  • In the print information world, purchasing books in a library includes rights both to own them and to access to them. In an information world, access to electronic resources often takes place within the confines of a license that defines appropriate use over a specified period of time. Most of these electronic resources are governed by license agreements. This paper describes recent licensing issues which remain unresolved in the area of business model, archive, and fair use and also investigates formal evaluation criteria for developing electronic resources in a library. This study provides licensing principles and considerations for managing the licensing of electronic resources.

  • This study aims to suggest the ways to reinforce academic library's supports for users' class·learning activities. For this purpose, this study collected the development plans of academic libraries in Korea, and analysed the plans for supporting class·learning activities. As a result, it is shown that the most libraries emphasized 'expansion of learning material' and marked it on development plan. As subsequent plans, libraries provided the action plans of 'expansion of reading education and reading programs', 'expansion of electronic materials', 'expansion of characterized materials' one after another. This study suggests 'user-centered collection development and expansion of learning materials', 'activation of library services making use of big data', 'enlargement of engagement services for handicapped and foreign students' as ways to strengthen the services of academic libraries to support class·learning activities of users.

  • Building a new library and remodeling an existing library for the multi-cultural space is a recent trend of the university libraries. That is, the spaces for using the digital and multimedia equipments, the rooms for reading and studying, the spaces for the cultural activities such as watching movies and holding an exhibition, and the spaces for the communication and refreshment are increasing in the libraries. However, this movement of securing and providing the new spaces is not closely connected with the off-line services and happens without the consideration of how to change the librarian's role and position. Therefore, the university libraries need to plan and provide the multi-learning space rather than the multi-cultural space considering the university library is an academic organization. Additionally, understanding the purpose of the university libraries, user's need, utilization method of books and considering the librarian's roles and placement are necessary in planning and providing the space of the libraries.

  • Nowadays the information environment enables users to access the traditional library collection as well as various digital information resources. In this rapidly changing environment, the use of digital information resources such as web sites, data, and homepages has increased. In this research, highly-cited authors' research outcomes as well as the research outcomes of the people, who cited the highly-cited authors' works, were extracted then compared with information stored in the medical colleges' digital libraries and the academic information portals in the clinical medicine area by using the citation information provided by Essential Science Indicators from ISI Web of knowledge. Out of 10,000 authors,146 people's homepages, which present research outcomes, were analyzed. The research outcomes listed in the homepages included journal papers, monographs, conference proceedings, and lecture notes. About 15% of the journal papers, 32% of the monographs, 48% of the conference proceedings, and 100% of lecture notes were accessible only through the homepages. The research outcomes accessible from the homepages were almost analogous to the ones available through the medical college's digital libraries and the academic information portals. Therefore, the digital library collection will be improved and expanded quantitatively and qualitatively by collecting and using the information in the homepages of the prestigious researchers.

  • The purpose of this study is to redefine the competencies of teacher librarians and to derive implications for training and re-educating teacher librarians by analyzing the priorities of competencies. A questionnaire survey targeting teacher librarians based on analytic hierarchy process has been conducted. The results indicate that in terms of the upper-level areas of competencies, it was found that they prioritized teacher librarians' competencies in the following order: information specialists, teachers, administrators, and cooperative leaders. Analysis of the lower levels of competency indicates that the priorities of the required competencies are listed in the following order: collection development, management and preservation, teaching and learning, media production, information service, library cooperative instruction, library assisted instruction, content curation. Therefore, being able to provide information resources by developing a collection of books to support the educational process in school libraries was found to be a critical competency. It seems necessary to cultivate the capacity to manage online and offline collections and produce and provide various teaching media and services by utilizing school library resources. It seems to give implications for the education of teacher librarians.
