한국대학교육협의회는 11월 8일(목) 홍익대학교에서 대교협, 전국대학기획실(처)장협의회,한국고등교육정책학회의 공동주최로 제23회 대학교육 정책포럼을 개최하였다. 이 포럼은 차기정부의 고등교육경쟁력 제고방안이라는 주제로 서정화 홍익대 교수의 기조발표, 강병운 대교협 고등교육연구소장의 주제발표 및 신승호 강원대 기획처장, 김민구 아주대 기획처장, 신정철 서울대 교수, 서수용 한국대학신문 뉴스본부장, 정일환 대구가톨릭대 교수의 토론으로 진행되었으며 "대학교육"에서는 이 중 기조발표 내용을 게재한다.

Major telecommunication companies are leading on providing mobile contents service to customers. With changes in technology and social areas, most organizations are struggling to achieve the competitive edge over other organizations. Like others, university has the same problems to meet clients' needs to become being competitive. The research is to provide meaningful thoughts by analyzing empirical data and provide meaning information for University being competitive with IS and Mobile campus related decisions.

강원대학교와 삼척대학교의 통합은 강원도에 산재한 5개 대학 간에 논의된 연.통합의 연장선이며, 1도 1 국립대학 추진이라는 다자간의 틀 속에서 추진된 양자 간의 통합이라는 것이 타 대학의 통합 사례와 다른 점이다. 통합으로 인해 입학정원과 대폭적인 기구 감축을 통한 운영의 효율성 강화, 교수의 연구 경쟁력 향상, 학생 충원 및 신입생 수준 향상, 캠퍼스별 특성화, 대학의 혁신역량 제고 등의 성과가 있었다. 그러나 통합 이전 양 대학이 가지고 있던 이질적인 대학 문화의 일체화, 캠퍼스 간의 거리로 인한 접근성의 한계와 업무적 중복성, 정부차원의 행.재정적 지원의 지속 여부는 향후 통합의 성패를 가름하는 매우 중요한 과제로 남아 있다.

정보기술의 급진적인 발달로 경쟁이 점점 심화되어져가고 있는 환경 속에서 경쟁적 우위를 갖기 위한 기업들의 끊임없는 노력은 계속 되고 있다. 이러한 시점에 ERP(Enterprise Resource Planning: 전사적 자원관리) 시스템은 기업의 경쟁력을 제고하고 변화하는 비즈니스 환경을 예측하여 신속하고 현명하게 대처하기 위한 수단으로서의 역할을 수행하고 있으며 최근 기업뿐만 아니라 대학에서도 이에 대한 관심이 확산되고 있다. 이미 국외의 많은 대학들이 ERP시스템을 도입한 실정이고, 국내에서는 정보화 사업의 일환으로 연세대학교가 일반 행정 업무의 효율화를 위해 SAP R/3를 도입했고 향후 학사 행정 시스템과의 통합을 모색 중이다. 정부에서도 국$\cdot$공립 대학들의 행정업무 효율성 제고를 위해 차세대 행정업무시스템으로 ERP 시스템 도입을 본격화하고 있다. 따라서 본 논문에서는 정보화를 추진하고자 하는 국내 대학에 ERP 시스템의 도입을 제안하였고, 기존에 선행 연구된 연구 자료를 비교$\cdot$분석하여 기업의 ERP 시스템 구축 성공요인을 정리하였다. 본 논문은 초기단계에 있는 국내 대학의 ERP시스템 도입에 대학이 나가야 할 방향을 제시하였고, 앞으로 국내 대학의 ETP시스템 도입이 증가할수록 이에 대한 보다 심도 있는 연구가 계속 되어야 할 것이다.

This study analyzed the level of 326 academic librarians awareness, usability and counter strategies on the Library 3.0. The results revealed the awareness level in the following order: that (1) Mobile Library (2) Semantic Search (3) AI(Artificial Intelligent) (4) Cloud Computing (5) Ontology (6) Linked Data. The order of the future usability for the Library 3.0 was ranked (1) Mobile Library (2) Linked Data (3) Semantic Search (4) Cloud Computing (5) AI and (6) Ontology. To conclude, the level of awareness and the usability of Library 3.0 were shown to be statistically significant. There are, however, some discrepancies in awareness differ across librarians and regions. Moreover, the level of awareness for the Library 3.0 did influence the library's organizational performance but the individual librarian's competences only.

This study examines the contents and characteristics of 'Double First Class University Plan', which is conceived by Chinese government in 2015, following the current 211, 985 projects to develop comprehensively a group of elite Chinese universities and individual university departments into world class universities and disciplines by the end of 2050. For this study, we used the literature analysis method and collected various policy documents, research papers, newspapers and books published in China regarding this plan. First, this study looks at the development process, performance and limitations of 211, 985 projects. Second, it defines the concept of the world class university mentioned in China, and looks at the objectives and highlights of the plan. Finally, this study summarizes the characteristics of 'Double First Class University Plan' and the results such as focusing on the university's tradition and characteristic, cultivation and attraction of human resources, intensive financial support, and the introduction of a competitive system. Based on the results, this study proposes several implications such as establishing and implementing long-term and comprehensive higher education policies, inducing local government participation and support, focusing on fostering talents and developing disciplines, and putting emphasis on Korean characteristics in developing world class universities.

IT advances rapidly and is widely used both in for-profit and non-profit organizations. Academic institutions are no exception in the adoption of new IT such as e-libraries, e-blackboards, as well as Web 2.0 services. However, administrative information systems in colleges and universities often lag relatively behind. One of the reasons of this is that academic institutions tend to focus only on the implementation of IT, while neglecting the mindfulness needed for post-implementation. This study develops a new perspective for the sustainability of academic information systems through the lens of mindfulness. The results from administrating a nation-wide survey of universities and colleges provide the variations of a ranking of the critical success factors between implementation and post-implementation. The findings imply that both individual and collective mindfulness are needed to implement and, especially, sustain administrative IS successfully in academic institutions.
