도서관 조직대안으로서의 매트릭스경영관리

  • 이 논문은 Minnesota대학 Paul Campus 도서관 부관장인 존슨(P. Johnson)이 Journal of Academic Libraianship, Vol. 16, No. 4(Sept, 1990), pp.222-229에 게재한 "Matrix Management: An Organizational Alternative for Libraries"을 완역한 것으로, 도서관의 전통적인 조직구조에 대한 대안을 모색하는데 참고할 수 있는 이론적 논문으로 사료됨. 도서관조직구조가 점점 복잡해 짐에 따라 다양한 방안들을 모색하여 왔다. 이 논문은 전통적 계층구조에 대한 대안으로서의 매트릭스구조의 효용에 관하여 논의 한 것이다. 매트릭스관리가 매우 성공적으로 이루어질 경우에는 사서들에게 유연성을 증대시키기 위한 신전략과 고도의 전문적 독립성, 그리고 보다 균형된 의사결정과정을 제공해 준다. 제2차 세계대전까지만 해도 도서관을 포함한 대다수 기관의 조직구조는 몇 가지로 나눌 수 있었다. 비록 이들 조직구조가 바뀌게 되었다 하더라도 그것은 의도적인 계획하에서 진전된 것이 아니라 안정적이고 예측가능한 환경에 매우 적합하도록 자연스럽게 이루어진 것이다. 다만 최근 여러 해 동안 급격한 환경변화로 인하여 보다 새로운 조직구조가 발전하게 되었는데, 이는 자연진화적인 조직변화라기 보다는 오히려 특정적 요구를 충족시키기 위한 자의적인 계획의 결과라고 하겠다. 이와 같은 급격한 변화에 대처하도록 특별히 계획된 매우 혁신적인 조직구조중의 하나가 조직매트릭스이다. 이 논문은 대학도서관에 있어서 조직구조, 조직대안으로서의 매트릭스구조, 매트릭스경영관리의 효용 등 세 가지의 문제에 대하여 고찰하고자 한다.<역자주>

Evaluation and Requirement of Librarians on LIS Education (문헌정보학 교육에 대한 현장 사서의 평가와 요구)

  • The purpose of this article lies in investigating the problems and limitations of the current LIS education in Korea with an emphasis on the viewpoints of librarians. Also identified are the librarians suggestions for a better LIS educational system, in particular, for the renovation of the current LIS curriculum to upgrade the competencies of future librarians. To this end, 347 librarians from public, academic, special, and school libraries were e-mail surveyed. And the collected data were analyzed and interpreted to find out the specific problems and suggestions based on the types of libraries as well as the overall problems and suggestions.

A Study of Information Needs of Academic Library Users: With Special Emphasis on Reference Questions (대학도서관 이용자의 정보요구에 관한 연구: 참고질문을 중심으로)

  • This study attempts to identify users' potential information needs in a medium-sized academic library by analyzing reference questions raised by library users for 64 days from October 10th to December 13th, 2000. A total of 474 reference questions were analysed of which only 10.1% were pure reference questions that dealt with the professional knowledge of reference librarians. 71.0% had nothing to do with professional knowledge, being directional(29.3%), mechanic(23.8%), and library policy related(l7.9%). Improvements in sign system and guiding materials in the library should be made to deliver reference services of good quality to academic library users.

  • 본 연구는 인터넷 망을 활용한 문헌정보학 전공자 채용공고를 대상으로, 마이닝기법을 적용하여 구직 실태의 특성을 파악하기 위해 수행되었다. 그 결과, 관종과 공고시기별로 유의한 차이가 나타났으며, 구직자들의 관심정도로 표현되는 공고 게시글의 조횟수 또한 고용형태에 따라 관종, 분기간 유의한 차이를 보였다. 사후검증결과, 구직자의 관심정도는 여타 관종보다 전문도서관과 대학도서관의 공고에 비슷한 추세를 보이며 두 관종의 업무와 고용조건을 유사하게 인식하는 것으로 분석되었다. 이러한 결과는 도서관의 인적자원관리의 개선에 기여할 수 있는 기초자료로써 가치가 있으리라 판단된다.

An Analysis of Teacher Librarians' Role Recognition (사서 교사의 역할 인식 분석)

  • The purpose of this study is to analyze the factors that hinder the role recognition and role performance of teacher librarians and suggest some improvement methods. For this purpose, a questionnaire was conducted among 41 persons who participated in the first-level qualification training for teachers librarians at K University Secondary Teacher Training Institute in 2019.The results showed that there was a difference between the expected role and the execution role of the teacher librarians. In other words, teacher librarians recognize that they should teach information literacy as instructors and operate library-based instruction and cooperative classes as teaching partners. However, the most frequently played roles are reading education and library use education. They recognizes the cause as institutional limitations, such as the absence of a national level curriculum and the ambiguity of the role of specialists in school libraries. And it is perceived as a real problem such as the lack of partnership and recognition of their peers. Among the variables of teacher librarians, the higher their educational level, the more they perceived their peers as teachers. Based on this, some suggestions for strengthening the role of the teacher librarians' instructor and teaching partner were proposed in terms of including cross-curricular subjects of information literacy education, analyzing jobs and establishing scholarship system for school libraries.

