The Study on the Situations and Analysis of Rail Freight in Japan and Policy Implication (일본철도화물수송의 현황분석 및 정책적 시사점)

  • 최근의 화물자동차파업사태 등으로 우리나라 물류체계의 경쟁력제고를 위한 여러 가지 논의가 진행되고 있다. 그 중에서도 환경친화적이며, 사회적 비용이 저렴한 철도화물의 수송분담율을 높여야 한다는 의견이 많이 나오고 있다. 우리나라 물류체계의 근본적인 문제점은 도로운송량의 증가보다 트럭의 공급과잉으로 트럭운송사업자의 수익은 매우 낮고, 철도, 해운 등 대량운송수단의 분담율이 낮아 전체적인 수송효율성이 낮은 것을 들 수 있다. 이러한 문제점의 해결은 트럭의 과잉공급을 억제하고, 제조업 물류비 중 46.5%를 점하고 있는 운송비용을 절감하는 것이 핵심적인 방안이라고 하겠다. 이에 본 논문에서는 철도화물의 활성화와 우리나라의 철도구조개혁의 성공적인 추진을 위해서 우리와 지형조건이 비슷하고, 1987년에 철도민영화를 시행하여 현재 16년이 경과한 일본철도화물의 현황을 분석하여, 현재까지의 문제점을 밝히고 또한 우리나라의 철도화물수송정책에 시사하는 바를 정리해 보았다. 1987년 민영화 이후 일본철도화물수송현황을 보면 영업거리, 화차대수를 포함한 수송능력 감소로 수송량은 감소하였으나, 화물수송의 장거리와 추세와 컨테이너수송량의 증가, 인력감축으로 영업성적은 전반적으로 향상되고 있다. 문제점으로는 경영면에서는 낮은 생산성 그리고 노후장비 등으로 인한 높은 설비투자비지출, 선로사용료 등의 부담 등이 지적되었다. 운영상에서는 현재 선로를 소유하지 못하여 네트워크가 부족하여 자유로운 열차편성이 어렵고, 포워더 기능이 없어 현재 전체물량의 85%를 점하는 소운송구간에서 다른 운송주체간의 수송으로 일관수송서비스에 어려움이 있으며, 직접적인 영업을 하지 못하여, 새로운 수요창출에 어려움이 있다. 이러한 문제점의 해결책으로는 먼저 정부의 인프라에 명확한 책임분담과 이에 따른 지원이 필요하다. 이와 같은 철도화물활성화의 정책수립필요성의 배경에는 철도화물수송이 효율성과 환경친화성, 높은 안전성 등 사회적 비용을 감소시키는 장점을 가지고 때문이다. 철도화물운송회사도 현재의 수송기능과 함께 포워더로서의 기능을 가져야 할 것이며, 운임인하노력과 속도향상을 위한 노력을 계속하여야 할 것이다.

  • Recently the large shipping companies are reducing a port of call to cut down on expenses related to the large size of ship for economy of scale. Due to this, it is necessary to work out a strategy to overcome the severe competition among ports. According to the importance of port marketing, there were many studies on port marketing. But previous studies for domestic port marketing are considered more importantly Products, Price and Promotion than Place of the 4Ps of marketing mix strategy. But it has to preferentially consider the place strategy in Busan Port because the best advantage is geographical position. So this paper shows the strategic plan of Place Marketing.

  • In the past, regional pilot service is provided by individual pilots directly on board each ship, but it will be difficult to provide this type of service in the near future when autonomous vessels are activated. This can be seen as the need for automation and intelligence of pilot service and provision of remote control system. In this paper, we propose a method, system, and service target that can carry out the electronic pilot service through the intelligence aids to navigation for smart port operation.

The Development Process and Spatial Characteristics of Sino-South Korean Cross-border Small-scale Trade (한.중 소무역의 변화 과정과 공간적 특성)

  • The subject of this research is the small-scale trade between South Korea and China (this trade is a so-called shuttle trade.) This research attempts to find the background to the emergence of the Sino-South Korean (cross-border) small-scale trade and the role of travel routes between the two countries. This research also aims to identify the development process of the bilateral small-scale trade by studying the scale of the small-scale trade and the organization of small-scale traders. Moreover, this research tries to discover the spatial characteristics of the interregional small-scale trade by reviewing the characteristics of traded goods; process of export and import and nodes of small-scale trade. To accomplish aforementioned purposes, the author discussed the relations between small-scale traders and maritime companies. The author also studied the internal change in the small-scale trade by focusing on the reinforcement of the regulation against the small-scale trade. Lastly, the author cited the case of the Soviet Union and middle-eastern Europe, which tremendously expanded the small-scale trades in the 1980s, in order to explain the growth of the Sino-South Korean small-scale trade.

