The Framework of Aeronautical Information System for Volcanic Ash Hazard Management (화산재대응시스템을 위한 항공교통정보 프레임워크)

  • Hazardous volcanic activity will continue to occur in the ring of fire, a major area in the basin of the Pacific Ocean where a large number of earthquakes and volcanic eruptions occur. and, because of rising populations, development pressures, and expanding national and international air traffic over volcanic regions, risks to life and property through exposure to volcano hazards continue to increase. During an eruption, volcanic contamination can reach and exceed the cruising altitudes of turbine-powered aircraft, among others, within minutes and spread over vast geographical areas within a few days. Volcanic ash can affect the operation of aircraft at aerodromes. Volcanic ash deposition at an aerodrome, even in very small amounts, can result in the closure of the aerodrome until all the deposited ash has been removed. In this study, air traffic information framework is presented along with algorithms to define affected routes, waypoints and airports using GIS geometry analysis.

Study on Improvement of Family Assistance System for Victim's Family of Air Traffic Accident (항공사고 피해자 가족지원 제도개선 연구)

  • In the event of an air accident, the media and members of the general public pay attention to the victim of the accident and are deeply concerned about their actions and rewards. However, through the accident of Air China(CCA) Flight 129, which occurred in 2002, we were able to confirm that it is a real problem that the victims of the air accident as well as the victims suffer much suffering and serious aftermath. Nevertheless, Korea's system for assistance the families of victims of air accident is very poor. On the other hand, when Trans-World Airlines(TWA) Flight 800 exploded and crashed over the Atlantic Ocean in 1996, the United States enacted a law to assistance the families of the victims of the accident. According to this law, systematic assistance and management of not only the victims of the accident but also their families, minimize the additional damage of victims and victims' families and help them to get rid of the accident after the accident. In particular, the measures taken by the US authorities in response to an accident in which an Asiana Airlines flight(AAR) 214 crashed during a landing at San Francisco International Airport in 2013, made a lot of suggestions for us to assistance the victims and their families in an air accident. The purpose of this paper is to suggest the necessity of improving the system for victims and victim's family assistance in air accident. In this paper, we analyze the domestic and foreign legal systems and related cases in past accidents, identify the deficiencies of the Korean system, and derive the necessity to improve the related system. It is also important to make sure that victims' families are relieved from early psychological and economic shocks and that the results of accident investigations are reliable. Relevant ministries, airlines, and related agencies should recognize that prompt and systematic assistance and cooperation is needed to ensure that victims and families are relieved of the impact and confidence in the investigation, as is the case in the United States. In addition, efforts should be made to supplement the related laws for the assistance of aircraft victims and victims' families, to establish manuals for implementation, to plan and to implement them promptly in the event of an accident. To achieve this, it is necessary to establish regulations for the legal institutionalization of the roles and responsibilities of national and state agencies on victims of aviation accidents and family assistance. And the victim and family assistance plan that the airline has to submit to it, as specified in the current law, need to specify that item. In addition, new and supplemented contents should be integrated into a single clause or proposed as a separate special law for the purpose of applying a clear law.

  • Cyber attacks on the aviation weapon system, a state-of-the-art asset, have become a reality and are approaching as a constant threat. However, due to the characteristics of embedded software of the current aviation weapon system, it is managed and operated without connection to the network in peacetime, so the response management to cyber attacks is relatively weak. Therefore, when a cyber attack becomes a reality, it is urgent to prepare and evaluate measures for the adverse effects that such attack will have on the execution of the Air Tasking Order(ATO). In this paper, we propose a framework for operational impact assessment in order to avoid confusion in ATO execution and systematic response to cyber attacks on aviation weapons systems. The proposed framework is designed to minimize the negative impact on operations against cyber attacks that may occur under no warning by analyzing the impact on air operations for each aviation weapon system and standardizing countermeasures for this. In addition, it supports the operational commander to make a quick decision to command for the execution of the operation even in a situation where a cyber attack occurs.

  • 한국항공우주기술연구조합은 지식경제부 항공우주부품기술개발사업의 일환으로 '07년 12월부터 2개월간 수요조사를 실시하여 총 31건에 대한 사업 제안을 받았으며, 기술전문위원회의 평가결과 우선지원 대상사업으로 10건, 예비지원 대상사업으로 3건을 선정하여 지식경제부 공고 제2008-21호로 3월 24일에 공고하였다. 공고된 지원 대상사업에 대해서는 4월 15일까지 사업계획서를 접수하여 각 사업별로 주관기관을 선정할 예정이다. 선정된 주관기관과 5월 말까지 협약을 체결하고 1차년도 정부출연금(약 43억원)을 지원할 계획이다. 이에 항공우주부품기술개발사업의 신청방법과 2008년도 우선지원 대상사업인 10개 과제에 대해 소개 하고자한다.

