  • Information sharing and decision making between airport stakeholders became possible after the introduction of airport cooperative making system (A-CDM). This also resulted in optimizing aircraft handling time and increased the efficiency of aircraft operations. Technological advances have recently led to the development of urban air mobility (UAM) which is a small aircraft taking off and landing vertically. It is emerging as a new air transportation system in the future due to its advantage of saving time and solving congestion problem in the urban area. This study aims to suggest how vertiport cooperative decision making system (V-CDM) should be managed for efficient operation of UAM. By establishing procedure for decision making system based on Vertiport ecosystem of UAM. By establishing procedure for decision making system based on Vertiport ecosystem and UAM aircraft, unnecessary flight delays or cancellations can be minimized and efficiency of UAM operation will be improved as well.

Denied Boarding and Compensation for Passengers in the EU Air Transport Legal Framework and Cases (항공여객운송에서의 탑승거부와 여객보상기준)

  • The concept of denied boarding is defined in Article 2(j) of Regulation 261/2004 thus: "denied boarding means a refusal to carry passengers on a flight, although they have presented themselves for boarding under the conditions laid down in Article 3(2), except where there are reasonable grounds to deny them boarding, such as reasons of health, safety or security, or inadequate travel documentation." So far as relevant to this case, to be entitled to compensation, if denied boarding, Article 3(2) provides a passenger must first come within the scope of the protection of the Regulation, which applies under the following conditions: "${\cdots}$.that passengers (a) have a confirmed reservation on the flight concerned and, except in the case of cancellation referred to in Article 5, present themselves for check-in, as stipulated and at the time indicated in advance and in writing (including by electronic means) by the air carrier, the tour operator or an authorised travel agent, or, if no time is indicated, not later than 45 minutes before the published departure time." This paper reviews the EU Cases such as Rodríguez Cachafeiro v. Iberia [2012] Case C-321/11; Finnair Oyj v. Timy Lassooy [2012] Case C-22/11; Caldwell v. easyJet Airline Co. Ltd. [2015] ScotSC 64. ECJ and Sheriff court of Scotland held that the concept of denied boarding, within the meaning of Articles 2(j) and 4 of Regulation No 261/2004 establishing common rules on compensation and assistance to passengers in the event of denied boarding and of cancellation or long delay of flights, and repealing Regulation No 295/91, must be interpreted as relating not only to cases where boarding is denied because of overbooking but also to those where boarding is denied on other grounds, such as operational reasons. Also, ECJ ruled that Articles 2(j) and 4(3) must be interpreted as meaning that the occurrence of extraordinary circumstances resulting in an air carrier rescheduling flights after those circumstances arose cannot give grounds for denying boarding on those later flights or for exempting that carrier from its obligation, under Article 4(3) of that regulation, to compensate a passenger to whom it denies boarding on such a flight.

  • The first successful sustained powered flight by Wright Brothers was further extended to the rapid development of aviation technology, that led to transpacific flights, the invention of supersonic planes, and enabled hundreds of people to travel in the space, in addition to the fact that around 10 people had stepped on the moon, all of which were made possible within the very same century. However, on the back side of this most wondrous human technology, the vulnerableness to the aviation accident has been constantly accompanied with, right from the very beginning stage of the aircraft development. Moreover, the development of future aircraft is being focused on the aircraft performance, the increment of the number of passengers aboard and also its speed. In proportion to these phenomena of mega sizing the aircraft, the development of new technology and the increment of air traffic volume, the number of aviation accident is expected to augment, resulting in the enormous loss of human lives and properties. In order to prevent the disastrous aviation accident as such, it is essential to conduct the accident investigation in a specialized, systematic and scientific manner. In search for the method to attain the effective function of the aviation accident investigation organization, in this study, issues were examined as follows: The full-time Board Members and the establishment of an integrated investigation agency, The systematized security of status as an accident investigator, Inclusion of a human factors specialist in the investigator group organization, liability limit of an accident investigator Stipulation of the definition and the investigation scope of an accident and serious incident, along with the main body of conducting the investigation into the accident involving both civil and public aircraft, in the regulations related to the accident investigation.

The Air Space System and UVA's Regulation in Japanese Civil Aeronautics Act (일본 항공법상의 공역체계와 무인항공기 규제)

  • An amendment to Japanese Civil Aeronautics Act came into effect December 10, 2015. The Act prohibits flying drones over residential areas or areas surrounding an airport without permission from the Minister of Land, Infrastructure and Transportation. Flying drones during night time and during an event is also prohibited. The term "UAV" or "UA" means any aeroplane, rotorcraft, glider or airship which cannot accommodate any person on board and can be remotely or automatically piloted (Excluding those lighter than a certain weight (200 grams). Any person who intends to operate a UAV is required to follow the operational conditions listed below, unless approved by the Minister of Land, Infrastructure, Transport and Tourism; (i) Operation of UAVs in the daytime, (ii) Operation of UAVs within Visual Line of Sight (VLOS), (iii) Maintenance of a certain operating distance between UAVs and persons or properties on the ground/water surface, (iv) Do not operate UAVs over event sites where many people gather, (v) Do not transport hazardous materials such as explosives by UAV, (vi) Do not drop any objects from UAVs. Requirements stated in "Airspace in which Flights are Prohibited" and "Operational Limitations" are not applied to flights for search and rescue operations by public organizations in case of accidents and disasters. This paper analyzes some issues as to regulations of UAVs in Korean Aviation Safety Act by comparing the regulations of UAVs in Japanese Civil Aeronautics Act. This paper, also, offers some implications and suggestions for regulations of UAVs under Korean Aviation Safety Act.