A Study on Librarians' Perception about Government 3.0 (정부 3.0에 대한 도서관 사서의 인식조사 연구)

  • Recently in accordance with Government 3.0 policy, public data is being released in large quantities and entrepreneurs are succeeding in utilizing this policy to develop products and apps that increase the convenience of the people to use the information. As libraries belong to the public domain, libraries must open a variety of data to the public in accordance with the Government 3.0 policy, and make the various applications utilizing the data. Therefore, this study investigated the government 3.0 Policy, classified the success cases of the applications according to specific criteria, identified data having high availability from the library data, and tried to discover data that can increase the utilization value through the library from other subject areas. An awareness survey was conducted of librarians of the University and Special Library and the results are as follows: First, librarians' awareness about the Government 3.0 was more than the average of 3.6, whereas for the initiatives presented in 3.0. Second, those responding that the government 3.0 policy would have a positive effect on libraries were six times higher than those responding negatively. Third, the respondents listed the ways that the policy can be effectively utilized in the library, in order, as providing to the user public open data classified by topic, providing user education about utilizing method of public open data, and privacy-related user education regarding open data utilization. Fourth, there was overall agreement by the respondents that public open data would be helpful in improving the library's changing role and image, with 60% responding in a positive way.

A Study on Designing of Metadata for Constructing the Library Map Information System (도서관지도정보시스템 구축을 위한 메타데이터 개발 연구)

  • This study aimed to construct the Library Map Information System(LMIS) based on the Wiki theory of Web 2.0. We built this system because there was no collective source of information about every library in the world. Also, this system was developed to provide a library location information service by mashing-up with the Google Map. Through this study, the metadata applied to the newly constructed system was developed by using the Delphi method. A total of 13 experts including librarians of schools, public, academic, special, and national libraries as well as LIS faculty members and researchers, were commissioned as Delphi experts. Through three rounds of a Delphi survey analysis, the addition, modification, and deletion of the initial metadata elements was accomplished, and then the library contact/location information, library information, collection information, and event information was proposed. The metadata for LMIS was organized into four sectors and then 49 elements, each assigned to a sector.

A Case Study of Health Information Service for Patient Users in Overseas Hospital Libraries (국외 병원도서관에서의 환자이용자를 위한 건강정보서비스 사례연구)

  • The purpose of this study is to suggest implications from the case of health information service for patients in overseas hospital libraries. A total of 89 overseas hospital libraries were selected, including general hospitals, specialized hospitals, women's hospitals, children's hospitals, and veterans' hospitals. The health information service that is provided in general and common in 89 hospital libraries was surveyed and the differentiated health information service was investigated next. As a result, first, it can be seen that the establishment of hospital libraries and the provision of health information services are common outside of Korea. Second, various human resources such as librarians, health information specialists, medical specialists, social workers, clinical librarians, health education specialists, and volunteers are utilized. Third, it provides not only print materials but also various information sources such as electronic materials, websites, pamphlets, brochures, and provides health information in various languages. Fourth, in providing health (information literacy) education and programs, services are provided through linkage with hospitals, local public libraries, and local communities. The implications for domestic hospital libraries are as follows: First, the change of awareness of the establishment of hospital libraries and the provision of health information services; second, the support of the curriculum and associations and the need for continuing education; third, it is necessary to link with related organizations for mandatory and diversification of health information services in hospital libraries.

Research on the Characteristics of Research Data-related Service in North American University Libraries: Focusing on the Hierarchical Structure of Services, Job Titles, and Job Descriptions (북미 지역 대학도서관의 연구데이터 관련 서비스 특성 연구 - 서비스 간 계층 구조와 직책 및 직책별 직무내용을 중심으로 -)

  • This study investigated research data-related services offered by North American university libraries, focusing on service names, hierarchical relationships, job titles of service managers, and job descriptions. The study analyzed the homepages of 50 university libraries and found a clear hierarchical relationship between research data-related service names, indicating a clear structure for these services. The title of 'librarian' was most commonly used for the position in charge of research data-related services, and the job content of this position was found to be quite wide. Other job titles such as 'specialist' and 'analyst' were also used for experts in various research data-related fields. The existence of these job titles was seen as a way for university libraries to strengthen the expertise of their research data-related services. Based on the findings, the authors propose a service composition system for research data-related services in domestic university libraries. This system includes 'research data service' as the highest-level service name, with 'research data management service', 'GIS service', and 'data visualization service' as sub-service names. The authors also suggest that research data-related services should be provided through collaboration between existing university librarians in the early stages of service provision, and that new recruitment of research data-related professionals could be considered gradually.

A Study on the Activation Plan for Legal Deposit in National Assembly Library of South Korea: Focusing on Thesis and Dissertation (국회도서관 납본 활성화 방안에 관한 연구 - 디지털 학위논문을 중심으로 -)

  • This study empirically analyzed the recognition and current status of university libraries related to the legal deposit of thesis and dissertation and investigated the ways to activate legal deposit to National Assembly Library. As a result, most universities conduct legal deposit of thesis and dissertation. However, most librarians face difficulties resulted from the duplication of deposits to many institutions. In the case that the deposits are not made, the main reasons are the university library's policies, duplication and inefficiency of the deposit procedures, and the limitation of obtaining copyright agreements. In order to address these limitations and to maximize the social and informational values of thesis and dissertation, this research proposed approaches to legal deposit of thesis and dissertation, including strengthening digital deposit system through the establishment of independent legal deposit law, preparing the effective ways of preservation. constructing an integrated deposit system, and developing professional collection of thesis and dissertation which can consolidate National Assembly Library.
