A Study of Evaluation System of NATM Tunnel using Delphi and AHP (델파이 및 AHP 기법을 활용한 NATM 터널의 평가체계 연구)

  • Since the 30-year-old facility is expected to surge from 10.5% to 23.9% in 10 years, the new evaluation system is needed to establish efficient maintenance system for securing the safety and extending the life span of existing facilities. In this study, Delphi and AHP(Analytic Hierarchy Process) was conducted to provide a systematic new evaluation system for the NATM tunnel, which is the most frequently constructed structure of the existing tunnel. Since the existing assessment systems are limited in scope of evlauatuon criteria, the survey was conducted in conjunction with closed questionnaires on existing items and open questionnaires for eliciting new items. In results, suitable evaluation factors were derived for the NATM tunnel through the validation of the survey results. Also after calculating weighted value of the derived assessment item using AHP technique, a new evaluation system is proposed to meet the characteristics of the NATM tunnel, so that they can be used as reference materials for revising and supplementing detatiled guidelines in the future.

  • 목적: 본 연구는 실무 현장과 교육 현장의 조사를 통한 종합적인 의견을 수렴하여 합리적인 치과기공사 양성 및 배출을 위한 개선안을 도출하고자 한다. 방법: 3회에 걸쳐 설문조사가 진행되었으며, 1차는 개방형 문항으로 조사되었고, 2차, 3차는 폐쇄형 문항으로 조사되었다. 델파이 조사를 위한 조사 인원 선정을 100명(정책집단: 20명, 교육집단: 20명, 임상가 집단: 60명)으로 지정하였다. 1차 개방형 조사결과를 토대로 2차 설문문항을 작성하였으며, 2차 설문조사 결과를 토대로 3차 설문문항을 작성 후 조사하였다. 수집된 자료의 분석은 통계패키지 프로그램 SPSS Ver. 21.0를 활용하여 델파이 기법(Delphi Method)을 활용한 연구 결과에서 전문가 집단의 의견을 수렴하기 위해 빈도분석과 기술통계분석을 실시하였다. 결과: 현 교육체계의 문제점은 임상현장과의 차이와 실무능력저하, 국가시험위주의 교육이 문제점으로 대두되었으며, 현행 평가제도의 문제점은 임상현장을 충분히 반영하지 못한 점, 실무능력이 미 반영된 실기평가로 지적되었다. 결론: 결론적으로 치과기공사의 교육과정과 평가제도는 현실적인 내용을 고려하면서 임상 실무와의 연계성을 높이는 방향으로 개선되어야 할 것으로 사료된다.

  • The purpose of this research is to propose policy of domestic timber supply expansion. To recommend polices and draw the priority orders, this study has used Delphi technique and Analytic Hierarchy Process. It has executed to recommend policies of domestic timber supply expand by dividing produce, distribution and consumption parts. As the result of Delphi technique and AHP, 'Infrastructure for domestic timber produce (.239)', 'regional domestic timber gathering complex construction (.202)' and 'a public institution domestic timber use obligation (.126)' policies are derived.

  • The FIDIC Red Book is an international standard contract condition in which the Employer designs and the Contractor performs the construction. The Engineer of FIDIC Red Book shall agree or determine any matter or Claim in accordance with Sub-Clause 3.7 neutrally, not as an agent of the Employer. This study aimed to derive Key Risk Sub-Clauses out of 49 Sub-Clauses that the Engineer of FIDIC Red Book recently revised in 18 years shall agree or determine according to Sub-Clause 3.7 using the Delphi method. A panel of 35 experts with more than 10 years of experience and expertise in international construction contracts was formed, and through total three Delphi surveys, errors and biases were prevented in the judgment process to improve reliability. As for the research method, 49 Sub-Clauses that engineers shall agree on or determine according to Sub-Clause 3.7 of the FIDIC Red Book were investigated through the analysis of contract conditions. In order to evaluate the probability and impact of contractual risk for each 49 Sub-Clause, the Delphi survey conducted repeatedly a closed-type survey three times on a Likert 10-point scale. The results of the first Delphi survey were delivered during the second survey, and the results of the second survey were delivered to the third survey, which was re-evaluated in the direction of increasing the consensus of experts' opinions. The reliability of the Delphi 3rd survey results was verified with the COV value of the coefficient of variation. The PI Risk Matrix was applied to the average value of risk probability and impact of each of the 49 Sub-Clauses and finally, 9 Key Risk Sub-Clauses that fell within the extreme risk range were derived.

The Study on the Expertise about Field-University-Government Cooperation Oriented Supervision Program for Child-care Center (델파이 방법을 활용한 산·학·관 협력 어린이집 장학프로그램에 대한 전문가 인식 조사)

  • The purpose of this study is to investigate the expertise about the field-university-government cooperation oriented supervision program for child-care center. The research contents for the purpose of this study were to investigate a distributions of the panel's responses on a draft and the adequacy of the items and the convergence of the panel members' responses. This study was conducted in three steps of the Delpi method with a panel consisting of 20 experts. On the first step, we collected opinion of the panel through open-ended questions on a field-university-government cooperation oriented supervision program for child-care center. On the second and third steps, we analyzed the distributions of the panel's responses to the questionnaire with a 4-point rating scales. Finally, we developed 77 items for 2 categories for the field-university-government cooperation oriented supervision program. The results of the analysis for the adequacy showed that most of the items were valid and reliable, and the responses of the panel groups are a high convergence level, except some items.