A Study on 3.0m Low-Altitude Long-Endurance Solar Powered UAV System (3.0m급 저고도 장기체공 태양광 무인기 시스템 연구)

  • This paper describes the research and development of a 3.0 m Solar-Powered UAV system for mission flight that is based on the 4.2 m Solar-powered UAV. Both the Solar-Powered UAVs were lightened in weight by applying a composite fuselage and solar charging system. Also, a deep stall landing application and airbag module were installed for usability in mission performance. The flight performance of the Solar-Powered UAV system was verified through flight test. In particular, the 3.0 m Solar-Powered UAV performed continuous flight along the coastline of Jeju Island for 147 km in 3 hours and 50 minutes, and its performance as a mission flight was also confirmed.

  • The Korea market for LUAV (Light Unmanned Aerial Vehicle) weighing less than 150 kg is growing rapidly. As a result, the market for manufacturing and operating LUAV is expanding, and domestic development of parts and finished products is actively taking place. However, the flight control system and onboard software, which are key components of domestic LUAV, are largely dependent on overseas products due to the excessive cost and period required for development. This paper presented a domestic software development and certification procedure using DO-178C, a guideline for aircraft software development, and the Model-based Development method, and conducted a survey of those involved in the development, manufacturing, and certification of LUAV and analyzed the results. In addition, a case study was conducted to apply the software development plan to the helicopter FCC (Flight Control Computer).

  • 비행 편수의 증가 추세는 관제 밀집도를 높여 항공관제 사와 조종사간 communication 실수를 유발할 수 있는데 특히 호출 부호(Call Sign)의 혼동, 착각에 의한 경우가 많은 것으로 나타나고 있다. 항공 관제사와 조종사간의 communication 실수는 항공기 고도 위반, 활주로 침범, CFIT, 공중 충돌, Near Miss로 인한 위험 상황을 초래할 수 있다. 본 연구는 민간 항공사에 근무하는 조종사들의 유사 콜사인에 대한 혼동 정도와 위험성 인식을 설문 조사하였으며 이를 분석하여 방지 대책을 모색하였다. 국내 조종사와 외국인 조종사의 혼동 정도와 위험성 인식의 차이는 나타나지 않았으며 공항이 위치한 국가에 따라 혼동 정도의 차이가 있었다. 동일 항공사에서 나타나는 유사 콜사인은 자체 해결 가능하였지만 타 항공사와의 유사 콜사인을 해결하는 데는 한계가 있어 관계 기관의 적극적인 중재가 요구된다.

고속 수직이착륙기 개발동향과 스마트무인기 개발사업

  • 헬리콥터와 같은 전통적인 수직이착륙항공기는 이착륙시 활주로가 필요로 하지 않는 장점이 있으나 고 속비행 및 고고도 성능에 있어서는 고정익기에 뒤떨어진다. 고효율의 엔진개발에 따라 고정익 항공기가 최 대속도 및 성능이 비약적으로 발전한대 비해, 헬리콥터의 최대속도는 160 ~170 kts (300~315 km/h) 수 준으로 제한되어왔고 장거리 운항에서 필수적인 고고도 운항능력에 있어서도 4km 이상의 고도에서 효율 적인 비행을 수행하는 데에는 한계가 있다. 이를 극복하기 위해 지난 반세기 동안 다양한 신개념 비행체 연 구가 수행되었다. 스마트무인기기술개발사업단에서는 항공선진국의 이러한 연구개발동향 및 그 결과를 종 합하여 미래적 신개념 비행체 대안을 모색하였고, 그 결과 틸트로터 개념을 선정하여 상세설계를 종료한 상태이다. 이러한 경과에 대한 요약과 현재 활발히 진행중인 항공선진국의 미래형 수직이착륙 항공기 개발 기종의 현황, 성능비교를 통해 고속, 고고도 수직이착륙 항공기 개발에 관한 세계적 추세와 본 사업의 연관 성을 고찰해 보았다.

  • This study describes to design the interface between VDL (VHF Digital Link) Mode 2 system and AOA (ACARS Over AVLC) network. KARI-Wrapper using aircraft and ground station design requirements should be designed to the system configuration of the in-out interface of the components and analyzed with the ARINC 618, 620, 622 documentations. According to the system interface test, we are verified the satisfactions of uplink and downlink VDL Mode 2 requirements.

Probabilistic Model for Air Traffic Controller Sequencing Strategy (항공교통관제사의 항공기 합류순서결정에 대한 확률적 예측모형 개발)

  • Arrival management is a tool which provides efficient flow of traffic and reduces ATC workload by determining aircraft's sequence and schedules while they are in cruise phase. As a decision support tool, arrival management should advise on air traffic control service based on the understanding of human factor of its user, air traffic controller. This paper proposed a prediction model for air traffic controller sequencing strategy by analyzing the historical trajectory data. Statistical analysis is used to find how air traffic controller decides the sequence of aircraft based on the speed difference and the airspace entering time difference of aircraft. Logistic regression was applied for the proposed model and its performance was demonstrated through the comparison of the real operational data.
