Even though the replying comments on Internet articles have positive effects on discussions and communications, the malicious comments are still the source of problems even driving people to death. Automatic detection of malicious comments is important in this respect. However, the current filtering method of the malicious comments, based on forbidden words, is not so effective, especially for the replying comments written in Korean. This paper proposes a new filtering approach based on morpheme analysis, identifying coarse and polite morphemes. Based on these two groups of morphemes, the soundness of comments can be calculated. Further, this paper proposes various impact measures for comments, based on the soundness. According to the experiments on malicious comments, one of the impact measures is effective for detecting malicious comments. Comparing our method with the clean-bot of a portal site, the recall is enhanced by 37.93% point and F-measure is also enhanced up to 47.66 points. According to this result, it is highly expected that the new filtering method based on morpheme analysis can be a promising alternative to those based on forbidden words.

The online portal platform provides online news with online comments, but the anonymity of comments causes incivility, and online comments are considered social problems. While there are many foreign language-based incivility detection studies, in-depth research is not being conducted in Korea since there has not been implemented Korean language dataset which is labeled detailed criteria of incivility. In this study, the incivility notation of comments was conducted in a total of 13 items, uncivil words were summarized. Furthermore, Attention algorithm was applied to each comment and summary to extract embedding vectors. 2-d CNN followed at the end to detect incivility in given data. As a result, we showed that the proposed algorithm is useful for anti-citizen detection such as name-calling and offensive tones. This study is expected to contribute to the formation of a healthy online comment culture by detecting uncivil comments which hinder democratic discourse.

Although there have been lots of studies about users' behaviors online, few have explored the mechanism of hostile behaviors. In this sense, this study aims at discovering what may elevate users' hostile behaviors. More specifically, we tried to find the relationship between flaming behavior and perception factors such as perceived risk, anonymity and expected emotional reaction. A survey was conducted to investigate the relationship of the above variables. As a result, all these variables show significant effects on flaming, and information overload are found to act as a moderator. We carefully conclude that flaming in online community can be reduced by preventing information overload each user perceives.

스마트폰의 보급이 급증하면서 모바일 인터넷 서비스, SNS 등 새로운 ICT 서비스의 이용이 크게 확대되고있다. 이로 인해 정치, 경제, 사회 문화 등 다양한 분야에서 많은 변화와 발전이 일어나고 있다. 그러나 이에 따라 인터넷 침해 사고와 개인정보 유출사고, 악성 댓글과 같은 인터넷 윤리 문제도 심각한 수준에 이르고 있다. 이러한 도전과제를 해결하기 위해 본고에서는 한국인터넷 진흥원이 중점적으로 추진하고 있는 인터넷 침해사고 대응을 비롯한 주요 정보보호 활동을 설명하고, 개인정보보호법 시행에 따른 추진활동 등을 통한 안전한 인터넷 이용환경 조성 노력을 기술한다. 아울러 건전한 인터넷 이용분화 조성을 위한 범국민 운동 및 교육, 그리고 사업자의 자발적 정화노력 동에 대해 살펴본다. 또한 인터넷 윤리 및 정보보호 문화 조성을 위한 국제협력 활동, 개도국 인터넷 정책 수립 지원을 위한 패키지 개발과 보급 활동 동에 대해 설명하고, 이어 인터넷 정보보호와 윤리 문화 선진화와 글로벌 선도 국가로서의 도약을 이끌어내기 위한 한국인터넷진흥원의 역할에 대해 제시한다.
