban streets where people feel accessibility and level of environmental amenity, enjoy recreational activity, and live for a life. However, the current Korean manual for designing road is not enough to accomodate various activities of urban streets since its target is basically rural roads. This study proposes the necessity of a new design manual of urban streets via analyzing the practices of the development countries, and aims to recommend what should be prepared and how those are defined for developing a design manual of urban streets in Korea. It is inevitable that the design manual of urban streets be based on the flexibility and diversity. The manual should be made through consensus among the related stakeholders such as designers, residents and officials. And it also should reflect the characteristics of each city. It is somehow true that without the manual, designing of urban streets can be done although it is not fully acceptable. This does not mean that the necessity of the manual can be ignored. Rather, we should remember that the related stakeholders may not want to reveal what are hidden in developing the design manual of urban streets. What are hidden is that developing the design manual of urban streets is difficult problem to solve. It is a wish that this study triggers the on-going research and interests on developing the design manual of urban streets.
Highway geometric design aims to provide drivers with safe and efficient road conditions. Highway design method of Korea doesn't consider demand characteristics of drivers, vehicles etc. Therefore there is a gap between designer's expectation and user's behavior and it hinders to make safer roads. It is required to develop the geometric design criteria and design method based on driving characteristics to provide safe and flexible design. This study suggested a geometric design method of horizontal curves on rural 4-lane highways based on speed distribution.

According to "A guide Book to Highway Design", most road elements are chosen based on a certain design speed in order to ensure obtaining safe and smooth traffic operating. However, road safety in practical way is corelative to not only all element of roads but also road shape, for example, between straight line and curves line and between curved lines. Also, it is relates to alignments such as horizontal alignment, vertical alignment, and cross section. That is, the practical road design should be examined in both sides of 3 dimension and consecutiveness as the practical road is a 3-dimensional successive object. The paper presents a concept for acceleration to evaluate consistency of road considering actual road shape on 3-dimension. Acceleration of vehicle is influential to road consistency based on running state of vehicle and state of drivers. Especially, the magnitude of acceleration is a quite influential element to drivers. Based on above, the acceleration on each point 3-D road can be calculated and then displacement can be done. Computation of acceleration means total calculation on each axis.
On freeways, factors inducing traffic accidents consist of two major elements such as driver factors and road environment factors. Research have been done and shown that there would be relationship between design elements such as radius, slopes, superelevations, and observed speeds and accident rates. The present paper confirms that these elements are correlated with accident rates. Furthermore, the paper identifies standard deviation of these elements as the design consistency and compare them with reduction of accident rates. This type of work leads to identify the fact that standard deviations based design consistency are correlated with accident rates. The results of the paper may contribute to encourage the quantified use of design consistency during highway design.

According to the present highway design criteria, there are minimum standards which re ade from special design speeds. If some highways are satisfied the standards, it regards he highway as safety. In reality, however, most drivers drive a car at different speed compared with design speed. It is very dangerous for drivers especially at transition sections between curve and horizontal curve sections. Hence, this study calculated the rate of changing and horizontal acceleration at each section. Moreover, this study evaluated thesafety of design at curve transition sections and then calculated lateral acceleration and curve radii. This study found the minimum standards which are using as basic safety standards are not appropriate for measuring driver's safety.
