  • Many sorts of fatal accidents like explosion or fire caused by gas leakage have become a social issue with the increasing use of harmful chemicals in laboratories in universities and enterprise-affiliated research institutes in Korea. Importance of safety management has been emphasized and it made Act on the Establishment of Safe Laboratory Environment enacted not only to protect lives and bodies of people working in laboratories in universities and enterprise-affiliated research institutes but also to make pleasant experimental atmosphere. Safety management system has been built and periodical checkups and safety diagnosis have been implementing in universities and enterprise-affiliated research institutes to prevent such accidents. However, in spite of those actions, continuous accidents make analysis of root cause essential. This study will show results of analysis on incidents and accidents occurred in laboratories in universities and enterprise-affiliated research institutes using Root Cause Analysis Method and propose the direction of safety management.

  • LRT is eco-friendly transportation system and can be constructed at less than half cost of subway. Therefore many local governments have planned to construct a various type of LRT and some of them were already under construction. In Para. 2 of Art. 22 of the "Enforcement Decree of Urban Railroad Act" - safety standard of urban railroad vehicle, It can't be operated if "structures and devices" don't come up to standard required to safety operation. Constructor or operator should give an order or operate according to safety standard in Art. 3 of the Safety Standard of Urban Railroad Vehicle. Safety Standard of Urban Railroad Vehicle of 2000 was reformed once to tighten fire safety standard in 2004 after subway accident in Daegue. It was entirely made for medium and large-sized electric motor car. LRT, based on driverless operation and articulated bogie, has different safety standard in signalling devices and the axle load. etc. So many institutes related LRT have required to amend. In this paper, we described features of LRT vehicle and necessity of amendment and discussed how it should be amended.

  • Cyber threat targeting ICS (Industrial Control System) has indicated drastic increases over the past decade and Cyber Incident in Critical Infrastructure such as Energy, Gas Terminal and Petrochemical industries can lead to disaster-level accidents including casualties and large-scale fires. In order to effectively respond to cyber attacks targeting ICS, a multi-layered defense-in-depth strategy considering Control System Architecture is necessary. In particular, the centralized security log system integrating OT (Operational Technology) and IT (Information Technology) plays an important role in the ICS incident response plan. The paper suggests the way of implementing centralized security log system that collects security events and logs using OPC Protocol from Level 0 to Level 5 based on IEC62443 Purdue Model to integrate ICS security logs with SIEM (Security Information Event Management) operated in IT environment.

  • This study attempted to detect possible collapse and fire accidents in facilities for disaster monitoring of large facilities, and to develop a customized beacon to recognize the internal situation of an IoT-based facility when a disaster occurs. In the case of data measurement using the existing strain gauge sensor, the strain gauge sensor was connected by wire to measure it, but this study changed it to wireless so that the presence and absence of structural deformation can be monitored in real time. In this process, in order to use the Wheatstone bridge, a strain sensor module that can be connected to a customized beacon was manufactured, and a system configuration was conducted to remotely check the measurement data. To verify measurement data, 10 customized beacons and 2 gateways were installed on the 15th floor of the Advanced Institue of Convergence Technology, and as a result of analysis of measurement data, it was confirmed that the strain data values were distributed between 7 and 8.

  • The purpose of this paper is to introduce eight articles which were written on the psychological mechanisms of accidents in Korean society and to suggest alternatives to prevent them. All of these articles were presented during the "Symposium of Safety" at the Annual Conference of the Korean Psychological Association, at Youngnam University through October 18~19, 2002. Frequently occurring accidents in Korean society are a very serious and enduring social issue. Psychological and cultural factors, as well as environmental factors, were found to be leading causes of the various accidents. The preventative alternatives for these accidents should be developed taking into account these factors. A nation-wide comprehensive institute for accident management is necessary to control accidents and to study and to develop preventive programs. The attitude of psychologists also needs to shift from the laboratory to the field toward accidents and from passive to aggressive toward issues facing Korean society.