  • According to the survey data during the Japanese Occupation Period, the length of South Korea's coastline is about 11,542km, including the coastlines of mainland and islands. To accurately revise/renew this coastline data through site survey, it will cost great money and time. Also, various development projects such as reclamation works on public waters, constructions of ports/harbors, etc. This paper used aerial photographs, satellite image data and GPS survey data with certain intervals to monitor the change in coastal areas of Songieong, Haeundae, Kwanganri, Songdo and Dadaepo. The local area subjected for this research was limited to areas near Busan. The specific contents of this research include. Launching qualitative/time series analyses on the change of coastal areas using aerial photographs, satellite image data and RTK-GPS surveys.

  • Recently, IMO STW Committee has released a model course of Bridge Resource Management. The Leadership and Teamwork among non-technical skills related to human factor is included at STCW 2010 Manila Amendments. Until now, the BRM education in Korea has been independently operated by each related educational institution, i.e., Shipping Company, University due to absence of model course. In this research the focus is on the simulation module among items for the BRM program. During the simulation from the BRM training, the trainee's reaction and popular functions on simulator have been investigated and analyzed to develop a simulation module for effective BRM education.

  • Shipping companies have become interested in the development of strategic ship assets management systems which are implemented for high competitiveness and business rationalization to meet the tough business environment of high oil prices and decrease in cargo. In this paper we introduce a ship assets management system that is suitable for the SAN(Ship Area Network) environment. This system is designed to execute business strategy of ship owners giving consideration to requirements of shipping stakeholders. In addition we have implemented it in a web-based ERP system (SHERP) which separates user interface and business logic. The SHERP is based on STEP and PLIB, which are international standards for data exchange of mechanical devices and parts. It also adopts a ship ontology to manage the ship information and knowledge during its life-cycle. The SHERP will be a concrete example of servitization of shipbuilding, as an information system which is used in ships and ship groups.

Value of Travel-Time Savings in Metropolitan Road Freight Transportation with Freight Classification Code (화물품목 분류에 따른 대도시권 공로화물운송의 시간가치 산정)

  • The objective of this study is to reveal a shipper's preference for road freight transport according to commodity classification code. The shipper's preference in freight transport can be obtained by using value of travel-time savings. The characteristics of freight are so various that the shipper's preference also appear widely different. In these days, there were few attempts to estimate value of freight travel-time savings in Korea. but most of them included only rail or marine freight transport so it couldn't obtain unique travel-time savings for road freight transport. In this study the value of travel-time savings of road freight transport was estimated according to commodity classification code. Revealed preference method and associated binominal logit models were applied to estimate the value of travel-time savings in transit from a Seoul metropolitan commodity flow survey data in 1998. Data sets were segmented by commodity classification code and nineteen binominal legit models were estimated according to segmented groups. The results of this study showed that the value of freight travel-time savings varied wide ranges from 16,441 won to 66,769 won per hour a vehicle along with commodity classification code.

Study on Development of Remote Mental Health Care Program with VR for Seafarers

  • Seafarers play an important role in shipping and logistics. However, seafarers are relatively vulnerable to mental illness because they have to board ships for a considerable period of time and work in isolation. In particular, in the pandemic situation caused by COVID-19, the crew change is delayed due to the closure of many ports around the world, increasing the mental burden on seafarers. The mental health management of the crew is important because these mental problems can lead to major accidents of lives and ships. This paper identified the necessity of mental health management of seafarers through a survey and identified problems with the currently operated mental health management program and curriculum. Especially, this study proposed VR-based programs to help crews receive mentally counseling treatment in a timely manner and to reduce the mental burden on them by preventing sensitive personal information exposure. Through this, it is expected to contribute to the stable development of the logistics industry by establishing a safe seafarers working environment.

A Study on the Factors Influencing on the Formation of Cooperation Between Ports -Focusing on Container Terminals- (항만간 협력 형성 영향요인에 관한 연구 -컨테이너 터미널을 중심으로-)

  • Currently, shipping and port industries are mainly concerned with securing a competitive advantage through scale expansion. Reflecting this trend, domestic ports and container terminals also emphasize efficiency through dock integration. This study identified factors that facilitate cooperation between container terminal operators, as the smallest unit of port operation, and analyzed their effects. These factors included sharing of resources, clarity of purpose, mutual trust, and influence of government policies. In addition, factors related to effectiveness included operational effectiveness of the terminal, improved service to shippers and shipping companies, and bargaining power with the government. The empirical analysis revealed that, among the factors that facilitate cooperation, sharing and purpose affected operational effectiveness, while sharing of resources affected service improvement of shippers and shipping companies. Finally, policy factors affected port bargaining power.