A Study on Influence Factors for Tunnel Collapse Risk Analysis using Delphi Method (델파이 기법을 활용한 터널 붕괴 위험도 분석을 위한 영향인자 도출에 관한 연구)

  • This research aims to define influence factors to perform an optimized section design and evaluate tunnel collapse risk during construction using Delphi technique. A total of five upper classification systems were constructed through literature review, pervious research analysis, and brainstorming of expert group for establishing influence factors. The $1^{st}$, $2^{nd}$, and $3^{rd}$ Delphi survey process was proceeded by panel group which is consisted 21 experts to prevent errors and bias in the expert judgement process. In Delphi $1^{st}$ survey, a total of 22 influence factors candidates were derived through open-ended questionnaire. In Delphi $2^{nd}$ survey, questionnaire was proceeded based on 7-point Likert scale method. In order to verify the validity, CVR (Content Validity Ration) analysis was performed to exclude inappropriate candidates. In the $3^{rd}$ survey, verification of influence factors was proceeded once more with the result of $2^{nd}$ survey, and lastly, a total of 14 influence factors was derived by CVR and COV (Content Validity Ration) analysis for response of experts.

국내.외 기술수준조사 및 기술수준평가 연구 동향 분석

  • 본 논문은 최근 6년간 시행된 국내 외 기술수준조사(Technology level evaluation) 및 기술수준평가(Technology level assessment)의 동향을 정리한 것이다. 국내의 기술수준조사는 기술수준의 평가를 위해 기존의 기술분류 체계를 사용하거나, 평가 대상기술의 특성에 따라 새로운 분류체계를 작성하였다. 기술수준의 평가는 델파이(Delphi) 설문과 정량적인 특허 및 논문 분석 등이 동시에 수행되었다. 국외의 기술수준평가는 주로 특허, 논문, 연구원 수 등의 정량적인 평가를 중심으로 수행되었으며, 제한적으로 설문, 토론회 등의 정성적인 평가가 함께 수행되었다.

  • This study conducted over two rounds Delphi survey targeting experts in the fields of roads, transportation, automobiles, intelligent transport systems(ITS), and communications to analyze the direction of change in road design, operation, and systems in the Lv.4/4+ autonomous driving era. To construct the Delphi survey items, a basic survey was conducted. The first and second Delphi surveys targeted experts in fields closely related to autonomous driving. The results of the survey revealed an expectation that in the future, transportation operations would change focus to shared autonomous vehicle(AV) and public transportation transfers, and there would be corresponding changes in the cross-sectional configuration. Exclusive lanes for AV are expected to be introduced commencing from highways and general national roads, and there was a consensus that they should be installed in the center of the road rather than on the sides and would use the same lane width as that of the existing road. In terms of facilities for AVs, it was found that it would be necessary to expand pedestrian-vehicle separation facilities, insert communication chips into facilities for location recognition, advance precision maps, and expand roadside communication facilities.

Identification of Variables as the Effects of Integrated Education Using the Delphi Method (통합교육의 효과변인 추출을 위한 델파이 연구)

  • In this study, the Delphi Method was conducted to extract variables as effects of integrated education. Forty-six experts engaged in both the integrated education and research fields participated in this study. The Delphi survey was conducted for three rounds. In the first round, an open questionnaire was given asking variables possibly considered as effects of integrated education. In the second round, variables induced from analysis of the first survey results were given and the degree of agreement for each variable was determined according to the Likert scale. In the third round of the survey, mean, standard deviation, and the first and third quartile calculated using the results of the second survey were given to experts to determine their degree of assent. In addition, categories for variables were suggested. The degree of agreement for appropriateness of categorization and relative importance were determined As a result, a total of 18 variables were chosen except for career awareness. They were categorized according to their definition and properties into five categories: 'creativity' (flexible thinking, associative thinking, intuitive thinking, creative thinking), 'problem solving' (meta-cognition, problem recognition and solving, critical thinking, decision making ability, ability of knowledge application, knowledge and information processing skills), 'integrative perception and sensitivity' (concern and interest in various disciplines, understanding and acceptance of difference, integrative thinking), 'interpersonal relations' (communication skills, cooperation), and 'disciplinary literacy' (humanistic imagination, basic knowledge and literacy of each discipline, academic motivation). The degree of agreement was high in variables included in 'creativity' and 'problem solving' categories and the frequency of choosing the importance was high in variables included in 'integrative perception and sensitivity'. The educational implication related to implementation and practice of integrated education were discussed on the basis of results.

  • 본 연구는 가스하이드레이트 개발사업과 관련하여 해당 분야의 국내 개발환경을 고려한 기술로드맵을 설정하기 위하여 현 단계에서의 애로점을 분석하는 것을 그 목적으로 하고 있다. 이에 세 단계에 걸쳐 델파이 설문을 진행하였다. 첫 단계에서는 우선 전문가 집단에게 개방형 설문을 이용하여 애로점 속성 초안을 마련하였고, 이렇게 마련한 속성 초안을 바탕으로 중과제 책임자 면담을 통해 더욱 구체화시켰다. 두 번째 단계로 구체화된 속성 초안들로 2차 설문을 구성하여 각 속성별 중앙값과 사분점간범위를 산출해내었다. 마지막으로 3차 설문에서는 산출된 중앙치나 사분점간범위를 제시하고 응답하는 전문가들에게 응답을 다시 한번 재고할 기회를 주며, 이 때에도 다수의 의견으로부터 벗어날 경우에는 의견을 달리하는 이유를 적을 수 있도록 하였고, 현재 3차 설문을 진행중에 있다.