  • Purpose: The purpose of this paper is to present a service construction plan using multiple complex sensor information to detect abnormal situations in urban life safety that are difficult to identify on CCTV. Method: This study selected service scenarios based on actual testbed data and analyzed service importance for local government control center operators, which are main users. Result: Service scenarios were selected as detection of day and night dynamic object, Detection of sudden temperature changes, and Detection of time-series temperature changes. As a result of AHP analysis, walking and mobility collision risk situation services and fire foreshadowing detection services leading to immediate major disasters were highly evaluated. Conclusion: This study is significant in proposing a plan to build an anomaly detection service that can be used in local governments based on real data.   • Purpose: The purpose of this study is to create the deveopment plan for promotion of advanced disaster-safety awareness, which is noted as a major factor in the large disaster. Method: This study is to conduct theoretical review with regard to disaster management and safety awareness. Consciousness surveys on safety awareness and previous disaster case was analyzed to derive the cause of the disaster, and the development plan for promotion of advanced disaster-safety awareness was suggested. Result: In the survey on the public's sense of safety on the disaster management evaluation, 'Response' stage was well performed, but the 'Recovery' stage was not. Especially, it was found that disaster safety education at the 'Prevention' stage was very lacking. In the survey on the public's safety awareness, the awareness level of the evacuation facility was very low, information on infectious diseases and collapse accident was insufficient. Especially, it has been found that the awareness on safety regulation in daily life is very insufficient. Through the case study on previous disaster(COVID-19, Fire in Miryang Sejong Hospital, Forest fire in the east coas at 2004'), it was derived that the lack of safety awareness(such as safety insensitivity) was the main factor of the expansion of the damage scale. Conclusion: The development plan for promotion of advanced disaster-safety awareness are as follow. First, it is necessary to spread the safety culture movement through the expansion of safety education and safety promotion. Second, disaster confrontation training for the public should be implemented to improve the effectiveness of disaster response. Finally, it is necessary to change the individual awareness on safety. When these factors are implemented systematically, advanced disaster-safety awareness can be promoted. Ultimately, disaster accidents in our society can be reduced.

  • In a steel structure, spray-applied fire resistive materials are crucial in preventing structural strength from being weakened in the event of a fire. The quality control of such materials, however, is difficult for manual workers, who can frequently be in short supply. These skilled workers are also very likely to be exposed to environmental hazards. Problems with construction work such as this, which are specifically the difficulty of achieving quality control and the dangerous nature of the work itself, can be solved to some degree by the introduction of automated equipment. It is, however, very difficult to automate the work process, from operation to the selection of a location for the equipment, as the environment of a construction site has not yet been structured to accommodate automation. This is a fundamental study on the possibility of the automation of spray-applied fire resistive coating work. In this study, the linkability of the cutting-edge RTLS to an automation system is reviewed, and a scenario for the automation of spray-applied fire resistive coating work and system composition is presented. The system suggested in this study is still in a conceptual stage, and as such, there are many restrictions still to be resolved. Despite this fact, automation is expected to have good effectiveness in terms of preventing fire from spreading by maintaining a certain level of strength at a high temperature when a fire occurs, as it maintains the thickness of the fire-resistive coating at a specified level, and secures the integrity of the coating with the steel structure, thereby enhancing the fire-resistive performance. It also expected that if future research is conducted in this area in relation to a cutting-edge monitoring TRS, such as the ubiquitous sensor network (USN) and/or building information model (BIM), it will contribute to raising the level of construction automation in Korea, reducing costs through the systematic and efficient management of construction resources, shortening construction periods, and implementing more precise construction

  • In gas industries, the potential risks of serious accidents have been increased due to high technology application and process complexities. Especially, in case of gas-related accidents, the extent of demage is out of control since gas plants handle and produce combustible, flammable, explosive and toxic materials in large amounts. The characteristics of this kind of disaster is that accident frequency is low, while the impact of damage is high, extending to the neighboring residents, environment and related industries as well as employees involved. The hydrogen gases treated important things and it used the basic material of chemical plants and industries. Since 2000, this gas stood in the spotlight the substitution energy for reduction of the global warming in particular however it need to compress high pressure(more than 150 bar.g) and store by using the special cylinders due to their low molecular weight. And this gas led to many times the fire and explosion due to leak of it. To reduce these kinds of risks and accidents, it is necessary to improve the new safety management system through a risk management after technically evaluating potential hazards in this process. This study is to carry out the quantitative risk assesment for hydrogen filling plant which are very dangerous(fire and explosive) and using a basic materials of general industries. As a results of this risk assessment, identified the elements important for safety(EIS) and suggested the practical management tools and verified the reliability of this risk assessment model through case study of accident.
