영어는 1947년부터 국제민간항공기구에 의해 국제 항공공통어로 사용되기 시작하였다. 그러나 원어민을 제외한 대부분 국가의 조종사와 항공교통관제사는 항공영어로 인한 어려움을 토로하고 있으며 항공기 사고의 많은 부분도 항공영어를 사용하는 communication 문제로 발생하고 있다. 이 점을 인식한 ICAO에서는 2008년부터 항공영어의 등급을 제도화하여 비영어권 국가의 항공종사자에 대한 영어능력의 향상을 도모하고 있다. 본 연구는 관제사를 대상으로 한 항공영어교육의 결과를 SPSS11을 이용하여 분석하였다. 분석결과 교육기간과 교육시간이 영어성적 결과에 유의미한 차이를 보이며, 항공영어의 평가요소 6가지가 상호 유의미한 영향을 미치는 것으로 분석되었다.

Safety Management System is the aviation industry policy for while operating the aircraft, to ensure the safety crew, aircraft and passengers. For operating a safe aircraft, in order to establish the international technical standards, the International Civil Aviation Organization has established the Annex 19 of the Convention on International Civil Aviation. As a result, member country was supposed to be in accordance with the policy of the International Civil Aviation Organization, to accept the international standard of domestic air law. The South Korean government announced that it would promote active safety management strategy in primary aviation policy master plan of 2012. And, by integrating and state safety programmes(ssp) and safety management system(sms) for the safe management of Annex 19 is to enforce the policy on aviation safety standards. State safety programmes(ssp) is a system of activities for the aim of strengthening the safety and integrated management of the activities of government. State safety programmes(ssp) is important on the basis of the data of the risk information. Collecting aviation hazard information is necessary for efficient operation of the state safety programmes(ssp) Korean government must implement the strategy required to comply with aviation methods and standards of the International Civil Aviation Organization. Airlines, must strive to safety features for safety culture construction and improvement of safety management is realized. It is necessary to make regulations on the basis of the aviation practice, for aviation safety regulatory requirements, aviation safety should reflect the opinion of the aviation industry.

미연방항공청(FAA)은 항공기 인증업무에 대한 개선을 지속적으로 노력하고 있다. 항공기 제작 산업이 발전하고 있고, 국제공동 개발 등 다양한 형태의 사업구도가 증가하고 있다. 또한 무인기와 같은 새로운 형태의 항공기에 대한 인증업무가 필요하게 되었다. 이에 따라 증가하는 인증업무 수요에 대응하고자 업무 절차 및 인력에 대한 효율적 관리를 목적으로 제도 및 조직을 개편하고 있다. 국내 항공산업 또한 환경의 변화가 예상되며 미국의 사례를 통하여 국내 항공기 인증 체제의 나아갈 방향에 대하여 고찰해 보았다.

국내 항공산업은 보유항공기의 폐정비로부터 시작하여 전투기 및 헬기의 면허조립 생산을 통해 기본적인 항공기부품 제작 능력을 확보하였으며, 선진 항공공업국으로부터의 항공기부품 제작 물량 수주, 차기 전투기 공동생산을 위한 준비 등 조약을 위한 전환기를 맞이하고 있다. 그간 어려운 여건 하에서도 모든 항공관계자들이 노심초사하여 이제 항공 중진국의 문턱에 들어서려고 하고 있으나 아직도 국내항공산업이 헤쳐나가야 할 과제는 수없이 많이 쌓여 있는 형편이다. 당면과제로는 관련산업기반의 포약, 기술수준의 저위, 고급인력의 부족, 지원체제의 미비와 연 구기관의 미흡 및 해외시장 개척 등이 있는데 모든 항공관계인사들의 노력속에 하루속히 이러한 문제들이 해소되어 항공선진대열의 반석 위에 올라서기를 소망한다.

With the flow of globalization, world aviation markets are showing growing trends toward liberalization, deregulation, and privatization. At the same time, also apparent is a strong trend toward regionalism on aviation markets to realize open skies at the regional level. This research examines the recent trend of regionalism in the world aviation market from a political economic perspective, taking a single European aviation market as an example. The results show that the creation of a single European aviation market is the EU's strategic response against the US to enhance the European aviation industry's competitiveness. More specifically, the results show that the European countries are creating a single European aviation market in order to stand against the US' so-called 'divide and nile policy' and 'encirclement strategy' and to make their airliners to have competitive advantages over the US airliners on the lucrative North-Atlantic air routes. Recently, the single European aviation market is expanding by including the Mediterranean and Balkan states to pursue Pan European aviation cooperation and to develop European Common Aviation Area so that it can continuously enhance its negotiating leverage against external markets. The results imply that it is urgent for the Northeast Asian countries to create their own regional aviation bloc to develop their aviation industry and to increase their negotiating power against external countries.

Throughout the history of the aviation industry, from its origins in the $20^{th}$century to the present, accidents have always occurred. This paper deals with the legal liability of air traffic controllers, who represent one of the human factors causing these accidents. Though controller negligence turns out to be a main cause of the accident, Korea does not have additional judical case, since it was firstly declared that controller negligence was accountable for the air traffic accident in 1971. As such, we examine the liability of air traffic controllers as public officers. This paper looks not only at the role of air traffic controllers and pilots in accidents, but also at the applicability of controller liability in the context of Korean law. We determine that despite the high-stress environment, air traffic controllers must share in the responsibility to provide safe air navigation. Therefore, they cannot avoid legal liability.

Quality for civil aviation is very important to maintain the safety of aircraft and public, and strict quality requirements are prescribed in aviation regulations to ensure that each article produced conforms to the type design and is a condition for safe operation. In this study, the quality system requirements for aircraft and parts will be reviewed a concept of FAA's ACSEP(Aircraft Certification System Evaluation Program) and policy for aviation quality system evaluation in comparison with AS9100 for aviation quality management system.