Current Status and Recent Issues in Domestic Air Space Management System (국내 공역 현황과 제도개선 방안)

  • 본 연구에서는 항공운송산업의 발전을 위하여 항공기 운항의 기반이 되는 국내 공역관리의 실태와 문제점을 검토하고, 이의 개선방안을 도출하고져 하였다. 한국은 세계10위의 국제적 민간항공국임에도 불구하고 경쟁력의 원천인 국내여건이 매우 취약한 실정이다. 국내 공역은 약 40만$km^2$인 대구비행정보구역내에 14개소의 접근관제구역과 16개의 항공로가 있고, 민간항공의 비행을 금지하거니 제한하는 71개소의 통제공역과 47개소의 주의공역이 설정되어 있다. 이와 같이 국내 공역은 매우 협소하고 복잡하며, 국가안보의 특수 상황으로 인하여 공역운영의 효율성이 떨어지며, 항공운항의 비경제성과 비행안전요인이 상존하고 있다. 이를 개선하기 위해서는 국가공역관리체제가 실질적이며 체계적으로 확립되어야 하며, 총체적인 국가이익의 극대화를 위하여 안보목적의 군 관할 공역과 민간항공이 활용 가능한 공역의 활당이 최적화 될 수 있도록 공역구조가 재편되어야 한다. 또한 운영상 효율성을 제고하기 위하여 접근관제구역의 광역화, 항공로체제 개선, 공역설계기준의 제정, 수도권 공역 부족의 해소와 미래항행시스댐 운영에 대한 대비가 필요하다.

  • The existence of appropriate teaching materials in foreign language is very essential especially if it is related to safety. Among them, the importance of textbooks is more emphasized because there is no suitable education or curriculum for EPTA (English proficiency test of aviation). A good textbook not only presents the right direction to study but also provides an efficient way to learn. This research exploded how well textbooks for EPTA are organized and analyzed current pilots' responses whether the textbooks are suitable for preparing EPTA through the questionnaire. The conclusion drawn is that textbooks for EPTA should be designed to encourage current and pre-pilots to learn how to communicate with controllers efficiently and briefly, and also should provide proper guide lines for preparing EPTA.

  • 현재 우리의 사회에는 인간보다 기계가 하는 것이 더 효율적인 일에 대해서 많은 부분이 자동화가 되어가고 있다. 그중 떠오르는 미래산업인 항공산업에서 원활한 이/착륙을 위해 승무원들이 항공기 내부를 돌아다니며 승객과 의자 등받이 체크를 하는 등의 과정에서 번거로움과 어느 정도의 시간이 걸리는 것에 대한 문제를 생각했고, 이 문제를 해결하기 위해 승객 탑승 여부, 승객 착석 여부, 안전벨트 착용 여부를 한눈에 볼 수 있게 표시하고, 승무원과 승객의 불필요한 말과 감정을 만드는 일이 줄어들어 승객과 근무하는 승무원 모두 쾌적하고 원활한 비행을 위해 본 연구를 추진하였다.

  • 최근 COVID - 19로 인하여 다양한 수업방식이 활성화됨에 따라 비대면 수업방식이 주목받고 있다. 컨텐츠에 대한 소비패턴 변화와 가상융합기술이 발전함에 따라 해결책으로 메타버스가 대두되었으며 다양한 플랫폼을 지원하고 사용자가 가장 많은 마인크래프트 이용하였다. 마인크래프트는 사용자의 자유도가 높은 샌드박스 형식의 게임이다. 마인크래프트를 활용하여 메타버스 내에서 실시간 수업, 체육대회 등 실제와 유사한 활동을 바탕으로 구현함으로써 보다 친근한 메타버스를 제작하였다.

  • Until now, The Market of aviation parts had led by OEM(Original Equipment Manufacturer) parts because of aviation industry's nature required higher reliability and safety. But recently, The interest about PMA parts in aviation market is increasing continuously with various environmental changes, such as economic stagnation, oil price rise, development of the manufacture technique and newly rising market of Asia-Pacific region. Actually, after 2006, FAA PMA approval parts are increasing at a rate of around 40,000 parts per year and 2.5% of PMA parts penetration, in 2007, in Asia-Pacific market is forecast to enlarge up to 8% in 2017. So, this paper introduces the process requirements of FAA PMA / EASA EPA and the status of PMA market in order to enhance understanding for certification for aviation parts and to review a new PMA market.
